HomeMy WebLinkAboutJULY 21 2016 CITY OF JEFFERSONVILLE SANITARY SEWER BOARD MINUTES OF JULY 21, 2016 The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular session on Thursday, July 21, 2016 at 3:00 P.M in the City Hall Mayor's Conference Room. Mayor Moore called the meeting to order at 3:02 P.M. Board Members present are Mike Moore, Bill Saegesser and Dale Orem. Also present are Utility Director Len Ashack, Board Attorney Scott Lewis, Controller Heather Metcalf, City Engineer Andy Crouch, Jorge Lanz representing Jacobi, Toombs, and Lanz, and Secretary Barbara Hollis. Board Member Saegesser made the motion to approve the agenda as presented second by Board Member Orem, passing on a vote of 3-0. The minutes of the July 7, 2016 meeting were presented for approval. Board Member Saegesser, made the motion to approve the minutes as presented, second by Board Member Orem passing on a vote of 3-0. CONTROLLER'S REPORT Controller Metcalf presented the claim list dated July 21, 2016 in the amount of $877,048.92. Board Member Orem noted approximately $600,000 is for debt payment. Board Member Saegesser added $93,000 of the total is for health insurance. Board Member Saegesser made the motion to approve the claim list as presented, second by Board Member Orem, passing on a vote of 3-0. Controller Metcalf, on behalf of Utility Billing Office Manager Dale, presented the Adjustment Certificate dated July 15, 2016 in the amount of $-27,164.33 Sewage and $- 179.90 Drainage. Board Member Saegesser, commented the list is looking a lot better as a good job is being done, made the motion to approve the Certificate as presented, second by Board Member Orem, passing on a vote of 3-0. OLD BUSINESS The updating of the Sewer Service Area Master Plan remains tabled. Board Member Orem said he had a conversation with River Ridge Board Member Ned Pfau and was led to believe the cost sharing of the EIFS siding on the "Storage (Compost) Building, and the setback were approved. Different opinions have been given to others. There seems to be confusion. A copy of the minutes need to be obtained and July 21, 2016 Sewer Board Minutes Page 2 reviewed. There was discussion if the building could be finished as planned originally. Attorney Lewis does not know if a municipality is required to follow development standards. He will review the development standards. NEW BUSINESS Director Ashack reviewed a memorandum regarding Emergency Repair On Mulberry Street Interceptor. Along with the memo are pictures of the failing area. Following review and discussion, Board Member Orem made the motion to declare the repair to the Mulberry Street Interceptor South of Court Avenue an emergency, second by Board Member Saegesser, passing on a vote of 3-0. Director Ashack reviewed and explained the need for Lochmueller Group Work Order 2016-1 - Prepare PER for Phosphorus Removal Facilities. Board Member Orem made the motion to approve Lochmueller Group Work Order 2016-1 as presented, second by Board Member Saegesser, passing on a vote of 3-0. ENGINEERING REPORTS - No reports this meeting. DEPARTMENT REPORT Director Ashack said the NPDES Permit Renewal pre-public draft has been sent. There was a discussion regarding the monitoring of metals. Metals should be taken off the permit. Monitoring will still be done. All water body quality in Indiana needs to meet full body contact designation. The Compost Marketing and Distribution Permit has been drafted. It should be out in the next week or so. Director Ashack will be attending the IWEA Annual Conference August 16-19, 2016 in Indianapolis. An invoice from Rob O'Mara for the Repair to the Market Street Interceptor between Spring and Pearl Streets still has not been received. No additional comments have been received from EPA regarding Sewer Use Ordinance changes. ATTORNEY COMMENTS Attorney Lewis informed the Board of a new State Statute setting forth internal control standards that requires an Ordinance and training be in place by the end of the fiscal year. The training is for those that prepare and approve claims. Board Members approve claims therefore they will be required to have the training which is a 30 minute video.
