The Common Council of the City of Jeffersonville met in a workshop on Monday, February 1,
2016. Council President Owen began the meeting at 5:30 PM called the meeting to order at
5:30 pm members present were: Councilperson White, Councilperson Zastawny, Councilperson
Maples, Councilperson Gill, Council President Owen, Councilperson Hawkins, and Councilperson
Samuel. Councilperson Webb notified Council President Owen he would be late.
1. Kim Calabro — Salary Ordinance Discussion — Human Resources Director Kim Calabro
and City Controller Heather Metcalf presented the Salary Ordinance.
Human Resources Director Kim Calabro was present to lead the discussion on the Salary
Ordinance. The Community Affairs Liaison has been taken care of and an additional
appropriation will be needed for that.
In regards to the Engineering Project Manager — we have someone in the position that
we hired around 2009 and the position has evolved so it has been reevaluated and
moved from a paygrade 5 to a paygrade 6 and that comes with a salary increase of
around $3000.00. Councilperson Gill stated this person has saved the City money
multiple times over the years by being able to perform work that would normally have
to be contracted out. Ms. Calabro stated the City has invested a lot of training in him
and would not want to lose him.
The Fire Department is requesting a part-time admin position that would be budgeted
for about $20,000 annually. This position would be part time and there would be no
need for benefits. Currently it is being presented as a person to relieve the current
administrative assistant in the event that they are not at work for whatever reason.
Building Commissioners Office — A Service Maintenance personnel is being requested
and will be the Facility and Ground Maintenance Coordinator. The pay will be $44,000-
$49,000.00. They will take care of the additional necessities with police and fire.
Planner 1— this is something that had already been talked about, this would not be a
new position, more of a hands on person, writing comprehensive plans, etc. Only talking
between a 5 and 7,000 pay increase.
Director of Planning of Zoning — Asking for 25% more above the paygrade — $57,000
Director of Finance — Asking for 25% more above the paygrade — brought up to mid-
point.
Human Resources Director spoke about the need to reevaluate the market for
competitive pay. The City loses a lot of good employees because the pay grade is out of

date. We additionally need to look at seasonal employees and their pay. A lot of times
the City gets all of the training completed and then the employees leave for a higher
paying job.
