PARKS AUTHORITY ADVISORY BOARD
REGULAR MEETING
January 3, 2013
Call to order
The regular meeting of the Jeffersonville Parks Authority Advisory Board was called to order by Paul Northam, Jeff Parks
Director.
Roll Call
Board Members present were Ted Throckmorton, Sandy Knott, and Nikki Dillon; Kevin Burke, and Scott Edwards were
absent.
Others present
Sara Schutz, Jeff Parks RiverStage & special events director (arrived later in meeting)
Approval of minutes
Motion by member Knott, second by member Throckmorton to approve the minutes of the December 6, 2012 meeting
minutes as presented. Motion carried.
Review of claims
Member Throckmorton inquired about individual laborer claims for the ice rink, Director Northam explained they are
workers running the ice rink & unrelated to the claims for set up.
Member Throckmorton & Knott expressed their appreciation for the invite to the Parks Department Christmas dinner;
the decor & food were excellent; Member Throckmorton expressed disappointment that none of the Parks Authority
Board members or the Mayor came to the event.
Member Throckmorton inquired about the Jeff Aquatic center sign lighting, Member Dillon explained the lighting is
roken and the city electrician is in the process of repair; Director Northam has plans to replace it with a digital p g tal sign that
can scroll messages similar to the new firehouse sign on 10 street & advertise all Parks programs.
Member Knott inquired about the zamboni ice resurfacer machine cost, Director Northam explained that is included in
the rink rental.
Regarding high Duke & Indiana Water invoices at last meeting, Director Northam & Member Dillon explained that the
security lighting is on 24/7 however the rate does seem high since all heat & equipment & water are turned off.
Motion by Member Knott, second by member Throckmorton to approve claims as presented. Motion carried.

Richard Eklund, expressed appreciation for the invitation to the Jeff Parks Christmas dinner.
New Business
Regarding the sculpture for Gaither Park, concerns of vandalism have been raised; there was discussion of a fence or
foundation for protection.
Member Throckmorton mentioned that 2013 would be the 20 Anniversary of Jeffersonville High School single "A" state
basketball championship win & requested that the city signs be updated or replaced as a tribute. Director Northam
hopes to have that completed by March, also updating City Park signs to include park rules & regulations, and individual
Park naming information /dedication &history; updating the Jefferson Memorial sign in Warder Park; City Council
members agree. He will bring designs for review, hopefully by the next meeting; all info will be posted on the new JPR
website.
Report from Advisory Boards
( Knott reported there was no December 2012 Facilities meeting.
ember Throckmorton inquired about the front sidewalk modification at the Nachand Fieldhouse; Director Northam
plans to meet with landscaping companies in January, he has several design ideas to prevent cut through foot traffic in
the grass area.
Duffy's landing spruce up: design details, pricing & budgeting have been delayed to later this year; Member
Throckmorton suggested installing a boat fueling station, there or nearby. Director Northam will research that idea.
Woehrle Youth football & soccer complex update: Director Northam stated the tentative plan is build in two phases with
the soccer & football fields first then the facility.
.rich Vissing park renovation, contractors should be finished next week; plan" soft" opening soon and April /May 2013
grand opening. Signage finalization with Kovert Hawkins will be tomorrow. Member Knott likes the reinforced handicap
accessible picnic tables & would like some of those picnic tops for Bob Hedge Park; Director Northam will get price
estimates. The new flag pole lights at Bob Hedge look great.
Member Dillon said Vissing & Highland would be a perfect place for Triple Crown & mountain bike training; she is setting
up meetings with consultants to view both parks & gain advice for set up.
Member Dillon reported there was no December 2012 Programs meeting (See outline attached hereto & made a part
hereof). Plan to add more Yoga classes at Frederick & possibly to Anchors Away this year. SOAR trip 1/23/13 to the
Princess Di exhibit. Triple Crown runners training starts 2/2/13, in- stitches & sticky fingers program is 1/19/13, bikini
boot camp starts in March 2013. Ken Ellis hosting congregate meals Monday- Friday is going well; the program directors
are very accommodating of facility functions already planned, still working out a few kinks. JUEA grant allowed for the
purchase of a 70inch blue ray television; plan to use the Wii for exercise & exploring legalities of a movie night.
Sara Schutz, Jeff Parks RiverStage & special events Director reported Holiday events were successful, especially the
Christmas parade & light up in Warder Park. Ice rink has closed quite a few days due to rain which has decreased
revenue compared to last year, but still good attendance, open through this week, then weekends only until 1/27/13.
Advertise on 2 popular local radio stations & at basketball games; already booking artists /bands for RiverStage.
Member Knott asked about warmer outside temperatures effect on the ice; Director Schutz said the chillers keep the ice
frozen with a little slush on top. Director Northam stated Louisville 4 street live artificial ice rink is already closed.
Director Northam presented the Sports & Athletics December 2012 updates (See handouts attached hereto & made 4 hereof).
