TO PROVIDE ADDRESSING FOR THE CITY G.I.S. This agreement entered into this/.~T~ day of ~/c~'~, 2001, by and between the City of Jeffersonville, Indiana, acting thro--~gh ~he Board o~ Public Works and Safety and, hereinafter called the OWNER, and Jacobi, Toombs and Lanz, Inc., a firm of Professional Engineers, hereinafter called the CONSULTANT, WITNESSETH WHEREAS, the OWNER desires to further supplement the ongoing G.I.S. layers with a Site Address Layer for the City of Jeffersonville, and NOW, therefore, in consideration of the mutual covenants herein contained, the parties hereto mutually agree as follows: A. BASIC SERVICES OF THE CONSULTANT The CONSULTANT shall create a site address layer for the City of Jeffersonville. This layer will become the fundamental spatial reference for the City's incident mapping and customer service functions. a. Spatial Data Development The CONSULTANT will develop a site address layer for the City of Jeffersonville using the City's existing zoning layer and paper maps from the county surveyor. Points will be system generated from the zoning layer and additional points will be added from reviewing paper maps. These additions will be placed in the approximate center of the primary structure on the parcel if present. The consultant will be collect the following source documents for this task: · Parcel maps from county surveyor with house numbers and/or parcel/lot numbers; · Field-verified addresses for those parcels with no data; · Digital list of all Jeffersonville parcel records from the Auditor's system; and Page 1 of 3 John H. Attribution Based on Auditor information, there are approximately 12,000 parcels within the City of Jeffersonville. The CONSULTANT will combine these databases to produce a master list of addresses found in both tables. These addresses will be linked to the address point layer to produce a single match for each record. The CONSULTANT wilt then link the remaining points to those addresses from either table that were not previously matched. Ideally, all points will contain an address match with one of the source tables. In the event that this is not the case, the CONSULTANT will populate the address from the source map and flag the database record as such. If no house number or parcel number is shown on the map, the address point will remain blank. c. Quality Control The CONSULTANT will use the ortho-photographs as a background layer to place address points on structures. Each address point will be given a unique identification number to be used by future applications. Database reports will be generated to illustrate the match rates and attribute statistics for the dataset when complete. d. Deliverables The CONSULTANT shall deliver Site Address coverage in ArcInfo format. Coverage will be in the Stateplane projection, NAD83, Zone 3826. COMPENSATION TO THE CONSULTANT 1. Compensation to the CONSULTANT for Site Address Layer will be as follows: For all the work described under paragraph A.1 of this Agreement, the Consultant shall be paid on a time and materials (T & M) basis, with a not-to- exceed amount of thirty thousand dortars ($30,000.00). The maximum fee of this Agreement will not exceed thirty thousand dollars and no cents ($30,000.00), unless modified by subsequent agreements between the OWNER and the CONSULTANT.
