PUBLIC ARTS COMMISSION MEETING MINUTES
September 12, 2016
COMMITTEE: Present: Nathan Samuel, Dawn Spyker—JPAA, Paul Northam, John McCarthy, Melissa
Deaver, and Jay Ellis.
GUEST: Richard Eklund and Michael Wimmer
Meeting was called to order at 5:33 pm
■ Approval of minutes from August 8, 2016—with the addition of McCarthy and Deaver to those in
attendance as well as the correction of"Harmony Greed"to"Harmony Green". Motion by McCarthy,
2nd by Deaver. 5-0.
• New Business:
• Jeremy Jarvis—floodwall muralist from Columbus, Ohio visited and met with Dawn, Nathan
Dale Orem and Bob Potter for some pictures, tour and historical perspective. He will need a
small tent for shade when he comes. Plans on having his sketches done in September and
would like to begin in early October. Northam suggested we do a time-lapse photography of
the process.
• Our letter of intent to form an "Arts & Cultural District" has been accepted/approved. Our next
step is to get the City Council to pass a Resolution for this. Nathan will work on getting that
done.
• Formalizing JPAC—Nathan is working with the City Council Attorney and Dawn to provide
more structure to how JPAC is set up. Other Cities, Jasper for example, are being looked at
for items they've included. Members of JPAC are encouraged to submit their ideas for
inclusion.
• Sugar Skull Event is being worked on for final development. Field trips are planned with
GCCS to help create art pieces for the event. Dawn has done a great job in connecting
young kids and the schools for this and other events. Thus far$17,650 has been raised, it
appears Public Art Funds will need to pay for$4,500 if other funds aren't raised. Jay made
motion to approve a not to exceed amount of$4,500 for this, 2nd by Paul. 5-0.
• Report:
• Steamboat Days—Paul reported that Steamboat Days was very successful this year.
Thanked all those that helped make it so. A meeting is planned to recap and go over the
positives and negatives. It was mentioned more entertainment and music would have
helped.
• Dawn reviewed a survey that was given to the participants in the Arts Village.
• October 1s`is Pioneering Spirits Performance at Lewis& Clark at Noon and 3pm.
• Public Art Master Plan— Nathan Pruitt, Director of Planning/Zoning has the latest updates.
Paul will connect with him to see next steps. Would like to have this completed by December
2016.
• Michael Wimmer reported that his art piece is going to be installed next week on the corner
by his shop (Gray&Wells Building).
■ Commissioner Comments
• Paul—at Harmony Green they are killing off the grass and replacing with sod; Vissing Park
Basketball Court Logo/Artwork was vandalized. Security Cameras were able to get good
pictures and the Police have identified the vandals; we need to have an Abbey Road on the
River Festival Art discussion.
• John —the teakwood seats at Harmony Green are a mess and need to be
repaired/maintained.
