March 13, 2012
The regular meeting of the Jeffersonville Building Authority was held on Tuesday, March 13, 2012, at
9:00 a.m. in the conference room on the second floor in the Jeffersonville City Hall.
Present were Building Commissioner Russ Segraves, Board Members Don Sperzel, Bill Fry and new
member Dennis Julius. Administrative Assistant Alice Davis was also present.
MINUTES
Mr. Julius reviewed the January 10, 2012 minutes and asked where the money for the current
renovations was paid from Mr. Segraves explained that the Building Authority has two budgets. One is
general money to maintain the building and the other is a non - reverting fund. The renovation fees came
out of the general money budget. Mr. Fry made a motion to approve the January 10, 2012 minutes. The
motion was seconded by Mr. Sperzel.

ATOM CHEMICAL, INC.
Mr. Segraves said Atom Chemical, Inc is the company that used to treat the cooling tower water. We
now use Water Energizers. Steve Waters, with Atom Chemical, Inc., was in attendance. He came in on
February 23, 2012 with Mr. Segraves' permission and tested the water and wanted to explain his
program verses Water Energizer's program. Mr. Waters presented a copy of the findings of his test to
the Board Members. Comments were then made on our cooling tower and the loop system. He also
passed around technical papers and information on biological growth. He said Water Energizers has
nothing in place (biocides) to prevent biological growth which is against EPA regulations. He said there
is the possibility of Legionnaires Disease in our building. He presented information that said non-
` chemical devises like the one used in this building do not work. He stressed that we need to be
concerned about microbiological growth. Mr. Segraves explained that Water Energizers is keeping the
scale down in the cooling tower better than his firm did. Mr. Waters said it is because they have their
meters set at city water at 500 or 600. He said this operation will cause the water bill to be high. He said
his company sets the conductivity meter at 1000, and said they cycle water up. He is proposing a
monthly fee of $160.00 which includes all chemicals, all service and any equipment y needed. Mr.
Segraves said the last contract with Atom was $100.00 per month. Mr. Waters will check with the
owner of the company to see if he will stay with the $100.00 per month fee. He also proposed putting in
a new controller and pumps. He asked the Board to consider using his company. Mr. Segraves asked
what the antifreeze did in treating the enclosed loop system. Mr. Waters explained antifreeze is the same
term as glycol which prevents the pipes from breaking. Mr. Segraves thought that antifreeze or glycol
had anti - corrosion mix in it Mr. Waters said sometimes it does and sometimes it does not He said his
company adds it Mr. Segraves thanked Mr. Waters for coming in and said the Board will discuss the
matter and get back with him. Mr. Segraves informed the Board that Water Energizers told him that they
were not treating the loop system for corrosion because they said the antifreeze automatically has the
anti - corrosion in it Mr. Julius asked about black iron pipe verses copper pipe being used Mr. Fry said
black iron pipe is typically used in larger buildings because of cost. Mr. Segraves said the way Water
Energizers cleaned the cooling system worked better than when Atom Chemical was under contract. We
don't have a contract with Water Energizers. It will be a year in April when we switched to them. After
a discussion, Mr. Segraves said he would ask Water Energizers to come to the next meeting.

APPROPRIATION REPORT
Mr. Segraves handed out a copy of the Appropriation Report for the City Hall Budget.
RENOVATIONS
Mr. Segraves said all of the renovations have been completed, and AML did fantastic job. The Finance
Director is now talking about enclosing another area He said he wanted to have some painting done in
the common areas but felt the renovation fees took up so much of the fund that he is hesitant, but asked
for the Boards' thoughts. Mr. Fry thought there were some areas that need painting. Mr. Julius asked
Mr. Segraves to get the Board some estimates on painting.
COOLING TOWER
Mr. Segraves reported that the cooling tower is in some kind of alarm mode. He said Alpha Mechanical
is working on it
GRASS CUTTING CONTRACT

Walnut Ridge Nursery and Garden Centers presented a contract for grass cutting. Mr. Segraves said this
contract is very similar as years past. Mr. Fry made a motion to accept the contract as proposed. The
motion was seconded by Mr. Sperzel. Mr. Julius abstained from voting.
MIXING VALVE PROBLEM
Mr. Segraves said he has received complaints about the lack of hot water. He said sometimes we have
hot water and sometimes we don't. Mr. Fry said the mixing valve has a spring assembly in it that is
regulated by the water coming thru it He said that calcium builds up and it stops moving the correct
way. Mr. Fry said it could be taken apart, cleaned and put a new kit in He said that would require shut
down time Mr. Segraves will contact Stemler Plumbing. Mr. Julius asked if it would be advisable to
put in a softener system in the building to help with the corrosion problem in the future. Mr. Fry
questioned if the cost of putting a softener system is worth it or not He said a system to treat this
building would be fairly expensive.
RT SOLUTIONS, INC
Amy Striegel, with RT Solutions, Inc. made a presentation on a cleaning contract proposal for City Hall.
She explained that they do not have employees, they do subcontracting. She passed out the breakdown
on cleaning City Hall. There is also a breakdown of some of the work they recommend that is not listed
in the contract. They will be here Monday thru Friday in the afternoons and in the evenings however
long is needed. She said on long weekends they could come in to empty g y pty trash and clean the Police
Department if needed. The hallways and foyers would be done in the evening. Her company cleans the
inside windows, and she has a company that can clean the exterior windows for $650.00. Mrs. Stiegel
said she pays attention to detail. She also said that they do not just do surface cleaning, they do top to
bottom cleaning. All paper products and cleaning materials are included in the contract. They also
change light bulbs and clean vents. The floors will be buffed every three months and apply wax as
needed. Carpet cleaning and the stripping of floors with be an additional charge, and done when
requested. She said they are fully insured and bonded. Mrs. Stiegel said she will touch base with Mr.
Segraves a couple times a month to see if there are any problems that needed to be taken care of Mr.
Julius made a motion to approve the RT Solutions contract starting June 2, 2012. The motion was
seconded by Mr. Sperzel. The current cleaning contract with Adams Cleaning has expired and was
discussed. Mr. Segraves said he will give Adams Cleaning a 30 day notice after the upcoming open
house, and then present the RT Solutions contract to the Board of Public Works and Safety.
WATER FOUNTAIN
Mr. Segraves said the new bronze statute already has a lime deposit build -up on it He said the fountain
has an automatic chlorinator that uses 1" tablets. Mr. Fry said there is an inline ionization used in spas
that may help. Mr. Julius suggested Mr. Segraves have a pool company send a technician out to look at
the fountain.
The next meeting will be held on April 10, 2012 at 9:00 a.m. in the Council Conference Room on the
second floor.
The meeting was adjourned at 10:00 a.m. on a motion by Mr. Sperzel and seconded by Mr. Julius.

Russ Segraves, Ch.41 an
