IN Mtraukea WI clnnmas.ON Services Description: Assist OWNER in characterizing the Phase 3 combined sewer system Ph AZ model calibration by simulating up to 10 additional wet weather events encountered during thc Phase 4 data collection and, if necessary, perform a Phase 4 model recalibration and resize thc wwnetrena.com recommended combined sewer overflow (CSO) abatement alternative requirements. Scope of Services ENGINEER will provide the following services to OWNER: General Services 1. Obtain a copy of the rain gauge data collected by OWNER from May 18, 2009, to January 31, 2011, at the Tenth Street Pumping Station, Spring Street Pumping Station, and Louise Street Pumping Station. Note that May 18, 2009, corresponds to the end of the Phase 3 data collection period. 2. Develop a table identifying and statistically ranking all of the Phase 4 wet weather events and develop hyetographs for up to 20 of the most significant wet weather events for each rain gauge (up to 60 hyetographs total). Statistical rankings will identify intensities and hyetographs will help characterize uniformity and data reliability. 3. Obtain a copy of the flow data collected by OWNER from May 18, 2009, to January 31, 2011, at the seven remaining CSO outfalls. 4. Develop flow meter hydrographs (level, velocity, and flow) for up to 20 of the most significant wet weather events for each flow meter (up to 420 hydrographs total). Hydrographs will identify data availability and help characterize data reliability. 5. Develop a table summarizing flow meter data availability and engineering judgment on reliability for up to 20 of the most significant wet weather events. 6. Meet with OWNER to present and discuss the wet weather event results and select up to 10 wet weather events to model. 7. Meet with OWNER to identify significant changes in collection system operation such as pumps out of service, clogged and/or collapsed sewers, and significant changes in the Sa Task Order No. 11 -01 STRAND Page 2 Cr,•'INtenw February 3,2011 collection system conditions such as the Mill Crcck Pumping Station upgrade, CSO elimination, and stormwater separation projects performed from May 18, 2009, to January 31, 2011. 8. Develop models that reflect collection system conditions present during the selected wet weather events. 9. Develop model inputs for the separate sanitary and stormwater flows, as necessary, for Arctic Springs Pumping Station, Ewing Pumping Station, Louise Pumping Station, and Claysburg sanitary and Claysburg stormwater that originate outside but discharge into the modeled portion of the collection system for each of the selected wet weather events. 10. Model the selected wet weather events. 11. Develop model hydrographs (level, velocity, and flow) of the selected wet weather events at each flow meter location (up to 210 hydrographs total). Compare the metered hydrographs to the modeled hydrographs which will help characterize thc validity of the Phase 3 model calibration. 12. Develop meter versus model peak and total flow scatter diagrams. The scatter diagrams will help characterize the validity of thc Phase 3 model calibration. 13. Meet with OWNER to present and discuss the model calibration validation results and detemine if model reealibration and alternative resizing is necessary. These services do not include efforts to recalibrate the model or resize any alteratives. Additional Services The following additional services may be provided at OWNER's request. 1. Recalibrate the model using the seven Phase 2, five Phase 3, and selected Phase 4 wet weather calibration events. The budgeted effort will allow for two iterations for each flow meter for each event. 2. Develop recalibrated model hydrographs (level, velocity, and flow) of all calibration events at each flow meter location (up to 462 hydrugraphs total). 3. Develop meter versus rccalibrated model peak and total flow scatter diagrams. 4. Develop a table of final ro calibrated model calibration parameters. 5. Perform a sensitivity analysis and summarize results in a table. 6. Develop a report in electronic fonn and present to OWNER. IK• LNG N IT C C E February 3, 2011 Compensation OWNER shall compensate ENGINEER for General Services under this Task Order on an hourly rate basis plus expenses an estimated fee of $24,700. OWNER shall compensate ENGINEER for Additional Services under this Task Order on an hourly ralc basis plus expenses an estimated fee of S26,600. Schedule Services will begin upon execution of this Task Order, which is anticipated on February 3, 2011. Services arc scheduled for completion on May 1, 2011.
