WHEREAS, the City of Jeffersonville Department of Redevelopment has,
i
pursuant to the Indiana Redevelopment of Cities and Towns Act of 1953, as
amended and supplemented (hereinafter referred to as the "Act ") , conducted
surveys and investigations and has thoroughly studied that area in the City
of Jeffersonville, County of Clark, State of Indiana, hereby designated as x

the Falls Lan Riverfront Development pment 1'roj ect Area which is more partic-
ularly described by a line drawn as follows:

Beginning at a point, said point being the intersection of the western
boundary of the City of Jeffersonville and the northern right-of-way
line of South Clark Boulevard; thence southerly along the corporate I
limits of the City of Jeffersonville to the northern bank of the Ohio 1
River; thence easterly along the Ohio River's bank to the eastern right -
of -way line of Watt Street (extended); thence north along the eastern
right -of -way line of Watt Street to its intersection with the northern 4
, right -of -way lime. of Riverside Drive; thence westerly along the northern
Light -of -way line of Riverside Drive to the eastern right -of -way line of
Fort Street; thence northerly along the eastern right -of -way line of
Fort Street to the northern right -of -way line of Market Street; thence #

intersection with the eastern right-of-way line of Interstate Highway .iy 65;

Street for a distance of 354 feet to a line: extending it and forming
the rear of lot lines of lots fronting on Maple Avc!twe; thence east
along said rear lot lines to the western right-of-way line of Mulberry
Street; thence northerly along the western right-of-way lint of Mulberry
Street to its intersection with the southern right-of-way line of Wirt
Avenue; thence westerly along the southern right -of -way lice of Cuort

northerly along the western right -of -way ltn. Broadway Avenue to its

t ie WHEREAS, upon such surveys, investigations and studies being made, it
has been fond by the City of Jeffersonville Redevelopment Commission that
the above described Project_ Area had became blighted to an extent that such
blighted conditions cannot be corrected by regulatory process or by the ordinary
operations of private enterprise without resort to the provisions of the Indiana
Redevelopment of Cities and Tams let of 1953, as amended and supplemented,
and it has been father found that the public health and welfare would be
benefited by acquisition in and redevelopment of such Project Area under the
• provisions of the above cited Act; and

WtE:REAS, the Commissioners have caused to be prepared imps and plats
showing the boundaries of such blighted area, the location of the various
parcels of properties, streets and alleys and other features affecting the
acquisition, clearance, replotting, replanning, rezoning and redevelopment of
• such area, and indicating the parcels of property to be included or excluded •
in the acquisition and portions of the Project Area to be acquired which are
(rite to be devoted to public ways, levees, sewerage, parks, playground and other
public purposes under the redevel
p purpo vpahe:lt plan; and
WHEREAS, Section 39.1 of the Act has been created and amended toopermit
the creation of an "allocation area" within n blighted arca and to provide
for the allocation and distribution, as provided in the Act, of the proceeds
of taxes levied on Leal property situated in an dl w erca .aul
WHEREAS, the Jeffersonville Redevelopment Commission has caused to be
prepared a map showing the boundaries of such an allocation : 3 rea ; and
WHEREAS, the Jeffersonville Rclievt.luprrx•nt Commission did on April 27,
1982 adopt Resolution No 7 -82 declaring such area as the "Falls Landing
Riverfront Development Project Allocation Area" (Jeffersonville Allocation
Area No. 1); and
WEB, such allocation area was described in said Resolution No 7 -82
and is coextensive with the Falls Landing Riverf rant Development Project Area
described above; and
L e WHEREAS, as required by law, the Jeffersonville City Planning Curmission
and the Cinrvn Council of the City ui Jefferscxtville t the eunsidtred and
approved said Resolution No 7 -82 and the Development Plan, and subsequently
