Parker Deputy Barbara Hollis at the desk. over to Council President Potter as this has been called to discuss budgets. Council President Potter explained the two major purposes of the meeting were to discuss the Police vehicles Maintenance Department- Vehicle Maintenance Director the City has 135 vehicles: 4t are police vehicles. and the Vehicle Wathen explained Director Wathen has a list of which vehicles should be sold and which should be used by other departments. He believes if the Police vehicles are leased over a five year period at a cost of $96,000 per year the savings would be considerable. This would be the only economically feasible thing to do. Director Wathen reviewed correct and conservative. Police Chief 43 cars subtracting the trade in, computing to a cost of $96,54B a year for five years. then made a motion to purchase 43 vehicles his fiqures which he feels are Elliott reviewed the cost for the interest rate~ getting Council President Potter for the Police Department as recommended by Director Wathen and Chief Elliot with three vehicles going one each to the Animal Shelter~ Fire Department, and Building Commission~ seconded by Councilperson Wolpert. The motion failed on the following roll call vote: Ayes: Councilpersons Potter, Wolpert~ and Wil~. Nays: Councilpersons Wilson, Frantz~ Stemler, and Williams. Council President Potter asked for suggestions as where to go from here. Councilperson Williams suggests returning to the line car system~ leave the $96,000 in the budget to purchase 8 cars. He believes this will result in a 3 to 4 year savings of $297,000. It has been agreed the majority of the Council favors take home cars. There is a definite need for safe vehicles. Councilperson Williams believes it is need versus wants. There are 82 vehicles in the City PAGE 2 AUGUST 18~ 1993 fleet with over 100~000 miles on them. Only four of the Police vehicles have under 100~000 miles on them. Assistant Chief Eider explained 2~ line cars are needed to do the same job that is being done now. Special events would be very very difficult. Grants would be difficult to obtain. The Council is reminded the all units do have to shift the someone part respect before a granted Director oxygen and serve the citizens in many ways. Jeffersonville is one of the few departments that will open locked car doors. The opinion of the Council is to leave the $96,000 in the Police budget for the purchase of vehicles and keep the take home car program going as best as can be done. The vehicle maintenance department budget will remain the same at this time. Councilperson Frantz reviewed her plan to eliminate the Vehicle Maintenance Director position, shifting the responsibilites to the Street Commissioner, a current mechanic, and the personnell secretary. Mayor Parker inquired if personnel was not the call of the Mayor? Councilperson Frantz stated the funding is the call of the Council. Mayor Parker explained the funding is there this year. The Mayor's plan was to hire someone who would do the mechanic work, and responsibilites of the claims to another office or hire time to do the claims. Councilperson Frantz made the motion to to put $10,000~ previously cut from the Animal Shelter budget for a van, back in the budget, seconded by Councilperson Williams and carried unanimously. Councilperson Wilder made the motion to allow the Fire Department to purchase a share of a Hazmat truck using $1,700 from the Council 1993 budget~ seconded by Councilperson Wilson and carried unanimously. There being no further business get with the Clerk and 1994 by $10,000 to allow for to come before the Council~ Council President Potter moved to adjourn at ?:00 o'clock P.M. seconded by Councilperson Wolpert and carried unanimously carried. j.
