ORDINANCE 2013 -OR- PD
AN ORDINANCE DESIGNATING AN ECONOMIC DEVELOPMENT
TARGET AREA ON VETERANS PARKWAY
LOCATED WITHIN THE CITY OF JEFFERSONVILLE
WHEREAS, on August , 2013 the Jeffersonville Economic Redevelopment
Commission held a public meeting and recommended that certain property located on
Veterans Parkway as described in attached Exhibit "A" be designated an economic
development target area pursuant to the provisions of I.C. 6-1.1-12.1-7; and
WHEREAS, the Common Council of the City of Jeffersonville, Indiana
("Council") recognizes the need to stimulate growth and to maintain a sound economy
within the City of Jeffersonville; and
WHEREAS, the Council concludes that the property described in attached
Exhibit "A" has become undesirable for normal development and occupancy because of
the lack of development, cessation of growth, deterioration of improvements or character
of occupancy, age, obsolescence, and other factors which have impaired values and
prevented normal development or use of the property; and
WHEREAS, the Council recognizes that providing incentives to local
development in underutilized or distressed areas would be in the City's best interest; and
WHEREAS, the Council further recognizes that it would be beneficial to
designate a certain qualified area within the City as an Economic Development Target
Area for the purpose of considering deductions against the assessed value of property for
real property tax purposes; and
WHEREAS, the Council is vested with the authority to designate certain areas of
the City to be economic development target areas;
NOW, THEREFORE, BE IT RESOLVED by the Council that pursuant to the
provisions of Indiana law, certain areas of Veterans Parkway, as described in attached
Exhibit "A" and incorporated by reference herein, is hereby designated an Economic
Development Target Area pursuant to I.C. 6-1.1-12.1-7.
This Ordinance shall be in full force and effect from and after its passage and
approval.

Beginning at a point on the existing northeasterly right-of-way line of Town Center Boulevard (90 -
foot right-of-way) at the northwest end of said right-of-way as shown on the plat of Jeffersonville
Marketplace, Section One, Phase 1, Lot 2 per Plat Book 15, Page 42; thence along the northwest end
of said right-of-way, South 55°00'36" West, 15.00 feet to the northeasterly right-of-way line of
Town Center Boulevard (60 -foot right-of-way) as shown on the plat of Jeffersonville Marketplace,
Section 5, Lot 1 per Plat Book 15, Pg. 56; thence along said right-of-way line, North 34°59'24"
West, 475.48 feet; thence along said right-of-way line, 204.87 feet along the arc of a curve to the
right having a radius of 270.00 feet and a chord which bears North 13°15'10" West, 199.99 feet;
thence along said right-of-way line, North 08°29'04" East, 9.84 feet; thence North 75°29'00" East,
258.42 feet; thence North 54°21'02" East, 429.69 feet to the southwest line of a tract conveyed to
Larson Properties, LLC by Instrument 200522964; thence along the southwest line of said tract and
its prolongation in a southeasterly direction, South 34°59'24" East, 851.59 feet to the westerly line of

which bears North 79°45'38" West, 87.03 feet to a point of compound curvature; thence along said
right-of-way, 45.88 feet along the arc of a curve to the left having a radius of 248.14 feet and a chord
which bears South 81°38'03" West, 45.81 feet to a point of reverse curvature; thence along said
right-of-way, 25.26 feet along the arc of a curve to the right having a radius of 20.00 feet and a chord
which bears North 67°29'01" West, 23.61 feet to a point of reverse curvature on the northeasterly
right-of-way of said Town Center Boulevard (90 -foot right-of-way); thence along said northeasterly
right-of-way line, 22.19 feet along the arc of a curve to the left having a radius of 345.00 feet and a

CERTIFICATE OF FAVORABLE RECOMMENDATION
OF PROPOSED ECONOMIC DEVELOPMENT TARGET AREA
WHEREAS, Koetter Five Star Properties Indiana, LLC and C & S Properties, LLC filed
a petition before the Jeffersonville Economic Development Commission requesting that certain
property it owns on Veterans Parkway in Jeffersonville, Indiana be declared an Economic
Development Target Area; and
WHEREAS, the Jeffersonville Economic Development Commission held a public
meeting on said Petition on August -= , 2013; and
WHEREAS, at the conclusion of the meeting the Jeffersonville Economic Development
Commission voted by a majority vote of its entire membership to favorably recommend the
proposed Petition to the Jeffersonville Common Council that the property as described in
attached Exhibit "A" be declared an Economic Development Target Area; and
IT IS THEREFORE CERTIFIED that on August f(j , 2013, the Jeffersonville
Economic Development Commission favorably recommended that the Jeffersonville Common
Council adopt an ordinance declaring the property as described in attached Exhibit "A" an
Economic Development Target Area.
