OF THE CITY OF JEFFERSONVILLE, INDIANA
JANUARY 16, 2013
Mayor Moore called the meeting to order at 9:33am and on the call of roll were Councilperson Bryan
Glover and Public Works Coordinator Rick Lovan.
Also present: Animal Shelter Director Sarah Green, Human Resources Director Kim Calabro, Fire Chief
Eric Hedrick, Assistant Fire Chief Bruce DeArk, IT Director Matt Dyer, Building Commissioner Russ
Segraves, City Engineer Andy Crouch, WWTP Director Len Ashack, Vehicle Maintenance Director Bubby
Vissing, Street Commissioner David Hosea, Police Chief Chris Grimm, Safety Director Mike Ogg, Sewer
Office Manager Elisha Dale, Controller Monica Harmon, City Attorney Les Merkley, Corporation Counsel
Tom Lowe, UEZ Director Kelly Reed, Grant Writer DeLynn Rutherford, Planning and Zoning Director
Shane Corbin, Code Enforcement Officer Mary Frey, Executive Assistant Judith VanGilder,
Administrative Assistant Candy Stewart.
Mr. Lovan made a motion to approve the January 9, 2013, minutes with Councilperson Glover
seconding, PASSING on a vote of 3 -0.
Mr. Lovan made a motion to approve payroll, with Councilperson Glover seconding, PASSING on a vote
of 3 -0.
OLD BUSINESS:
1. None
NEW BUSINESS:
1. Shane Corbin — 1627 Kehoe Lane Condemnation: Planning and Zoning Director Shane Corbin
presented a Property Demolition Request Timeline to the board. He explained that the city has
been working since July, 2009, to get this property up to code. Since no work has been
performed, it was deemed unsafe by Larry Wallace, City Building Inspector, on February 28,
2012. On December 14, 2012, a certified letter of condemnation was sent to the property owner
giving 20 days to rehabilitate or remove the unsafe building. Property owner Angela Albertson
asked to attend today's BPW meeting to outline her plans to rehabilitate the property. Ms.
Albertson stated that she is waiting on money from her tax return to start the necessary repairs.
Her plan is to move into the house in the spring of 2013. Mr. Corbin stated that his office would
need a clear schedule of repairs from Ms. Albertson. After discussion, City Attorney Les Merkley
suggested that before the board takes formal action, he would like for the building inspector to
inspect the property again to see if the condition of the building has changed. Mayor Moore
made a request for Building Inspector Larry Wallace to re- inspect the property and report his
findings at next week's BPW, tabling board action until next week. Mr. Lovan made the motion
to TABLE until next BPW meeting, seconded by Councilperson Glover, PASSING on a vote of 3 -0.
2. Leon Darnell — Resident Parking Sign: Mr. Darnell of 1008 Presidential Place came before the
board to request purchasing a resident -only parking sign in front of his home. Street
Commissioner David Hosea stated that the cost of the sign is $100 per year, with Mr. Darnell
agreeing to the fee. Mr. Lovan made the motion to approve the resident -only parking sign
pending Mr. Hosea going to the site and approving the location, with Councilperson Glover
seconding, PASSING on a vote of 3 -0.
3. Judith VanGilder — Street Sign on Plank Road: At a neighborhood association meeting, a
resident made a request to have a stop sign placed on Plank Road. City Engineer Andy Crouch
stated that the three -way stop at Plank and Cedarview would be a good location for the sign.
Street Commissioner Hosea stated that he felt the location of 4 Avenue going into America
Place might be a better choice due to the school buses and children. Mayor Moore requested
that Police Chief Grimm be part of the conversation to determine sign location. Attorney Lowe
requested Mr. Crouch report back to the board at next week's meeting with information as to
where they decided to place the sign. Councilperson Glover made a motion to approve the stop
sign at either Cedarview or 4 Avenue, depending upon Mr. Hosea and Mr. Crouch's
recommendation, with Mr. Lovan seconding, PASSING on a vote of 3 -0.
4. Thanks to David Hosea and the Street Department: Mayor Moore thanked Mr. Hosea for doing
a good job servicing the icy streets last night. Mayor Moore stated that he has received
numerous compliments from Jeffersonville residents.
Councilperson Glover made a motion to adjourn at 9:57am, with Mr. Lovan seconding, passing
unanimously.
