OF JEFFERSONVILLE, INDIANA
OCTOBER 3, 2016
The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500
Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday, October 3, 2016.
Council President Owen along with City Clerk Conlin called the meeting to order at 7:00 pm.
Councilperson Samuel gave the Invocation and Council President Owen those in attendance to recite the
Pledge of Allegiance.
ROLL CALL:The roll call was conducted and those present were: Councilperson White, Councilperson
Zastawny, Councilperson Jahn,Councilperson Maples, Councilperson Gill, Council President Owen,
Councilperson Hawkins, Councilperson Samuel, and Councilperson Rodriquez.
MINUTES TO BE APPROVED:
Minutes from the Council Workshop September 19, 2016—Councilperson Gill made a motion
to APPROVE the minutes from the September 19, 2016 Workshop with Councilperson Gill
seconding, PASSING on a vote, 9-0.
Minutes from the Council Regular Proceedings September 19, 2016—Councilperson Gill made a
motion to APPROVE the minutes frorn September 19, 2016 with Councilperson Gill seconding,
PASSING on a vote, 9-0.
APPROVAL OF THE AGENDA:
Councilperson Gill made a motion to APPROVE the agenda with Councilperson Jahn seconded, PASSING
on a vote,9-0.
CLAIMS TO BE APPROVED:
City Controller Heather Metcalf presented the Claims. On page 9 there is a claim in the amount of$550
to Bonkers the Clown that will need to be removed until a signed contract is established. On page 11,
there is a TIF Claim in the amount of$750.00 for the Bank of New York,which is an error and is paid
from Redevelopment. The new totally is$1,177,853.05
Councilperson Rodriquez stated he came in to assist Councilperson Gill with going over the Claims. It
appears that there were two SAMs Club Memberships purchased for the City and it seems as though we
should be able to get by with only having one Membership that all of the City departments have access
to. Councilperson Rodriquez asked that City Controller Metcalf get clarification on this matter before
paying the claim. Councilperson Gill made a motion to APPROVE the claims as amended and with the
clarification that was requested. Councilperson Rodriquez seconded, PASSING on a vote, 9-0.

UNFINSHED BUSINESS:
1. Rob Waiz—2016- R-17 Resolution Finding Substantial Compliance with Statement of
Benefits for Tax Abatement For 2016 (Tabled 9/6/16, Tabled 9/19/16) Councilperson Gill
made a motion to TABLE 2016-R-17 with Councilperson Jahn seconding;, PASSING on a
vote, 9-0.
2.Vicki Conlin—2016-OR-59 An Ordinance Transferring Funds Within the Same Department
(Passed on 1St and 2nd reading 9/19/16) There have been no changes. Counc;lperson Gill
made a motion to APPROVE 2016-OR-59 on the third and final reading with Councilperson
Jahn seconding, PASSING on a vote, 9-0.
3. Heather Metcalf—PUBLIC HEARING 2016-OR-60 An Ordinance Of Additional Appropriation
(Passed on 1St and 2nd reading 9/19/16). There have been no changes. Council President
Owen opened up the Public Hearing on this matter at 7:08 PM and as no members of the
community came forward to speak for or against the matter the Public Hearing was closed.
Councilperson Gill made a motion to APPROVE 2016-OR-60 on the third and final reading
with Councilperson Jahn seconding, PASSING on a vote, 9-0.
NEW BUSINESS:
1. Lisa Gill—Homeless Coalition Update—Ms. Dawn Klem, Administrator for the Homeless
Coalition came to provide an update for the Council. They are currently looking at hiring a
Service Coordinator and hope to have that up and running at the beginning of the year in the
communities. They have a White Flag Committee up and going. It is going to look different than
Louisville. They are currently looking for churches to offer the space to run White Flag. These to
be staffed with 6-8 trained volunteers and LifeSprings will be providing the training at no cost.
She hopes to have more updates in the next quarter.
2. Kim Calabro—2016-OR-63 An Ordinance Amending 2016-OR-18 Which Amends 2016-
OR-3 An Ordinance Fixing the Salaries of Appointed Officers and Employees for All the
Departments Of the City of Jeffersonville, Clark County Indiana for the Year 2016—
Human Resources Director Kim Calabro presented 2016-OR-63. On page 2 under the
Clerk's office there is a Traffic Bureau Clerk added in at a pay grade 2. Under the Parks
Department there is the Parks Greenspace Manager that will be added in at a pay grade
5. Councilperson Samuel made a motion to APPROVE 2016-OR-63 on the first and
second reading with Councilperson Gill seconding, PASSING on a vote, 9-0.
3. Kim Calabro—2016-OR-64 An Ordinance Fixing the Salaries of Appointed Officers and
Employees for All the Departments of the City of Jeffersonville, Clark County, Indiana For
the Year 2017—Human Resources Director Kim Calabro presented 2016-OR-64.

Under the Clerk's Office the Chief Deputy is going to First Deputy and mooing from a pay
grade 3 to a pay grad 4. Administrative Assistant is being retitled to Second Deputy and
is staying at a pay grade 2.
Under Drainage General Laborer is being changed to Construction Laborer
Under the Fire Department there is a new base pay rate also the numbers stating how
many are allowed are going to be removed. These change on a constant basis anyways
depending on promotions and demotions. There was discussion about what would
keep the promotions in line so that ranks were staying at a consistent number. The
collective bargaining will reflect all of that information so that there will still be checks
and balances in place for this matter.
Under Motor Vehicle (Streets) —General Laborer II is being changed to Roadway and
Directional Signage Worker.
Under Parks & Recreation Division —City Partners & Sponsorship Manager is being
added at a pay grade 5, Greenspace Manager is being added at a pay grade 5, League
Coordinator is being removed, and Public Art Administrator is being added at a pay
grade 5.
Police Department—The same changes reflected in the Fire Department will be
reflected in the Police Department.
Sanitation —Administrative Assistant I is a pay grade 2 (position is currently being paid at
a pay grade 2 rate). Also an additional General Laborer will be adder.
City Clerk Conlin asked that the strike through text on page 10 be removed so that we
can start this Ordinance as a clean copy. Ms. Calabro will remove the strike through text
since it is no longer applicable.
Councilperson Zastawny discussed holding a workshop to go over in detai6 how the
Department of Labor's new threshold will effect city salaries. We need to realign the
pay grades to match the new guidelines.
Councilperson Samuel made a motion to APPROVE 2016-OR-64 on the first and second
reading with Councilperson Rodriquez seconding, PASSING on a vote, 9-0.0
4. Les Merkley—2016-R- Resolution of the Jeffersonville Common Council Regarding
Approval of Expansion of Economic Development Area —City Attorney Merkley
requested that this matter be tabled. Councilperson Zastawny made a motion to TABLE
with Councilperson Gill seconding, PASSING on a vote, 9-0.
5. Heather Metcalf—PUBLIC HEARING 2016-OR-65 An Ordinance for Appropriations and
Tax Rates—City Controller Metcalf presented 2016-OR-65. Councilperson Gill asked
Controller Metcalf to explain the Circuit Breakers and where that money will be placed.
Controller Metcalf stated there are four levy funds and the total estimate is at 4.33
million. It is not on a separate site so it is not necessarily in the budget instead it is
reflected in the revenues. This is still a revenue neutral budget.
Councilperson Samuel said on page 15 the salary for the Public Art Administrator is
currently at $47,476 when it was proposed at $50,000. She meets and exceeds all of the

qualifications and has been on the job a couple of years. The expectation was the
higher amount of$50,000.
Councilperson Hawkins asked about the formula predicting the Circuit Breakers as it was
lacking last year. It is based on the assessed values and people still have time to appeal
those.
Council President Owen opened the Public Hearing at 7:41 PM and as no members of
the community came forward to speak for or against the matter the Public Hearing was
closed.
Councilperson Samuel made a motion to AMEND 2016-OR-65 changing the salary for
the Public Art Administrator from $47,476 to $50,000. Councilperson Zastawny
seconded. A roll call was requested and results were as follows:

Motion to AMEND 2016-OR-65 PASSED on a vote, 6-3.
Councilperson Samuel made a motion to PASS the amended 2016-OR-65 on the first
and second reading with Councilperson Rodriquez seconding, PASSING on a vote, 9-0.
Councilperson Gill said she would just like to remind the Council that at this point
everything is appropriated out. Next year they will have to be diligent about additional
appropriations for wants versus needs.
6. Nathan Pruitt—2016-OR-66 An Ordinance Establishing a Non-Revering Fund for
Planning and Place—Planning and Zoning Director Nathan Pruitt presente^ 2016-OR-66.
This is a proactive approach much like the unsafe building fund. This is to be able to
seek revenues such as grants to be able to hire consultants for neighborhood planning.
Only new fees will be going into this fund. Councilperson Samuel made a motion to
APPROVE 2016-OR-66 on the first and second reading with Councilperson Gill
seconding, PASSING on a vote, 9-0.
7. Nathan Pruitt—2016-OR-67 An Ordinance Establishing a Landscaping Fee in Lieu
Program—Currently developers have the option of filing a waiver to eliminate the
landscaping requirements for their developments. This would give the option that the
developer could pay a fee and do a smaller requirement of landscaping at 50%. That
money will then in turn be used to add additional landscaping though out the City.
Councilperson Zastawny said he thinks this is a great idea. Councilperson Rodriquez
stated his concern on this is that the Board (Planning and Zoning) needs to be able to
oversee this. Councilperson Gill stated she thinks developers are going to take
advantage of this and the City needs more landscaping not less.

Planning and Zoning Director Pruitt will change the oversite of this to the Planning and
Zoning Commission.
Councilperson Rodriquez made a motion to TABLE 2016-OR-67 until there is a new
draft. Councilperson Gill seconded. A roll call was requested and re3ults were as
follows:

8. Heather Metcalf—2016-OR-68 An Ordinance of Additional Appropriation (Public
Hearing October 17, 2016)—Councilperson Samuel made a motion to APPROVE 2016-
OR-68 on the first and second reading with Councilperson Rodriquez seconding,
PASSING on a vote, 9-0.
9. Heather Metcalf—2016-OR-69 An Ordinance Transferring Certain Funds Within the
Same Department--This is for the Pool Staff and the Greenspace Manage:
Department Head Reports:
Planning and Zoning Director Nathan Pruitt presented an update to the Council. This is the Spring Street
Master Plan from Eastern Blvd to Riverside Dr. This was developed in hose to bring together several
concurrent projects undertaken by various departments and entities due to concurrent developments.
The purpose is to unify the streetscape designs for Spring Street. It will improve safety for pedestrians
and add bike lanes and incorporate Public Arts. Councilperson Samuel reminded Mr. Pruitt that any
public art has to go before the Public Art Commission to be approved. Councilperson Rodriquez asked if
they will be involving, Claysburg and Mr. Pruitt stated that Neighborhood meetings would be held.
Public Comment:

Council Comment:
Councilperson White—This has been a wonderful meeting.
Councilperson Zastawny—Nothing at this time.
Councilperson Jahn—This has been her first Budget process and she is excited how the Administration
and the Council collaborated on this. Also does the Council want to schedule the HR Workshop?
Councilperson Maples—Nothing at this time.
Councilperson Gill—Wanted to give recognition to Jeffersonville Police Department. They were recently
recognized in Chicago for their work. Great Job.
Councilperson Hawkins—There was recently a threat at some of the local schools. He was with the
people during the process and he was very impressed with the professionalism and dedication of all of
the participating agencies that worked on that situation. It was handled very well.
Councilperson Samuel—For those that do not know,the Safety Director Amir was in a very serious car
accident. He is on his way to recovery now. Also Councilperson Samuel will be attending the IACT
Conference and will report back at the next meeting.
Councilperson Rodriquez—Nothing at this time.
Council President Owen—Executive Session needs to be scheduled to discuss contract negotiations.
This will be on October 17, 2016 at 6 PM in the Council Conference Room. There is a new City Council
picture, don't forget to pick those up. He also stated his vote on changing the Public Arts Administrators
Salary was not reflective on the candidate but the consultant made the recommendation to change that
and he was following what the consultant's recommendation was.
