COMMON COUNCIL WORKSHOP

The Common Council of the City ofJeffersonville met in a workshop on Monday, June 15, 2015. Council
President Gill called the meeting to order at 5:30 pm and on the roll call members present were:
Councilperson Smith, Councilperson Wadsworth, Councilperson Sellers, Councilperson Webb,
Councilperson Julius, Councilperson Owen. Councilperson Zastawny and Councilperson Samuel absent.
APPROVAL OF THE AGENDA: Councilperson Owen made the motion to APPROVED, seconded by
Councilperson Sellers passing on a vote of 7-0.
AGENDA ITEM:
Kim Calabro — Language for Fire and Police Administration regarding the Salary Ordinance
Ms. Calabro, Director of Human Resources, expressed concerns that she and Ms. Dearing, Controller
have in the language of the salary ordinance for Police and Fire Administrative Positions. Director
Calabro has come up with an acronym for Police and Fire Administration Appointed Staff (PFAA Staff)
and will refer to this acronym from here on out. Police and Fire Appointed Administrative Staff (PFAAS)
shall receive the same benefits and compensation stated in union contract with the exception of salary
and overtime. PFAAS employees shall receive salary set forth in this ordinance PFAAS employees shall
receive vacation and sick time as stated specifically in the FOP contract. PFAAS employees shall also
receive additional pay for any certification, licenses, and specialty skill and drier pay as stated in this
ordinance.
Councilperson Smith asked is there a reason why the Police and Fire would not be part of the present
structure. Councilperson Julius stated that he had spoken with Chief Kavanaugh about this change,
Councilperson Julius stated he is not for or against this change. Director Calabro stated she is trying to
be proactive instead of reactive before SBOA comes back next year. Council President Gill stated the
council is changing next year and want to assure that this is laid out to protect the employees,
administration and council.
Director Calabro went through the proposed language changes is on Page 7 of ordinance Section IIB. —

Counsel Lewis stated that usually Executive Orders and not part of a salary ordinance. Director Calabro

longevity at the same rate scheduled as outlined in the union contracts. Section II D Holiday Pay- all
PFAAS shall be entitled to receive same benefits as stated in union contracts.
Director Calabro brought up the payout pay when the staff leave administration and go back to police
and fire duty. Councilperson Julius stated the contract states how many days can be bank in the
contract, we had to buy back t get them to the threshold according the contract up to their limit.
Council President Gill replied Council does not want to contradict the contract.
Council RECOMMENDED Council Counsel Lewis to review and make recommendations. Counsel Lewis
stated he would review and digest where the language needs to be change. The Executive Order
language should be in handbook verses Executive Order and once he reviews will be forward to
Corporate Counsel Merkley.
ADJOURNEMENT:
Councilperson Owen made the motion to ADJOURN, seconded by Councilperson Julius passing on a vote
of 7-0. Meeting adjourned at 6:10 P.M.
