HomeMy WebLinkAbout1994-OR-31AN ORDINANCE AMENDING JEFFERSONVILLE'S HISTORIC DISTRICT ORDINANCE WHEREAS, the Common Council of the City of Jeffersonville desires to amend the established sign requirements for buildings or structures located within the historic district. NOW, THEREFORE, BE IT ORDAINED by the Common Cotmcil of the City of Jeffersonville that conflicting portions of Jeffersonville City Code as enacted by Ordinances No. 84-OR-34, 86-OR-6 and 87-OR- 13 are repealed by the following: A. Definition (1) For the purpose of this ordinance, the following definition shall apply. A sign is any announcement, declaration, device, demonstration, or insi~aia located on the exterior of a structure and which is visible from the public right of way for direction, information, identification, or to advertise or promote any business, product, activity, services, or any interests ..... B. Certificates of Appropriateness Required (1) This amendment applies only to regulation of the exterior of sUructures. (2) A Certificate of Appropriateness is required for any new signs and changes to existing signs. C. Signs in the Historic Distric/ (1) A storefront shall not have more than two signs, one primary and one secondary. Primary signs typically have the name of the business while secondary signs inform the customer of products sold, services rendered, hours of operation or phone numbers. Secondary signs shall be no ~eater than 50 percent of the primary sign's dimensions. (2) Signs shall use an indirect lighting method and shall not be fluorescent or spotlights. Temporary signs may not be illuminated. (3) No signs shall be allowed on the public right of way, except as specified below. D. Allowable Signs Within the Historic District (1) Signs installed within the Historic District shall be flush-mounted wall signs, window signs, door signs, transom, painted wall signs, or projecting signs. Flush-mounted wall signs. A sign attached directly to the fact of an exterior wall, parallel to the (a) building. 1. The length of the sign shall be no greater than one foot for every ten feet (10') of building storefront width, but not more than six feet (6'), whichever is less. The height of the sign shall be no greatey than fifty percent (50%) of the sign length, but not more than two feet (2'), Page 1 of 3 whichever is less. (b) Window signs. Signs applied with paint or vinyl directly onto the interior or exterior of glass storefront display windows intended for viewing through the window from the outside of the premises. 1. Window signs shall not exceed twenty percent (20%) of the window area. (c) Door signsl Signs either applied with plaint or vinyl directly onto the interior or exterior of door window glass intended for viewing through the window from the outside of the premises. 1. Door glass signs shall not exceed fifty percent (50%) of the glass door area. (d) Transom signs. A sign painted on, or made of colored or stained glass in the transom area. Transoms are a small window or series of panes above a door, or above a display window. 1. Transom signs shall not exceed fifty percent (50%) of the transom area. (e) Painted wall signs. A sign painted directly onto side wails. 1. The length of the sign shall be no greater than one foot (1') for every ten feet (10') of building storefront width, but not more than six feet (6'), whichever is less. The height of the sign shall be fifty per6ent (50%) of the sign length, but not more than two feet (2'), whichever is less. Projecting signs. A sign whose leading edge is perpendicular to a building wail, structure or (0 column. 1. A sign shall not exceed eight (8) square feet in combined area (both sides). 2. A sign shall be imounted at least feet eight and one-half feet (8 1/2') above the sidewalk and should not project more than four feet (4') out over the public right of way. (g) Temporary Signs. A temporary sign announces construction, sale, lease, mntai, event promotion or other indicated purpose. 1. Temporary signs may not exceed sixteen (16) square feet. 2. These signs shall be removed when construction, sale, lease, mntai, event promotion or other indicated purpose is completed or after three (3) months, whichever is less. (h) Free standing ground signs. Free standing ground signs are signs that are not attached to a building and are mounted low to the ground. Free standing ground signs require approval of the Review Board. Approval shall be given on a case-by-case basis based on the guidelines for the historic district. 1. Free standing ground signs, if approved by the Review Board, shall be no more than sixteen (16) square feet total. (1) Fees for such signage shall be the appropriate fees in fome at the time of application as indicated by the Jeffersonville City Code, Section 150.047(A). Page 2 of 3 (2) All signs installed without appropriate permits will be subject to double fees as per Jeffersonville City Code, Section 150.055. F. EFFECTIVE DATE These amendments shall become effective 60 days after its passage, approval and publication. G. EACH SECTION ADOPTED SEPARATELY Each provision of this ordinance is adopted separately. In the event that any part or section of this ordinance is deemed to be illegal or invalid only that part or section shall be repealed. The remaining parts or sections of the ordinance shall remain in effect.
