Mayor Orem presented Ordinance No. 91-0R-4t~ An Ordinance
Certain Portions Of Section 1 Of Ordinance No. 90-0R-37.
Director Steve Tolliver informed the Council this was to
rearrange duties and would not mean additional spending. Following
all discussion, Councilperson Perkins made the motion to suspend the
rules for Ordinance No. 91-OR-~l, seconded by Councitperson Clapp and
carried unanimously.

made the motion to suspend the rules
An Ordinance Fixing Basic Salaries Of
Appointed Officers And Employees Of The City Of Jeffersonville,
Indiana For The Year 1992~ seconded by Councilperson Waiz, failing on
a vote of 3-3. Councilpersons Perkins, Harrod~ and Carter voted
against the suspensions. Councilperson Grooms then made the motion to
pass Ordinance No. 91-0R-43 reflecting a $500 increase per employee~
seconded by Councilperson Waiz and opened for discussion.
Councilperson Perkins feels an increase of $500 is an insult as the
cost of living has increased 5~. Councilperson Grooms does not feel
this is an insult and as a representative of the taxpayer he does not
want to see taxes inorease. Counci!person Clapp wishes more could be
given however she feels the need to think of the taxpayer.
Councilperson Perkins would like to see the budgets remain the same
and grant a $1~000 increase per employee, expressing concerns of
granting abatements when employee's cannot receive raises. Following
further discussion~ Councilperson Wais withdrew the second and
Councilperson Grooms withdre~ the motion.
Councilperson Perkins introduced Ordinance 91-0R-48, An
Ordinance Establishing A Fund In The Council Budget For All Liability
arid Workman~s Compensation Insurance. Councilperson Perkins made the
motion to suspend the rules for Ordinance No.

Councilperson Grooms made the motion to make the following
adjustments in the Council budget for 1992; lower water by $40,000~
lower electric by $502000, lower unemployment compensation by $5~000~
lower !and acquisition by $30~000~ lower lawn services by $10~000~ and
change hospitalization to $4~89,050. This motion did not receive a
Councilpereon Perkins made the motion to leave the 1992
Council budget the same as 1991~ seconded by Councilperson Harrod,
passing on a vote of A-2~ Councilperson Clapp and Grooms voted
against th~s motion.
A recess was called for and granted at 9:00 o~clock P.M.
The meeting was reconvened at 9:15 o'clock P.M.
Following additional diecus~ion~ Councilperson Perkins made
the motion to keep the 1998 General Fund budgets 'the same as 199I~ the
Park Department 199~ budget the same as 1991 with the addition of $.08
for a non-reverting fund, and all other budgets remaining the eame~
seconded by Councilperson Harrod, passing on a vote of 5-1.
Councilperson Grooms voted against this motion.
Councilperson Perkins made the motion to pass Ordinance No.
91-0R-43~ An Ordinance Fixing Basic Salaries Of Appointed Officers And
Employees Of The City Of Jeffersonville~ Indiana For The Year 1998~
reflecting an increase of $1,000 per emptoyem~ seconded by
Councilperson Harrod. Following a vote of 3-3, with Councilpersons
Waiz, Clapp~ and Grooms voting in opposition~ Mayor Orem voted for the
motion. ~
Council President Carter called for an emergency meeting to
be held~ Wednesday~ Augost 1~ 1991 at 4:15 P.M~ in the Mayor's
Conference Room, seconded by Counc~tperson Perkins and carried
unanimously.
There being no further business to come before the Council
Councilperson Perkins made the motion to adjourn at 10:00 o'clock
P.M.~ seconded by Councilperson Harrod and carried unanimously.
