Meeting Minutes
Monday, November 9, 2009
The Jeffersonville Parks Authority met in regular session in the Mayor's
Conference Room in City Hall, Jeffersonville, Indiana, on Monday, November 9, 2009 at
7:00 P.M. Parks Authority President Ron Grooms called the meeting to order.
Councilpersons Ed Zastawny, Keith Fetz, Barbara Wilson, and Ron Grooms are present.
Also present are: Mayor Tom Galligan, Parks Superintendent Bob Manor, Council
Attorney Greg Clark, Events Coordinator Bev Knight, Advisory Board Members Sandy
Knott and Ted Throckmorton, and Deputy Clerk Treasurer Barbara Hollis. All stood for
the pledge of allegiance to the flag led my Mayor Galligan.
Councilperson Fetz made the motion to approve the agenda, second by
Councilperson Wilson, passing on a vote of 4-0.
The minutes of the October 14, 2009 meeting were presented for approval.
Councilperson Wilson made the motion to table the minutes as corrected, second by
Councilperson Fetz, passing on a vote of 4-0.
The claim lists were presented for consideration. Councilperson Zastawny made
the motion to approve the claim lists dated October 15, 2009, October 28, 2009 and the
claim list dated November 4, 2009, second by Councilperson Wilson, passing on a vote
of 4-0. Board Member Throckmorton wishes to receive a copy of the claims.
Superintendent Manor will coordinate this.
Councilperson Grooms reviewed the appropriations. The playground equipment
at Thomas Jefferson School was discussed. The Parks Special Non Reverting Fund (217)
is now in the black.
Councilperson Grooms has called the home of Eagle Scout John Wilmot, leaving
a message. He has not had a response. Superintendent Manor will check with the family.
Mayor Galligan said the original Multi-Use SportsBaseball Complex plan is on
hold as funding and revenue are studied. Councilperson Grooms asked if the project
hinges on the other facility. Mayor Galligan said it might change the location.
Superintendent Manor would like to build alean-to at the barn. He has a quote
from K & I Lumber and will obtain additional quotes. The Nachand Fieldhouse roof has
been fixed. Superintendent Manor is still working on a plaque for Shirley Hall Park.
Councilperson Grooms thanked Superintendent Manor for the "No Parking Zone" at
Shirley Hall Park.
Superintendent Manor reviewed the various leagues.
Coordinator Knight reported Halloween downtown went very well. The invoice
for the candy came to $4,996. Noise was a problem for the other Halloween event (music
on the overlook). This was geared for teens. Options are being reviewed for next year.
Coordinator Knight requests fencing be purchased for Riverstage, presenting a quote of
$4,511.15. Superintendent Manor offered funding from the Park General Fund.
Coordinator Knight was asked to get another quote. Councilperson Zastawny made the
motion to approve the purchase of fencing not to exceed $4,600, second by
Councilperson Wilson, passing on a vote of 4-0. Coordinator Knight reviewed the "Light
Up Jeff 'program scheduled for December 3.

Mayor Galligan sees no problems with the various boards. Board Member
Throckmorton said the Facilities Board has good attendance and good input. Board
Member Vicki Conlin has been absent the last several meetings. Coordinator Knight will
be included in these meetings. Following discussion, Councilperson Zastawny made the
motion to appoint Coordinator Bev Knight to replace Vicki Conlin on the Commission
Advisory Board immediately, second by Councilperson Fetz, passing on a vote of 4-0.
Councilperson Grooms reviewed the attendance report. Councilperson Zastawny then
made the motion to remove Glen Driscoll from the Programs Committee due to violation
of attendance rules, second by Councilperson Fetz, passing on a vote of 4-0.
Councilperson Grooms feels the replacement should be a citizen, not an employee.
Attorney Clark will review the Ordinance and report back. This will be revisited at the
next meeting.
Councilperson Grooms thanked Board Member Sandy Knott for her diligence and
caring. Board Member Knott met with Councilperson Samuel, Police Chief Deeringer,
Superintendent Manor, Mayor Galligan, Council Attorney Clark and Detective Todd
Hollis. She feels kids don't know what "dusk" is. She has talked with Ron Jackson of
CNH Security regarding a security system. Board Member Knott feels that once arrests
are made, vandalism would be held down. She does not recommend getting more
cameras at this time. Rewards may be a better consideration. Councilperson Grooms
feels rewards would be good. Mayor Galligan has no problem with a reward. He feels
that once kids are made to pay for damages, the word will get out. Councilperson
Zastawny does like the idea of the camera that was demonstrated. Councilperson
Grooms suggests going with a reward and look again at cameras in a month or two.
Councilperson Fetz said the camera could be used at other locations. Councilperson
Zastawny made the motion to authorize the Parks Authority to offer a $500 reward for
conviction of those causing damage to Parks property, second by Councilperson Fetz,
passing on a vote of 4-0.
Board Member Throckmorton noted the Nachand Fieldhouse continues to
improve. He is proud of it. The Football fields are in good shape. Warder Park also
looks good. He commends the City for the hiring of Andy Crouch. He trusts the
Authority will continue with Board Member Ralph Scales. Councilperson Grooms has
received comments about the outdated signage at the Nachand Fieldhouse.
Superintendent Manor, Board Member Throckmorton and others feel the signage is
nostalgic.
Mayor Galligan reported an offer has been tendered and turned down for a piece
of property off Utica/Sellersburg Road. All avenues are being exhausted. The absentee
owners do not want to sell. The cost of the property is between $2.4 and $2.6 million.
The condemnation process was reviewed. Attorney Clark will do the research. A special
meeting may have to be called for the passage of a Resolution. Councilperson Fetz made
a motion to authorize Attorney Clark to draft a Resolution to be considered at the next
Park Authority meeting for the purchase of land for Park expansion. Mayor Galligan
does have another plan if the purchase goes to Nations Baseball.
Councilperson Grooms requested Superintendent Manor to check on the Perrin
payment that is due in January. A neighbor of the Perrin Land has approached Mayor

Galligan with an interest in purchasing a portion. Councilperson Fetz noted the purpose
of purchasing the property was so that it is not developed. Attorney Clark will pull the
deed to research the restrictions on the property as well as the donor's restrictions.
Councilperson Grooms noted a claim would be submitted for the Indoor Sports
Facility feasibility study. He cannot answer how we got here. The project is on hold.
The cost of the study is estimated at $12,000 and may go as high as $20,000. The study
contains valuable information. He does feel the money is very well spent. Councilperson
Samuel has been involved. Mayor Galligan noted the study has been slowed due to the
cost. Councilperson Grooms feels the money can be found in the Parks budget.
Councilperson Zastawny made the motion to adjourn at 8:25 P.M., second by
