HomeMy WebLinkAboutJULY 18, 2016 COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA JULY 18, 2016 The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101, 500 Quartermaster Court,Jeffersonville, Indiana at 7:00 pm, on Monday,July 18, 2016. Council Vice President White along with City Clerk Conlin called the meeting to order at 7:00 pm. Mr. Campbell gave the Invocation and Council Vice President White asked those in attendance to recite the Pledge of Allegiance. ROLL CALL:The roll call was conducted and those present were:, Councilperson Zastawny, Councilperson Jahn, Councilperson Maples, Councilperson Gill, Council Vice President White, Councilperson Hawkins, Councilperson Samuel and Councilperson Rodriquez. Council President Owen was absent. MINUTES TO BE APPROVED: Minutes from Council Workshop July 5, 2016—Councilperson Gill made a motion to APPROVE the minutes from the Council Workshop with Councilperson Jahn seconding, PASSING on a vote, 8-0. Minutes from the Council Regular Proceedings July 5, 2016—Council Vice President read the changes that he asked to be made, the amended version is in the Council's packet. Councilperson Jahn made a motion to APPROVE the minutes from July 5, 2016 with Councilperson Gill seconding, PASSING on a vote, 8-0. APPROVAL OF THE AGENDA: Councilperson Gill made a motion to APPROVE the Agenda with Councilperson Zastawny seconding, PASSING on a vote, 8-0. CLAIMS TO BE APPROVED: City Controller Metcalf presented the Claims. On page 8 there is a claim for$340 to Munich Welding that will be removed and needs to be paid for by Redevelopment. Councilperson Gill said she had already discussed this with both the Parks Department and Redevelopment. Councilperson Gill also asked that the Mayor's advertisement be attached. City Clerk Conlin had a hand carried claim for$30,645. This is for a Workman's Comp Audit. The Council will need to transfer funds as well because this leaves it $75.00 short and we are expecting another bill. Councilperson Gill made a motion to AMEND the Claims with the above changes with Councilperson Hawkins seconding, PASSING on a vote, 8-0. Councilperson Gill made a motion to APPROVE the Claims as amended with Councilperson Maples seconding, PASSING on a vote, 8-0. Councilperson Samuel asked about a claim on page 2 to Floyd Memorial being paid out of Fire Salary. He asked if there was a contract with Floyd Memorial. City Clerk Conlin checked and there is a contract with Floyd Memorial. REPORT OF THE CLERK: 1 Nothing at this time. AGENDA ITEMS: UNFINISHED BUSINESS: 1. Heather Metcalf— PUBLIC HEARING 2016-OR-42—City Controller Metcalf presented 2016-OR-42. There have been no changes from the first reading. Council Vice President White opened the Public Hearing at 7:11 PM. As no members of the community came forward to speak for or against the matter the Public Hearing was closed. Councilperson Zastawny made a motion to APPROVE 2016-OR-42 on the third and final reading with Councilperson Gill seconding, PASSING on a vote, 8-0. NEW BUSINESS: 1. Delynn Rutherford-2016-R-14 Resolution of Financial Commitment for Community Crossing Grant—City Attorney Les Merkley presented 2016-R-14. This is the million dollar commitment it takes to be able to apply for the Community Crossings Grant. There was a workshop recently that discussed this matter. The money has to come from the Special LOIT money that was received. Councilperson Gill made a motion to APPROVE 2016-R-14 with Councilperson Jahn seconding, PASSING on a vote, 8-0. 2. Heather Metcalf—2016-OR-43 An Ordinance Transferring Certain Funds Within the Same Department—City Controller Metcalf presented 2016-OR-43. The first is for the Fire Merit for advertising. Also there is overtime at the pool. Councilperson Gill asked Controller Metcalf to explain what she had previously explained to her. Controller Metcalf said it is her understanding that not enough managers were hired and the higher paid managers are having to cover the overtime which is causing a need for an additional appropriation. Councilperson Gill stated she never got an answer as to why enough managers were not hired. Controller Metcalf stated this is a transfer so they do have the money in their budget. Councilperson Gill made a motion to APPROVE 2016- OR-43 on the first and second reading with Councilperson Rodriguez seconding, PASSING on a vote, 8-0. 3. Heather Metcalf—2016-OR-44 An Ordinance of Additional Appropriation (Public Hearing August 1, 2016)—City Controller Metcalf presented 2016-OR-44. The first 3 deal with the Community Affairs Liaison as the 3% performance increase was not budgeted. The next three are Police Overtime, Vehicles, and Toughbooks. The last amount has already been received it just needs to be appropriated. Councilperson Gill made a motion to APPROVE 2016-OR-44 on the first and second reading with Councilperson Samuel seconding, PASSING on a vote, 8-0. City Council Attorney Report: Nothing at this time. 2 Department Head Reports: Nothing at this time. Public Comment: N/A Council Comment: Councilperson White—Nothing at this time. Councilperson Zastawny—Nothing at this time. Councilperson Maples—Nothing at this time. Councilperson Jahn—Nothing at this time. Councilperson Gill—On August 2 it with be National Night Out from 6-8 PM. She will send to the Council where these will be. The constituents really like to see Council out at this. Councilperson Hawkins—Nothing at this time. Councilperson Samuel—Nothing at this time. Councilperson Rodriquez—Seconds what Councilperson Gill said. There will be 20 neighborhoods participating this year. Last year there were 2200 participants and there was a great turnout. Most of the City Parks have an event going on. Council Vice President White—Wanted to express his gratitude and appreciation that we live in an area with Police Officers who are professional and well trained and a Community that is appreciative of them.
