HomeMy WebLinkAbout11-20-2000COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA NOVEMBER 20, 2000 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 20th day of November, 2000. The meeting was called to order by Mayor Thomas R. Galligan, with Deputy Clerk Barbara Hollis at the desk. Also present was Shon Leveritt, Council Attorney. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Ron Grooms gave the invocation. Mayor Galligan asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons Les Merkley, Ron Ellis, Denny Frantz, Rob Waiz, Barbara Wilson, and Ron Grooms. Absent: Councflperson Vicki Conlin. Mayor Galligan presented the minutes of the meeting of November 9, 2000 for consideration by the Council. Councilperson Merkley made the motion to approve the minutes as presented, seconded by Cotmcflperson Waiz and carried unanimously. Councilperson Wilson m~ade the motion to approve the agenda as presented, seconded by Councilperson Merkley, passing unanimously. Deputy Clerk Hollis presented the claim list with two additional claims, for consideration by the Council. Mayor Galligan asked the Council to consider approval of a claim for sod for the Terrace Lawn project in the amount of $10,500. Following explanations and discussion, Councilperson Grooms made the motion to approve the claims list, the Police Department clothing allowance claim, and the claim for sod, disallowing the claim to Bank One for the Youth Commission, seconded by Councilperson Merkley, passing on a vote of 5 to 1. Councilperson Ellis voted nay. PUBLIC COMMENT: There was no public comment Clerk and Treasurer Peggy Wilder arrived at the meeting. Mr. David Duggins Jr., Director of Redevelopment presented Resolution No. 2000-R-32, A Resolution approving Statement Of Benefits For Purposes Of Property Tax Abatement (Roll Forming November 20, 2000 Page 2 of 4 Corporation, Inc.). Director Duggins introduced Mr. Pat Mulligan, Clarke Maritime Director, who explained there is one more step in Indianapolis for the company. This is a fantastic opportunity for Jeffersonville and Mr. Brooks of Roll Forming is a fabulous person. He thanks all involved for their cooperation. Mr. Brooks gave a history of the company saying he is looking forward to expanding to Jeffersonville. Councilperson Grooms asked how Roll Forming will work with other industry at Clark Maritime Centre. Mr. Brooks said the companies will compliment each other. Councilperson Wilson made the motion to pass Resolution No. 2000-R-32, seconded by Council President Ellis, passing unanimously. Director Duggins next presented Resolution No. 2000-R-33, A Resolution Approving Statement Of Benefits For Purposes Of Property Tax Abatement (Chuck Moore), explaining the area and the types of business. Mr. Chuck Moore explained the plans and the approximate investment. Mayor Galligan said Mr. Moore has done a lot of very nice projects in Jeffersonville. Councilperson Merkley made the motion to pass Resolution No. 2000-R-33, seconded by Councilperson Wilson. Councilperson Grooms asked if each address would have a 10-year abatement. The answer is yes. The motion passed unanimously. Ms. Jana Ecker, Planning and Zoning Director requested final passage of Ordinance No. 2000-OR-61, City of Jeffersonville Zoning Ordinance. Councilperson Merkley made the motion to pass Ordinance No. 2000-OR-61 on the second and third readings, seconded by Councilperson Wilson, passing unanimously. Director Ecker next requested final passage of Ordinance No. 2000-OR-62, An Ordinance Transferring Certain Funds W'~ain Same Department (Planning and Zoning). Councilperson Wilson made the motion to pass Ordinance No. 2000-OR-62 on the second and third readings, seconded by Councilperson Grooms, passing unanimously. Ordinance No. 2000-OR-63, An Ordinance Of Additional Appropriation (General Fund-Fire Department) was presented for consideration. Councilperson Merkley made the motion to pass Ordinance No. 2000-OR-63 on the second and third readings, seconded by Councilperson Wilson, passing unanimously. Ordinance No. 2000-OR-64, An Ordinance Of Additional Appropriation (General Fund- Common Council General Promotion) was presented for consideration. Councilperson Merkley made November 20, 2000 Page 3 of 4 the motion to pass Ordinance No. 2000-OR-64 on the second and third reading, seconded by Councilperson Waiz, passing unanimously. Clerk and Treasurer ¥Cflder presented Ordinance No. 2000-OR-65, An Ordinance Replacing Ordinance No. 93-OR-62, An Ordinance Establishing A Non-Reverting Fund For The Purpose Of Repair And Replacement Of City Property for consideration. Councilperson Grooms made the motion to pass Ordinance No. 2000-OR-65 on the second and third readings, seconded by Councilperson Merkley, passing unanimously. Attorney Anne Marie Galligan presented and explained Ordinance No. 2000-OR-66, An Ordinance Amending Section 150.075 OfThe Jeffersonville Municipal Code. Councilperson Wilson made the motion to pass Ordinance No. 2000-OR-66 on the first reading, seconded by Councilperson Grooms, passing unanimously. Attorney Galligan presented and explained Ordinance No. 2000-OR-67, An Ordinance Amending Section 150.076 Of The Seffersonville Municipal Code. Councilperson Wilson made the motion to pass Ordinance No. 2000-OR-67 on the first reading, seconded by Councilperson Waiz, passing unanimously. COUNCIL COMMENTS: Councflperson Merldey inquired if Attorney Leveritt had completed research on donations as requested during a workshop. Attorney Leveritt replied his work on the subject is not complete. Councilperson Wilson wishes all a Happy Thanksgiving. Council President Ellis congratulates Mr. Mulligan for the fine job he is doing at the port. It is a "class act". Mayor Galligan agreed Mr. Mulligan does a good job. Mayor Galligan announced bids were opened for the pool today and they came in "in good shape". There were 11 or 12 bids and there should be a pool by Memorial Day. There will be some inconvenience at the Armstrong Farms intersection. Closing of the intersection will be done as sparingly as can be. Mayor Galligan wishes alt a Happy Thanksgiving. Council President Ellis has been asked by former employee William Henderson to speak to the Council at a workshop. Attorney Leveritt asked if there was any litigation with Mr. Henderson. It is not believed there is at this time. He would advise the Council againsi this action. Council November 20, 2000 Page 4 of 4 President Ellis had told Mr. Henderson the Council has no authority over personnel matters. He will inform Mr. Henderson he will not schedule him for a workshop, however if he wishes to come to an open Council meeting he may. There being no further business to come before the Council, Council President Ellis made the motion to adjourn at 8:45 P.M., seconded by Councilperson Merkley, passing unanimously.
