AN ORDINANCE AMENDING ORDINANCE 2007-OR-11, AN ORDINANCE
CONCERNING PRE-APPROVED PAYMENT OF CLAIMS
WHEREAS, Indiana Code 36-4-8-14 provides that the Common Council may adopt
an ordinance allowing pre-approved payment of claims; and
WHEREAS, the Common Council of the City of Jeffersonville finds in the best
interest of the municipality to allow such payment to avoid incurring late fees or
penalties; and
WHEREAS, NOW, THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL
OF THE CITY OF JEFFERSONVILLE that:
In accordance with the Indiana code 36-4-8-14, with the prior written approval of the
board having jurisdiction over the allowance of claims, the city fiscal officer may make
claim payments in advance of board allowance for the following kinds of expenses:
Property or services purchased or leased from the United States Government, its
agencies, or its political subdivisions.
1. License or permit fees.
2. Insurance premiums.
3. Utility payments or utility connection charges.
4. General grant programs where advance funding is not prohibited and the
contracting party posts sufficient security to cover the amount advanced.
5. Grants of state funds authorized by statute.
6. Maintenance or service agreements.
7. Leases or rental agreements.
8. Bond or coupon payments.
9. Payroll.
10. State, Federal or County taxes.
11. Expenses that must be paid because of emergency circumstances,
as determined by the Mayor or majority of City Council.
12. Expenses described in an Ordinance.
13. Any payments to avoid late fees and/or finance charges.
Each payment of expense must be supported by a fully itemized invoice or bill and
certification by the fiscal officer.
The city legislative body or the city board having jurisdiction over the allowance of the
claim shall review and allow the claim at its next regular or special meeting following the
pre-approved payment of the expense.
This Ordinance shall be in full force and effect from and after its passage.
