HomeMy WebLinkAbout3-07-2012 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA March 7, 2012 Mayor Mike Moore called the meeting to order at 9:30 A.M., and on the call of roll members present were Public Works Coordination Rick Lovan and Councilperson Gill. Also present was: Leah Farris Communications Director, Sara Green Animal Shelter Director, Erick Hedrick Fire Chief, Matt Dyer Information Technology Director, Paul Northam Parks Superintendent, Russ Segraves Building Commissioner, Bill Dixon Assist. City Engineer, Len Ashack WWTP Director, Bubby Vissing Vehicle Maintenance Director, Scott Oliver Assist. Chief Police, Michael Ogg Safety Director, Rick Stephenson Sewer Office Manager, Monica Harmon Controller, Rob Waiz Redevelopment Director, Les Merkely City Attorney, Tom Lowe Corporate Counsel, Dan Matson Planning and Zoning. Coordinator Lovan made the motion to APPROVE the minutes from the February 29, 2012 meeting, seconded by Councilperson Gill, passing on a vote of 3 -0. Coordinator Lovan made the motion to APPROVE the payroll, seconded by Councilperson Gill, passing on a vote of 3 -0. OLD BUSINESS: 1) Bill Dixon— Big Four Bridge Ramp Road Closure Mr. Dixon presented the Information regarding the closure of Riverside Dr. north of the floodwall and Market south of the floodwall along with the alleys in this are being non accessible. This will occur within the next three weeks and continue for the next several months. Mayor Moore requested the Communications Director to contact media regarding this closure. Motion to APPROVE the Big Four Bridge Ramp Road Closures by Coordinator Lovan, seconded by Councilperson Gill, passing on a vote of 3 -0. 2) Len Ashack- Closure of 10 Street Ramp time line. Mr. Ashack informed the committee members the 10`" Street Ramp both North and South bound, will close on March 12, 2012 at 12:01 A.M. until 11:49 P.M. on April 19, 2012. Ms. Farris informed the board members press release been sent to the local media. Mayor Moore requested that the Hospitals, EMS and Dialysis Center also be notified of the ramp closure. Coordinator Lovan made the motion to APPROVE the 10 Street Ramp Closure, seconded by Councilperson Gill, passing on a vote of 3 -0. 3) Rob Waiz — Insty Prints for Thunder Headquarter for JPD. Mr. Waiz reported Insty Prints would be occupied the property that is Mr. 'Gars iS available for the Police Command Center. NEW BUSINESS: 1) Lucky Grubbs — Damage to vehicle caused by Main Street road collapse. Mr. Grubbs stated couple of weeks ago while driving Main his truck went into the collapse, truck has a bent wheel and needs to be checked out and wants the city to pay to have it checked. City Attorney Merkley responded that the city for any damages to the fact as soon as city was notified the problem was taken care of. aPW 3/7/12 2) Mark Felix- Track Meeting and 5K run for Jeff High. Mr. Felix presented to the board a request for street closures for a 5K run on Saturday April 7, 2012. Jeff High is hosting The Inferno Track and Field Invitation for two days Friday April 6, and Saturday April 7. The streets involved are Robin, Meadowlark, Cardinal, and Woodland Court. Besides the street closures Jeff High is requesting police presence during the run and help with electricity for the booth spaces during the two day event. Motion by Councilperson Gill to ASSIST Jeff High with the 2-day event, seconded by Coordinator Lovan, passing on a vote of 3 -0. 3) Monica Harmon- Approval of Contract with Umbaugh for Comprehensive Financial Plan. Ms. Harmon presented contract with Umbaugh at the cost of $7,500.00 for base fees excluding various ancillary services. Coordinator Lovan made the motion to APPROVE the contract, seconded by Councilperson Gill, passing on a vote of 3 -0. 4) Margaret Morton —Spade and Neuter Program. Mrs. Morton requested from the board the usage of city property during Thunder Over Louisville, to park automobiles the proceeds go to the spayed and neuter program. Mayor Moore requested to let the board review the information before the next meeting. 5) Rick Lovan — Request from visually impaired wanting assistant to cross HWY 62 & Court Ave. Coordinator Lovan reported he had received the request and asked if City Engineer would research and find out if there is any device that can be used for the visually impaired. 6) Curtis Wells — Wants permission to set up Roadblocks for the Utica Historic Preservation Society at Utica Sellersburg Road and Middle Road & Port Road. Mr. Wells requested from the board for roadblocks on Friday March 9 from 2PM until SPM at Middle Road and Port Road, Saturday March 30 from 12 NOON until 4PM on Hwy 62 and Utica - Sellersburg Road. "Hope for Henryville" Fundraiser, charity roadblock will be submitted as Jeffersonville /Utica. Councilperson Gill made the motion to APPROVE the roadblocks, seconded by Coordinator Lovan, passing on a vote of 3 -0. 7) Tom Lowe — Approval of Police Policies Counsel Lowe presented two polices for the Police Department, 1. Accident Scene with Serious Bodily Injury or Death Policy and Procedure. 2) Flex Cuff Policy. Coordinator Lovan made the motion to APPROVE the two new policies for the Police Department, seconded by Councilperson Gill, passing on a vote 3 -0. 8) Rick Lovan — For Sale sign across from Stemler's Plumbing blocks line of sight for Hwy 62. Coordinator Lovan received a telephone call from a business owner on the corner of 10' and Fulton regarding the sign and blocking the line of sight. Safety Director Ogg and Assist. Chief Oliver stated they would look into the issue. 9) Miles of Hope — Brain Tumor Walk for May 19' Tiara's Memorial Sk Walk will be held on 5/19/12 at 9:00 AM starting at the Riverstage. Tiara's mother has been working with Sara Schultz and requesting that the street in front of the Riverstage be closed for 9:00 AM — 11:00 P.M. Web site is www.milesforhooe.org and go to Upcoming events for Tiara's Memorial Walk. Councilperson Gill made the motion to APPROVE the street closure, seconded by Coordinator Lovan, passing on a vote of 3 -0. BPW 3/7/12 Mayor Moore thanked the City Street, Fire, Police, Sara Green, Delynn Rutherford and all the all others who have and will be helping with the disaster in Henryville. Mayor also stated the new city slogan "Jeff Home of the Champions" is exactly about this fine city and all of those who have volunteer during this time.
