PARKS AUTHORITY ADVISORY BOARD
REGULAR MEETING
July 7,2016
Call to order
The regular meeting of the Jeffersonville Parks Authority Advisory Board(PAAB)was called to order at 2:15 pm by Board Member
Edwards.
Roll Call
Board Members present were Sandy Knott, Nikki Lurding, Larry Jordan,and Scott Edwards.
JPR Director Northam announced that Kevin Burke has resigned from the board,the initial appointment body will be consulted for a
replacement and the board ordinance, mission and how to proceed will be referred to the Parks Authority Board for determination.
Member Jordan reported the Parks Authority Board will be having a workshop to examine board missions&the 5 year master plan.
A copy of these and future minutes will be emailed to Heather Pennington,as requested by Director Northam,to add to the Parks
Authority Board meeting packets.

Paul Northam,Jeffersonville Parks& Recreation(JPR) Director and Julie Semones,JPR Administrative Assistant.

Approval of minutes
Aotion by member Lurding,second by member Jordan to approve the minutes of the June 2,2016 meeting minutes as presented.
Motion carried.
Review of claims
JPR Director Northam explained several claim inquiries:
Sporting umpires&game officials are paid by contract through Jim Roberts of Southern Indiana Officials Association;background
and offender registry checks are performed as required.
K4 Security Company provides 2 officers after hours from 6pm-3 am 7 days a week at Big 4 Park.City Council requested 3 entities
help pay for the contract,which are City Council,Parks Department& UEZ. Each entity is drafted until their budget amount is
exhausted. Kids playing in the fountain,which is posted no swimming still occurs.JPD bike patrols assist and security cameras at
Pearl Street Inn face the fountain, but there is no virtual warning system.
Dave Simpson,City Partners Coordinator is paid by contracted percentage commission of sponsorship payments after received.
Some sponsors choose to fund specific events,which creates several commission payments as listed. Evaluation is being done
regarding commission vs. position as a city employee. Dave has brought in sponsorship monies that total nearly$400,000 and he has
plans to grow the City Partners sponsorship program. j
Cunningham Camper door repair was for one of the restroom trailers. Director Northam stated a 3rd restroom trailer will be
purchased for exclusive use at Duffy's Landing after redevelopment construction is complete,the latest quote was$45,000.
Motion by member Lurding second by member Knott to approve claims as presented. Motion carried.

Ceport from Advisory Boards
Member Knott presented the June 30, 2016 Park Facilities report&Assigned Park list(See handout attached hereto&made a part
hereof).
Director Northam reported the Wall of Champions at the South end of Big 4 Park has added tribute postings for Ted Throckmorton&
4 others,with 3 more pending.A considered nomination includes the 2013 girls Little League World Series team.All nominations will
go to a selection committee for final decision.After complete, a concrete walkway near the wall of champions is part of the future
redevelopment Big 4 Park plan.
Director Northam reported DNR confirmed the Wharf bank ornamental grass growth will look better next year,validating what was
reported by the developers. Mr. Eklund reported two sewer information signs posted at the lower Wharf area have a word
misspelled, Director Northam will investigate correction.
Duffy's Landing hillside is seeded, until the grass is established the current drainage run off issues will persist.Jeff Johnson,City
electrician is working on wiring to the parking lot,the weather has delayed construction &completion is still a couple months away.
Member Lurding presented the June 2016 Parks Program updates(See handout attached hereto&made a part hereof).
The new JAC floor coating,which was supposed to create a smooth surface, is made for concrete floor covering, not slate,the
vendor will apply the correct product after the summer season,at no additional charge.
Member Edwards presented the July 2016 Parks Sports&Athletics updates(See handout attached hereto& made a part hereof).
Director Northam reported the Fieldhouse kid's summer program has concluded with a successful season.The K-1, 2 basketball fall
program with Jeff High School coach&staff is planned again this year. Rick Romans,JPR Sports&Athletic Director is investigating
actual attendance numbers from pickle ball programs offered in the surrounding areas.
Announcements
4 Jeff Jersey has been purchased from Coach Luce for a Nachand Fieldhouse display in memory of Mr.Throckmorton.
The next meeting will be August 4, 2016 at 2 pm in the 2nd floor P&Z/Building Commission conference room.
Motion to adjourn by Member Knott,second by Member Lurding. Motion carried. Meeting adjourned at 3:10 pm.
