PROJECT DESCRIPTION The PROJECT shall consist of amending the previously completed Jeffersonville Preliminary Engineering Report (PER) to include construction of a new North Wastewater Treatment Plant (WWTP) for the City of Jeffersonville, Indiana on property adjacent to the existing LAP wastewater treatment plant at the River Ridge Commerce Center. The new wwrp will have an initial design average flow capacity of 3.0 million gallons per day (MGD) expandable to 6.0 MGD with an initial peak hourly flow capacity of 9.0 MGD. The North WWTP will discharge to Lentzier Creek. Initially, several treatment alternatives for the North WWTP shall be evaluated to determine the most cost-effective biological treatment process for Jeffersonville. The evaluation of treatment alternatives and the determination of the most cost-effective alternative shall be made by the CONSULTANT and presented to the BOARD prior tel the evaluation of sustainable infrastructure/ green infrastructure (SI/GI) alternatives. Once a treatment alternative has been selected by the BOARD, the CONSULTANT shall consider the following: 1. Instrumentation and control system decisions and systems to reduce operating manpower and minimize overall staffing. 2. Potential use of sustainable approaches in the design ofthe processes, buildings, and site to decrease energy use and overall environmental impacts. Utilize information provided at the project kick-off meeting with the BOARD representatives which shall include project objectives and goals, scope of project, project schedule and milestones. b. Review copies of the existing March 2009 PER and request additional information from the BOARD as required. c. Review topographic and geological survey information of the proposed plant site. d. Assume the following: i. The scope of this proposal is limited to the North Wastewater Treatment Plant (WWTP) for the City of Jeffersonville, Indiana. ii. The North WWTP will have an initial design average flow capacity of 3.0 million gallons per day (MGD) expandable to 6.0 MGD with an initial peak hourly flow capacity of 9.0 MGD. iii. The North WWTP will discharge to Lentzier Creek. This design revision shall eliminate the effluent pump station. iv. An Administration Building that is to include the following features: 1. Ten (10) offices 2. Full laboratory 3. Operator's room 4. Small and large conference rooms 5. Records storage room 6. Fully furnished with new furniture 7. Three (3) bay maintenance facility (can be a separate building) vi. PER Compilation The CONSULTANT shall provide revisions to the March 2009 PER which shall include the following chapters: a. Executive Summary The Executive Summary Chapter shall: i. Provide updates to the Executive Summary, for only the North WWTP. ii. Summarize the evaluation of the treatment processes considE~red. iii. Summarize the evaluation of the solids stabilization process for only the most cost effective treatment process. iv. Summarize the solids disposal alternatives. v. Summarize the analysis of sustainable infrastructure/green initiatives (SI/GI) alternatives. b. Current Situation (Chapter 2) The Current Situation Chapter shall: i. Summarize existing flows and loadings that will be redirected to the North WWTP based on the information contained in the March 2009 PER and any additional sampling performed by the City for the North WWTP reflective of the expected loading to the North WWTP. c. Future Situation (Chapter 3) The Future Situation Chapter shall discuss the proposed North WWTP effluent limits as identified in the IDEM Wasteload Allocation. d. Evaluation of Alternatives (Chapter 4) The Evaluation of Alternatives Chapter shall: i. Evaluate the following treatment process alternatives: 1. Conventional Activated Sludge Process 2. Membrane Biological Reactor (MBR) S. Sequencing Batch Reactor (SBR) 6. Biological Aerated Filter (BAF) ii. Based on a 20 year present worth analysis, the treatment process selected above shall be used as the basis to evaluate cost vs. benefits of the following solids stabilization processes: 1. Conventional Aerobic Digestion 2. Cannibal System 3. Anaerobic Digestion with gas production and recovery 4. Bio-solids to Green Energy iii. Evaluate the following Solids Disposal alternatives: 1. Land Fill 2. Land Application iv. Evaluate the WWTP design requirements for sustainable infrastructure/green initiative (SIjGI) components which may be applicable in order to enhance and improve the overall treatment plant operation and also may qualify for a State Revolving Fund (SRF) interest rate reduction incentives. e. Environmental Impacts (Chapter 5) to be provided by others. f. Selected Plan (Chapter 6) The Selected Plan Chapter shall: i. Provide a cost summary for the selected North WWTP project that includes the proposed project scope revisions and additions. ii. Update the design summary in Appendix B and reference it in Chapter 6 for the selected North WWTP project. iii. Update project schedule to include listed milestones in the PER requirements for the proposed North WWTP project. iv. Update flow/schematic/layout for proposed project revisions for the proposed North wwrp Project. Include a section to incorporate the SI/GI checklist and documentation as a new appendix to the PER. C. PROJECT ADMINISTRATION The CONSULTANT shall provide project administration services as follows: i. Revise the Current Preliminary Engineering Report (PER) to provide updates, if necessary, to the current situation, proposed effluent limits, revise the alternatives evaluation, incorporate the environmental impacts as contained in the current PER, revise the cost summaries and schedules. ii. Submit a draft of the Revised PER to the BOARD for review and comment and a Final PER update including the North WWTP forthe City of Jeffersonville. iii. Coordinate and conduct meetings between the CONSULTANT and representatives of the BOARD on a monthly basis or as requested by the BOARD to discuss progress ofthe CONSULTANT. iv. Attend one (1) public hearing. v. Coordinate and manage sub-consultant services. D. ELECTRONIC MEDIA The Drawings and Specifications for this project shall be provided to the BOARD in printed format on paper and electronically in Adobe@ Portable Document Format (PDF). E. CONSULTANT REPRESENTATIVE The CONSULTANT representative for the project shall be Don Wilson, P.E., who shall serve as the single-point-of-contact to receive instructions and information and make decisions on matters relating to the services. Don Wilson, P.E. shall not be replacl~d as the project representative unless an alternate representative is approved in writing by the BOARD. APPENDIX liB" INFORMATION AND SERVICES TO BE FURNISHED BY THE BOARD The BOARD shall furnish and at its own expense, perform the following in a timely manner so as not to delay the services ofthe CONSULTANT: A. Information/Reports Provide CONSULTANT with reports, including the approved March 2009 PER, studies, site characterizations, regulatory decisions and similar information relating to the Services that CONSULTANT may rely upon without independent verification unless specifically identified as requiring such verification. B. Representative Designate a representative for the project who shall have the authority to transmit instructions, receive information} interpret and define the BOARD's requirements and make decisions with respect to the Services. The BOARD's representative shall be Len Ashack, Utility Director, Jeffersonville Wastewater Department. C. Decisions Provide all criteria and full information as to the BOARD's requirements for the Services and make timely decisions on matters relating to the Services. D. Site Access Assist CONSULTANT with obtaining access approval to the site from the River Ridge Development Authority for the purposes of site surveys, geotechnical investigations and existing process and equipment inspections. The evaluation of treatment alternatives and the determination of the most cost- effective alternative shall be made by the CONSULTANT and presented to the BOARD prior to the evaluation of sustainable infrastructure/green infrastructure (SI/GI) a Ite rnatives. B. The Draft PER shall be submitted at the second meeting of the BOARD in April 201.0, or as otherwise agreed upon by both parties. C. The Final PER shall be submitted at the second meeting of the BOARD in May 2010, or as otherwise agreed upon by both parties. D. The Public Hearing date shall be set by the Board. AMOUNT OF PAYMENT 1. The CONSULTANT shall receive as payment for the services provided under this Agreement the total fee not to exceed Fifty Thousand Dollars ($50,000.00), unless a modification of the Agreement is approved in writing by the BOARD, 2. The CONSULTANT shall be paid for providing the services set forth in this Agreement, on a lump sum basis in accordance with the following schedule: c. Public Hearing Attendance $40,000.00 $9,000.00 $1,000.00 a. Submission ofthe Draft PER b. Submission of the Final PER B. METHOD OF PAYMENT 1. For Sections A.2.a through A.2.c of Appendix "0" of this Agreement, progress payments shall be made to the CONSULTANT in proportion to services completed. Payments for services completed shall be based on an invoice submitted to the BOARD not more than once per month. The final payment shall be due the consultant upon acceptance of the completed activities by the BOARD. 2. Should the scope of services be modified or this Agreement terminated for any reason, reimbursement shall be paid to the CONSULTANT for all services performed up to the date of termination. 3. Payments shall be due to the CONSULTANT within thirty (30) calendar days after receipt of the invoice by the BOARD.
