The meeting was called to order by Mayor Dale Orem and C.
Richard Spencer Jr. at the desk.
Mayor Orem asked all those present to stand as Reverend Day
Rolling Fields Baptist Church gave the invocation. He then asked
those present to join in the pledge of allegiance

Mayor Orem preeented the minutes of the meeting of March 4,
1991 for consideration by the Council. Councilperson Perkins made the
motion to approve the minutes as presented, seconded by Councilperson
Clapp and carried unanimously.
Police Chief Dan Rodden addressed the Council regarding a
claim for the IDACS equipment that was in last year's budget but was
not billed for until the end of December. He explained there are ?
entities using this equipment which is paid for~ maintained, and
staffed by the City, with Jeffersonville~s fuse being approximately one
third. Discussion followed with Chief R~dden being asked to keep a
log book. County Councilperson Dennis Simon explained there is money
in the jail budget for IDACS equipment~ however he asks the City
request financial help from the County. Councilperson Perkins made
the motion to suspend

Clerk and Treasurer Spencer presented the claim register
with additional claims for consideration ~y the Council. Following
all discussion, Councilperson Grooms made .the motion to approve the
claims~ along with the additional~ as presented~ seconded by
Councilperson Harrod and carried unanimoMsly. Councilperson Waiz
informed the Council the Animal Shelter is in need of a 'truck.
Shelter Manager Wheatley will ask Vehicle Maintenance Supervisor
Wathen for help in finding one through the State.
Mayor Orem reintroduced Resolution No. 91-R-15~ A
Resolution Designating Certain Areas With The City Of Jeffersonville,
Indiana, As "Economic Revitalization Areas". Councilperson Perkins
stated his opinions against granting tax abatement after a building
has been constructed, as this should be used as an incentive to locate
in Jeffersonville. Councilperson Waiz feels there is a need to set
ground rules. Most agreed and this will be worked on. Attorney Filer
questions whether a medical facility would qualify as retail.
Following all discussion~ Councilperson Perkins made the motion to
table Resolution No. 91-R-15 until such time as representatives can
be present~ seconded by Councilperson Grooms and carried unanimously.
Mayor Orem presented Ordinance No. 91-OR-2A, An Ordinance
Directing Monies To Be Repaid To The Cumulative Capital Improvement
Fund~ for discussion. Clerk and Treasurec Spencer explained the need
for the Ordinance. Following

had all the extensions he can get. Councilperson Perkins feels there
doesn't seem to be equity under the law There is a fear of fire
damage to neighboring structures.
Mayor Orem asks the Council to ithink about: and considers
the purchase of land owned by the Railroad near the Sewer Plant. The
price for this has been lowered to $50~00~. With the removal of the
9th Street overpass and the 10th Street overpass~ this could be
valuable tax producing land. Also the fill may be valuable.
Councilperson Perkins suggests core samples be taken.
