Resolution Establishing
"Property Tax Alternative Commission"
WHEREAS, rising property taxes are a major concern to residential
property owners; and
WHEREAS, it is apparent that short -term or emergency reactions to
rising property taxes result in ill - considered, piecemeal and
counterproductive measures; and
WHEREAS, the Indiana Legislature has had many measures introduced
over the past several years regarding property tax in an effort to
provide relief to payers of the property tax; and
WHEREAS, it is the desire of the local government entities that a
property tax structure should encourage economic development, not
hinder it; and
WHEREAS, it is reasonable to review expenditures of property tax
revenue in order to consider property tax relief for the citizens of
this state; and
WHEREAS, a large measure of the operational cost burden of this
state's criminal justice, public safety and public works systems are
borne by property tax revenues, including costs associated with these
systems' personnel, operations and facilities; and
WHEREAS, in order to provide property real tax relief, it may be
appropriate to find an alternative funding mechanism for these
government services; and
WHEREAS, it is the goal of the proposed committee to provide
reasonable property tax relief to the citizens of this state.
NOW THEREFORE BE IT RESOLVED THAT: by the members of the Jeffersonville
City council the legislative body of government for the City of
Jeffersonville therein, that the Council is authorized to appoint two
council members of opposite political party affiliation to a committee
to undertake and complete a study cf the State of Indiana's property
tax system, including expenditures of property tax revenues, with a
goal of determining if such expenditures are reasonably borne by the
state's property tax or if such expenditures might more reasonably be
borne by other revenue sources. The principal goal of the committee
shall be to make recommendations that provide Indiana residents with
property tax relief, encourage economic development, meet the needs of
local units of government and further the improved administration of
the state's local government's criminal justice, public safety and
public works systems. The two City Council appointees shall serve as
co- chairs for said committee. Said co- chairs shall appoint /authorize
the remaining 12 committee members as stated in the (Committee makeup
example attached) in addition the committee will be authorized to
receive input, advice and assistance from interested and affected
parties who are not members cf the committee itself as well.

BE R FURTHER RESOLVED:
This resolution authorizes the Jeffersonville City Council to establish
an interim committee to study Indiana's property tax system, including
I the expenditure of property tax revenues, to determine if such
expenditures might more reasonable be covered fro other revenue
sources, and to make recommendations to provide property tax relief
while encouraging economic development, meeting the needs of local
governments, and furthering the improved administration of Indiana's
local government's criminal justice, public safety and public works
systems
WHEREAS, the condition or circumstances addressed by the present
Ordinance is temporary in nature, this Ordinance shall expire at
midnight on December 31, 2011 and after that date shall have no effect
whatsoever.
