HomeMy WebLinkAboutAUGUST 17, 2016 CITY OF JEFFERSONVILLE SANITARY SEWER BOARD MINUTES OF AUGUST 17, 2016 The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular session on Wednesday, August 17, 2016 at 2:00 P.M in the City Hall Mayor's Conference Room. Mayor Moore called the meeting to order at 3:00 P.M. Board Members present are Mike Moore and Dale Orem. Board Member Bill Saegesser is absent. Also present are Board Attorney Scott Lewis, Utility Billing Office Manager Elisha Dale, Controller Heather Metcalf, City Councilperson Lisa Gill, Jorge Lanz representing Jacobi, Toombs, and Lanz, and Secretary Barbara Hollis. Board Member Orem made the motion to approve the agenda as presented second by Mayor Moore, passing on a vote of 2-0. The minutes of the August 4, 2016 meeting were presented for approval. Board Member Orem, made the motion to approve the minutes as presented, second by Mayor Moore passing on a vote of 2-0. CONTROLLER'S REPORT Controller Metcalf presented the claim list dated August 17, 2016 in the amount of $1,014,723.18. Board Member Orem noted approximately $600,000 is for debt payment and $93,000 for health insurance. Board Member Orem made the motion to approve the claim list as presented, second by Mayor Moore, passing on a vote of 2-0. Manager Dale, presented the Adjustment Certificate dated August 12, 2016 in the amount of $-60,018.37 Sewage, $-2,219.24 Drainage and $-1,378.96. Board Member Orem made the motion to approve the Certificate as presented, second by Mayor Moore, passing on a vote of 2-0. OLD BUSINESS The updating of the Sewer Service Area Master Plan remains tabled. August 17, 2016 Sewer Board Minutes Page 2 NEW BUSINESS Mr. John Bradshaw, speaking on behalf of David Schuler, ASB Homes, appeared before the Board to request consideration of reducing the minimum sewer bill per month to$20 for vacant new homes under construction or completed and waiting for sale. Board Attorney Lewis explained the minimum charge is by Ordinance passed by the City Council, and the Sanitary Sewer Board has to, by law, charge the minimum. Board Member Orem noted other developers have requested reductions and have been denied. Board Attorney Lewis further explained to allow a reductions there would have to be a change, made by the City Council, in the Ordinance which outstanding bond obligations do not allow for lowering rates. Mayor Moore said it does appear there is a turnover in the area where the reduction is requested. Board Attorney Lewis said all developers are treated the same. Board Member Orem further noted the Ordinance was developed thru negotiations with developers. Councilperson Gill assured Mr. Bradshaw that due to bond obligations the Council would not consider changing the Ordinance for any reductions. Mr. Alan Applegate, Attorney representing S-L Snacks IN, LLC, appeared before the Board regarding a December 22, 2010 Memorandum of Agreement, regarding the granting of an easement. Board Attorney Lewis explained the reasons for the delay. Jorge Lanz asked if this covers the Mill Creek easements. He reviewed the paperwork and was satisfied. Following review and discussion, Board Member Orem made the motion to approve the easement as presented and allow Mayor Moore to sign the easement, second by Mayor Moore, passing on a vote of 2-0. ENGINEERING REPORTS - No reports this meeting. DEPARTMENT REPORT The WWTP Operations Report is included in the packet, along with the IDEM Inspection Report for the North WWTP. No additional comments have been received from EPA regarding the Sewer Use Ordinance changes. ATTORNEY COMMENTS - No Attorney Comments BOARD MEMBER COMMENTS Board Member Orem called attention to the IDEM Inspection Summary Letter for the Jeffersonville North Water Reclamation Facility, proclaiming it exceptionally good.
