APRIL 13, 2010
The regular meeting of the Jeffersonville Building Authority was held on Tuesday, April 13,
2010 at 9:00 a.m. in the second floor conference room at the Jeffersonville City Hall.
Members present were Building Commissioner Russ Segraves, Don Sperzel, Bill Fry & Mayor
Thomas Galligan.
MINUTES
Mr. Stayton made a motion to approve the minutes of the March 9, 2010 and March 17, 2010
minutes. The motion was seconded by Mr. Sperzel.
GENERATOR
Two bids were submitted for the transfer switch. Cooley & Spalding Electric Co., Inc. bid is
$34,876.00. RKR Incorporated Electrical Contractors' bid was $51,450.00. Neither bid
included the ground work needed. The Mayor reported that the city will do the digging and pour
the 17' x 18' pad. The digging will have to be done by hand. The existing gas line was also
discussed.. Mayor Galligan made a motion to approve the Cooley & Spaulding bid. The motion
was seconded by Mr. Stayton and carried unanimously.
The trade-in value for the old generator is $6,300.00. Mayor Galligan said that someone in the
city will be able to use it.
LAWN SPRINKLER
It was reported that The Stemler Company said there were 80 wires under the slab for the
generator. Mr. Sperzel suggested they put a couple of junction boxes in to be prepared. Mayor
Galligan suggested that the digging be done and see what is there. Mr. Segraves asked that the
lawn sprinkler be capped off. Mr. Galligan suggested that The Stemler Co. run a new line.
FENCE AND/OR WALL
Mr. Segraves suggested reusing the existing gate at the generator site and matching the existing
fence. The issue was put on hold.
FLOOR COVERING
Mr. Segraves reported that the carport samples given for the stairway would not work, and is still
working on it.
FLAG POLE LIGHTING
Mr. Segraves said that the city department is working on this project
AUTOMATIC FRONT DOOR
Mr. Segraves said it was reported that the front doors were a handicap issue. Mr. Segraves said
outside doors are not regulated by ADA. An automatic door was discussed. Mr. Stayton also
reported that something needs to be done regarding the doors being locked during a public
meeting. The Mayor suggested a bell be installed that could be heard during the meetings. Mr.
Segraves feels it is the responsibility of the person that set up the meeting, or taking the minutes
to the meeting should contact Mr. Hardy to have something set up.
SIGN
A discussion was held on the newly installed sign in front of the city building. The State???
installed the sign. The installers told the city that permission was obtained in November, 2006.
The Board agreed that the blue paint is too bold and talked about painting it black. The Taste of
Jeff sign location was also discussed.
FOUNTAIN
There is a possibility that the existing fountain in front of the building that has not weathered
well will be moved to a different location. The Jeffersonville Park's Department has purchased a
bronze fountain that the Mayor feels will work much better.
CANOPX
Mr. Stayton said the canopy needs to be caulked and painted as soon as possible until a better
solution is approved. Mr. Fry said the canopy is original to the building and has historic value.
Mr. Fry also gave his opinion of what will work to elevate the water issue.
The meeting was adjourned at 9:45 a.m. on a motion by Mr. Sperzel and seconded by Mr.
Stayton.
