Council President Potter explained the two major purposes of

by other departments. He believes if the Police vehicles are leased
over a five year period at a cost of $96,000 per year the savings
would be considerable. This would be the only economically feasible

Commission~ seconded by Councilperson Wolpert. The motion failed on
the following roll call vote:
Ayes: Councilpersons Potter, Wolpert~ and Wil~.
Nays: Councilpersons Wilson, Frantz~ Stemler, and Williams.
Council President Potter asked for suggestions as where to
go from here. Councilperson Williams suggests returning to the line
car system~ leave the $96,000 in the budget to purchase 8 cars. He
believes this will result in a 3 to 4 year savings of $297,000. It
has been agreed the majority of the Council favors take home cars.
There is a definite need for safe vehicles. Councilperson Williams
believes it is need versus wants. There are 82 vehicles in the City

fleet with over 100~000 miles on them. Only four of the Police
vehicles have under 100~000 miles on them. Assistant Chief Eider
explained 2~ line cars are needed to do the same job that is being
done now. Special events would be very very difficult. Grants would
be difficult to obtain. The Council is reminded the all units do have

the Council is to leave the $96,000 in the Police budget for the
purchase of vehicles and keep the take home car program going as best
as can be done. The vehicle maintenance department budget will remain

Councilperson Frantz reviewed her plan to eliminate the
Vehicle Maintenance Director position, shifting the responsibilites to
the Street Commissioner, a current mechanic, and the personnell
secretary. Mayor Parker inquired if personnel was not the call of the
Mayor? Councilperson Frantz stated the funding is the call of the
Council. Mayor Parker explained the funding is there this year. The
Mayor's plan was to hire someone who would do the mechanic work, and
responsibilites of the claims to another office or hire
time to do the claims. Mayor Parker feels he is owed the

Councilperson Frantz made the motion to to put $10,000~

budget, seconded by Councilperson Williams and carried unanimously.
Councilperson Wilder made the motion to allow the Fire
Department to purchase a share of a Hazmat truck using $1,700 from the
Council 1993 budget~ seconded by Councilperson Wilson and carried
unanimously.
