Police Merit Commission
December 14, 2009, 4:00 P.M.
The Jeffersonville Police Merit Commission met in Special Session on December 14,
2009 at 4:00 p.m. at City Hall. The meeting was called to order at 4:01 p.m. by Dr. Stuart
Robertson. The following members were present: Dr. Stuart Robertson, Ms. Bonnie
Deppert, Mr. Jeff Esarey, Mr. Dennis Henry, and Mr. Clay "Beany" Smith, also present
were Mr. Robert Bottorff, Attorney and Tiffany Timberlake Meeting Stenographer.

Rules and Procedures Discussion
The Commission held discussion with HR Director Kim Calabro, Police Chief Tim
Deeringer, Assistant Police Chief Mike Pavey, Assistant Police Chief Kevin Morlan, and
Jeffersonville's FOP President Joe Hubbard.
HR Director Calabro explained the various steps of the hiring process for new police
officers. She also explained that the Police Department would like to hire 10 new officers
before 2011 due to annexation growth. The Human Resources department is currently
accepting applications for police officers to start this process. The ad runs in the paper for
30 days; the submission deadline is December 18, 2009. Assistant Chief Pavey stated that
they may need to try and extend the area in which they try to recruit applicants due to the
high number of new hires needed. The Commission asked if they could be provided with
some samples of the written tests and physical standards that they applicants will be
expected to pass. HR Director Calabro said she would work with Assistant Chief Pavey
to come up with a packet for the Commission.
Assistant Police Chief Pavey explained to the Commission that applicants have to be able
to pass the Physical Agility Test before the application process is complete. Commission
President Robertson asked Attorney Botorff to look into the American's with Disabilities
Act to see if the Physical Agility testing was breaking any guidelines of the ADA.
Commission Member Henry made the motion to make the following change on page 3 of
the Rules and Procedures. Adding a section for Physical Screening Test, contingent on
Attorney Botorff's recommendation after looking into the ADA guidelines. This section
would go after section IV Testing Assistance for Applicants. Commission Member
Deppert seconded the motion and it passed 5-0.
Commission Member Henry made the motion to change on page 4 of the Rules and
Procedures section VII under Special Composite Score Adjustments, adding, "All that are
applicable" seconded by Commission Member Deppert and passing 5-0.

• On page 5 of the Rules and Procedures section D, Commission Member Smith made the
motion to change the wording from "may" to "will" seconded by Commission Member
Henry and passed 5-0.
Following discussion on the Applicant Eligibility List on page 4 section VIII,
Commission Member Smith made the motion to remove the number 5, seconded by
Commission Member Esarey passing 5-0.
The next meeting is scheduled for December 29, 2009 at 4:00 p.m. in Conference Room
101 of City Hall.
Commission President Robertson made the motion to adjourn at 6:30 p.m. seconded by
Commission Member Smith and carried unanimously.
