Members present were Building Commissioner Russ Segraves, Keith Stayton, Bill Fry and Don Sperzel. Secretary Susan Robertson was also present. MINUTES Mr. Stayton made a motion to approve the minutes of the January 11, 2011 meeting. The motion was seconded by Mr. Fry. FOUNTAIN Mr. Segraves said he did not know anything new on the fountain replacement. Mr. Stayton said the base looks bad. Mr. Segraves said the whole thing will be dug up and started all over again. He said he requested drawings to show that the basin drains to the yard basin full time so it can be kept drained. GENERATOR Mr. Segraves told the Board that he called Bower Crane about renting a crane to lift the generator and putting the pads in place. He thought that would be better that emptying the tank and renting jacks. The charge for this would be $115.00 per hour with a minimum of 4 hours ($460.00). The Board felt the cost was very reasonable and should only take a couple of hours. Mr. Fry asked about the hold down bolts. After a discussion Mr. Segraves said he is talking with Marion Shepherd with the Jeffersonville construction crew about the bolts since his crew will be doing the work. Mr. Segraves said before he has this done he needs to have the sensor checked out to see if it is faulty and not an actual leak in the tank which means the tank will have to be replaced. The Board discussed having the sealant put on the piping once the weather gets better. Once the sealant is applied the pipes need to be painted. He said they need to make sure paint can go over the sealant. Mr. Segraves said he did not see any signs of moisture, but he did see some rust. He said the rags that were put into the hole were not saturated. Mr. Segraves asked if any of the members knew of a painter. Mr. Sperzel gave Ricky Bruckert's name and number (502 376- 6631). Mr. Stayton suggested we check on liability insurance. Mr. Segraves said we still need to wait for the weather to get better before the sealant is put on. TRANSFER SWITCH Mr. Segraves showed the Board an invoice from Nixon Power in the amount of $4,783.72 and one for S2,888.72. Mr. Segraves is going to send the $4,783.72 bill to Cooley /Spaulding and said he has already told them the warranty did not pay for it because of the water damage. Mr. Segraves will talk to the City Attorney before he sends the bill. He was not sure what the $2,888.72 was for, but will check into it. He will also cheek the amount of the service contract. BOARD APPOINTMENTS Mr. Segraves said the City Council forgot to address the Board appointments at the February 7, 2011 meeting. He said hopefully it will be discussed at the next meeting. CERAMIC TILE Mr. Segraves said he is waiting for A -1 Traditional Flooring to do the repair work on the damaged ceramic tile in the lobby on the third floor. MAT FOR LOBBY Mr. Segraves showed the Board a proposal from UniFirst Sales on renting a mat for the front door and one at the bottom of the steps. They will pick up the soiled mat weekly to clean, or whatever schedule we choose and trade with a clean mat. The rental fee depends on the size of the mat and the pickup schedule. Another option was to purchase the mats and vacuum them ourselves. Mr. Segraves said he checked with the building's cleaning service and was told they will provide 6 mats twice a month for $60.00. The Board did not feel they needed mats at the side entrances. Mr. Fry made a motion to use the cleaning service company and go with a mat at the front door and one at the bottom of the stairs and have it cleaned every other week. If that schedule does not work it could be changed. He felt the mat with the city logo may take away from the logo on the floor. The motion was seconded by Mr. Sperzel. Mr. Segraves will go over both proposals again to compare the prices. POLICE DEPARTMENT CARPET The Police Department submitted a proposal from Flooring Concepts giving prices for three different areas they would like work done. They have a problem with noise migrating out of the room when they are interviewing people and the noise from the hallway migrates into the room, They felt installing carpet would help with the problem. They are going on their own and having the walls insulated. After a discussion Mr. Slayton made a motion to approve the installation of new carpet in the small hallway in the amount of $611.42 pending the Mayor's approval. The motion was seconded by Mr. Sperzel. SEWER BILLING OFFICE Mr. Segraves suggested putting carpet tiles in the Sewer Billing Office due to the volume of people coming in and out. He also said the counter arca needs painted. The board said for him to get prices. The meeting was adjourned at 9:50 a.m. on a motion by Mr. Sperzel and seconded by Mr. Stayton.
