WHEREAS, IC 36-1-7 et al allows political subdivisions in the state of Indiana to enter into
Inter -Local Agreements; and,
WHEREAS, the Jeffersonville Redevelopment Commission ("JRDC") and the Common Council
of the City of Jeffersonville ("the City") desire to enter into an Inter -Local Agreement (Attachment A) for
the provision of Tax Increment Financing ("TIF") Funds to the Board of School Trustees for the Greater
Clark County School Corporation ("GCCS") to be used for the economic and redevelopment of buildings
and facilities owned by GCCS in the City of Jeffersonville; and,
WHEREAS, the applicable terms and conditions for this payment of TIF funds are set out in
Attachment A; and,
WHEREAS, the applicable TIF area is identified as the 2016 Amended Portion of the Intercity
Road TIF area as shown on Exhibit I.
WHEREAS, the length of this Agreement shall be for the term of the TIF district identified in
Attachment A, including any renewals -or extensions of said district's term; and,
WHEREAS, said Agreement is being done for the benefit of the school children, employees,
faculty, and administrators of the School Corporation along with the general public and citizens of the
City and surrounding communities.
NOW, THEREFORE, BE IT RESOLVED that the Inter -Local Agreement that is attached to
and made a part of this Resolution as if set out herein in full
(H.I. — Attachment A, including Exhibit I)
is approved in accordance with its terms and conditions subject to approval by the Common Council of
the City of Jeffersonville.

AGREEMENT
BETWEEN THE
JEFFERSONVILLE REDEVELOPMENT COMMISSION
THE
COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE
AND THE
BOARD OF SCHOOL TRUSTEES FOR THE
GREATER CLARK COUNTY SCHOOL CORPORATION
THIS AGREEMENT is entered into by and between the Jeffersonville Redevelopment
Commission ("JRDC"); the City of Jeffersonville, Indiana, ("the City"), through the Mayor and
Common Council; and, the Greater Clark County School Corporation ("GCCS"), through its
Board of School Trustees.
1 PUBLIC ENTITIES. Greater Clark County Schools ("GCCS") is an entity established
under IC 20-23-4; and, the Jeffersonville Redevelopment Commission ("JRDC"), is an entity
established under IC 36-7-14 and maintains a Tax Increment Financing Fund ("TIFF"); and
the City of Jeffersonville ("the City") is an entity established under IC 36-4-6. Each of these
entities has the legal ability and authority to enter into an Inter -Local Agreement of this type.
2. PURPOSE OF AGREEMENT. GCCS, a public school corporation in the State of Indiana,
is an entity whose principal function includes the provision of educational and other
programs designed to prepare our community's youth for participation in a competitive and
global economy. The JRDC and the City are interested in enhancing the redevelopment
efforts along the 10th Street corridor in Jeffersonville and believe the use proposed for 1611-
1613 East 10th Street, Jeffersonville, by GCCS is of utility and benefit and is in the best
interest of the City of Jeffersonville. The JRDC and the City recognize that GCCS has
facilities located within the boundaries of Jeffersonville that are in need of upgrades and
improvements, including the property located at 1611-1613 East 10th Street, and are desirous
of assisting GCCS in said upgrades and improvements.
3. IDENTIFICATION. The Tax Increment Financing Funds to be provided to GCCS are
those identified as the "2016 Amended Portion of the Intercity Road TIF District" area as
set out on the attached map. (Exhibit I)
4. THIS AGREEMENT PROVIDES.
a) That the JRDC shall provide GCCS with Tax Increment Financing Funds from the TIF
District, identified as the "2016 Amended Portion of the Intercity Road TIF District"
area, at the rate of ten percent (10%) per year of the revenue generated from the increase
in assessed valuations; and,
b) That GCCS will recognize and acknowledge both the JRDC's and the City's assistance
toward redevelopment and economic development efforts needed in the GCCS school
district through the ten percent (10%) per year revenue payments from the TIF District,
identified herein; and,

c) That GCCS plans to use said property as a Professional Development Learning Center
or similar facility to further enhance educational training and advancement opportunities
for employees of the Greater Clark County Schools and said facility may be made
available to non-profit organizations associated with the City of Jeffersonville; and,
d) That GCCS, through this Agreement, ensures the JRDC and the City that the property
located at 1611-1613 E.10th Street shall not be used as a Transportation Center or for
transportation/ bus storage during any time when owned by GCCS or its subsidiaries.
Additionally, at such time as this property's ownership transfers a deed restriction
prohibiting use for a transportation facility will be incorporated in any transfer
documents; and,
e) That approvals by the necessary zoning officials/entities for a zoning change to IS on
said property located at 1611-1613 East 10th Street, Jeffersonville, from C2 to IS shall be
appropriately endorsed and not be delayed; and,
f) That both the JRDC and the City shall support any rezoning of land needed for the
development of a transportation/maintenance facility, provided that said project will not
be located along the 10th Street corridor or would be inconsistent with the JRDC's
overall economic development plans for the City or would be inconsistent with the
City's comprehensive plan.
This purpose has been established for the benefit of the School Corporation's students, faculty,
employees, administrators, general public and citizens of the City and surrounding communities
for both economic and redevelopment benefit.
4. DURATION. This Inter -Local Agreement shall remain in effect for the initial twenty-five
(25) year term of the herein identified TIF district. This Agreement shall survive changes in
administration or commission members of said entities.
5. MANNER OF FINANCING, STAFFING AND SUPPLYING THE JOINT
UNDERTAKING AND OF ESTABLISHING AND MAINTAINING A BUDGET
THEREFORE.
a) Manner of Financing: GCCS is being honored with a gift of a 4.856 acres, more or
less, tract of land located at 1611-1613 East 10th Street, in the City of Jeffersonville,
Indiana to be used for a Professional Development Learning Center or similar facility.
Funds to manage and maintain this property will be provided, in part, by GCCS. The
JRDC, upon approval by the City, is amending the Intercity Road TIF area to create an
amended tax increment financing area within the City, as identified herein. Ten percent
(10%) of the revenue generated by the 2016 amended portion of this TIF district will be
provided to GCCS on a semi-annual basis to fund future economic and redevelopment
projects in the City of Jeffersonville.
b) Staffing: GCCS will provide the necessary staffing for the economic and redevelopment
project(s) to be undertaken with these funds.

c) Maintenance of Budget: JRDC will maintain records of the budget for the TIF funds
provided and GCCS will maintain records of the funds used per this Inter -Local
Agreement.
d) Supplying the Joint Undertaking: By the City approving the 2016 amendment to the
Intercity TIF District as identified herein; the JRDC providing TIF funds for this project;
and GCCS implementing the planned economic and redevelopment efforts, the joint
undertaking will be accomplished.
6. ADMINISTRATION. This Agreement shall be administered by Director of Redevelopment
and Mayor of the City of Jeffersonville with regard to the TIF district funds and the GCCS
Superintendent of Schools, or his designee with regard to the use of said funds. These
individuals shall be authorized to perform all duties, as applicable to their responsibilities, to
carry out all functions as are necessary to effectuate the purpose of this Agreement.
7. METHODS THAT MAY BE EMPLOYED IN ACCOMPLISHING THE PARTIAL
OR COMPLETE TERMINATION OF THIS AGREEMENT. This Agreement shall
continue in its entirety for the duration of the herein identified TIF District, as set out in Item
4, above; unless amended by joint agreement of all parties.
8. ACQUIRING, HOLDING AND DISPOSING OF PROPERTY. Any property to be
acquired, held or disposed of related to this Agreement will be GCCS property.
9. PAYMENT SCHEDULE. Payments per the terms of this Agreement shall be made on a
semi-annual basis, in January and July each year.
10. APPROVALS. All parties to this Agreement have approved the terms and conditions of
said document.

11. FILING. The parties agree that upon final approval of all three (3) entities, the Resolutions
and this Agreement, known as Attachment A, including Exhibit I, in each document shall be
returned to the Superintendent of Schools for the Greater Clark County School Corporation
and GCCS will record the Agreement. Recorded copies of the Agreement shall be provided
by the Superintendent of Schools to JRDC and the City. Within sixty (60) days of the date
the Agreement takes effect, all parties shall file a recorded copy with the county auditor and
the State Board of Accounts for audit purposes pursuant to IC 36-1-7-6.
