Meeting Minutes
Monday, May 11, 2009
The Jeffersonville Parks Authority met in regular session in the Mayor's
Conference Room in City Hall, Jeffersonville, Indiana, on Monday, May 11, 2009 at 7:00
P.M. Parks Authority President Ron Grooms called the meeting to order at 7:00 P.M.
Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson,
and Ron Grooms are present. Also present are: Mayor Tom Galligan, Events
Coordinator Bev Knight, Assistant Parks Superintendent Mike Reynolds, CAB Board
Members Ted Throckmorton and Sandy Knott, and Deputy Clerk Treasurer Barbara
Hollis. All stood for the pledge of allegiance to the flag led my Councilperson Smith.
Councilperson Wilson made the motion to approve the agenda as presented,
second by Councilperson Zastawny, passing on a vote of 6-0.
The minutes of March 9, 2009 meeting were presented for approval.
Councilperson Wilson made the motion to approve the minutes as presented, second by
Councilperson Fetz, passing on a vote of 4-0-2. Councilpersons Zastawny? and Sellers
abstained. Councilperson Wilson then made the motion to approve the minutes of the
April 13, 2009 meeting as presented, second by Councilperson Sellers, passing on a vote
of 5-0-1. Councilperson Zastawny abstained.
The claim lists were presented for consideration. Councilperson Fetz made the
motion to approve the claim lists dated May 4, 2009, May 6, 2009 and April 23, 2009,
second by Councilperson Sellers, passing on a vote of 5-0. Councilperson Zastawny was
out of the room at the time of the vote.
Discussion continues at the CAB meeting regarding a Multi-Use/Baseball
Complex. Sandy Knott and Ted Throckmorten attended the Facilities Meeting and
reported no real movement. Councilperson Grooms asked all to visit the websites
legendsportscomplex.com and libertyvillesportscomplex.com. Mayor Galligan reported
an RFP for a feasibility study would be done. He has received two appraisals for possible
purchase of land at $1.8 million and $2.2 million. He would like to propose that EDIT
funds be dedicated to financing. Councilperson Sellers reported on attending an archery
competition with 5,000 attendees. The need to get revenue from the Tourism Bureau was
noted. Savannah Georgia uses a food and beverage tax. Mayor Galligan said there is a
need to move forward and try to make an offer.
Councilperson Grooms has reviewed the minutes from the various Boards. He is
impressed with the enthusiasm and dedication of the board members. Ted Throckmorton
gave a facilities report. He said the new Library Director Libby Pollard has hired two
Police Officers for security. He feels if it works at the Library it would work at Bob
Hedge Park. Sandy Knott reviewed problem at Bob Hedge Park. There have been
instances of vandalism, profanity, and verbal attacks. She believes there are problems
with troubled "tweeners". An incident was reviewed and she noted some have been
banned. She hopes the problems have been solved. Officer Bruce Wilkerson explained
the banned book. He hopes to maintain an ongoing list. The Police support the Parks.
The problem is to know who is in charge. Director Bev Knight reviewed a phone call to
the Park Office. Councilperson Grooms does not feel the Parks Authority has the

authority to ban from the Parks. Assistant Prosecutor Jeremy Mull has told the Police
they have authority. Councilperson Grooms asked that Sandy Knott work with the Police
and keep reporting to the Board. Councilperson Zastawny supports the Police to get it
done. Councilperson Sellers agrees. Councilperson Grooms said the Council might look
into an Ordinance. Ted Throckmorton said the insurance company would pay $20,000
for the repair of the Nachand Fieldhouse roof. He hopes something can be done to
preserve this "jewel". He also noted the Fieldhouse windows need to be made more
uniform and attractive. He congratulates the City on the light poles on Spring Street. He
is concerned for the vegetation being neglected. Councilperson Smith is also concerned
for the vegetation at the memory bricks along the river. Mayor Galligan will look into
both areas. Concern for the trash on Spring Street was also noted. Mayor Galligan noted
the need for the merchants to help.
Ted Throckmorton next introduced Mike Reynolds to review his idea to upgrade
Port Fulton Park. Mike Reynolds has been certified in playground safety. He then
presented and reviewed his plan. He has a proposal of $65,076 for products and services.
Councilperson Fetz reviewed Parks he had seen when he was in Portland Oregon. Sandy
Knott asked for the Parks Authority blessing to pursue outside funding for this project.
Councilperson Smith made the motion to support Sandy Knott's efforts to build a new
park in Port Fulton area using recycled material if possible, second by Councilperson
Wilson, passing on a vote of 6-0.
Mayor Galligan reviewed a proposal from Tridente, Inc. to bring 9 drains at the
Aquatic Center into compliance. Councilperson Sellers made the motion to approve the
proposal, second by Councilperson Wilson, passing on a vote of 6-0.
Ted Throckmorton said it is an honor to serve, saying he supports the new
structure of the Boards.
Police Chief Derringer said he is doing all that can be done and has started the ban
notices. Councilperson Grooms noted the worst thing that can happen is to have
problems in the Parks.
Councilperson Grooms thanked Mike Reynolds for all is he doing. He
encourages him to find damaged equipment and remove it.
There are no personnel changes to report.
There will be a public hearing regarding the master plan May 20, 2009 at the Ken
Ellis Building starting at 7:00 P.M. Councilperson Grooms encourages Park Authority
members to attend.
Coordinator Knight has an updated schedule that Director Thomas is getting out.
Work is being done with IT Director Hardy to get it all on the website. There was a story
in the newspaper regarding a $10 charge for the Louisville Orchestra.. This is not true.
The pigs for the Pigpalooza will cost $ 100. There will be larger pigs available. One
will be auctioned at the Taste of Jeffersonville. The LST is on the schedule. The
schedule was reviewed. Plans are being made for a corn hole tournament. Mayor
Galligan suggested a sign in Warder Park and on the Riverfront promoting "Smokin' On
The River". It was suggested the Food Network be contacted.
Councilperson Grooms recommended the website nlc.org/iyef. This is for
assistance/grants from the Youth Education Foundation. He also asked Mayor Galligan
to look at the information. Coordinator Knight would like to get youth involved at
Riverstage, she is asking for suggestions.

Councilperson Zastawny noted the number of kids involved in soccer. Soccer is
big. He would like the City to get more involved in soccer.
Councilperson Smith asked Mayor Galligan to have Street Commissioner Hosea
look into the weeds downtown.
Councilperson Wilson noted the Concerts In The Park start this Friday.
Mayor Galligan said things are improving. He appreciates Ted Throckmorton's
comments.
The next meeting is scheduled for June 8, 2009
Councilperson Zastawny made the motion to adjourn at 8:45 P.M., second by
