The Common Council of the City of Jeffersonville met in
regular session in Council Chambers in the City-County Building,
Jeffersonville~ Indiana~ at 4:30 P.M. on the B6th day of July, 199A.
The meeting was called to order by Mayor Raymond J. Parker
Jr., with Clerk and Treasurer C. Richard Spencer Jr~ at the desk.
Mayor Parker welcomed all in attendance~ asking all those present to
stand as Council President Steven Stemler gave the invocation. He

No. 94-0R-86~ An Ordinance Vacating A Portion Of Fairview Street And
An Intersecting Alley In The City Of Jeffersonville. This has been
approved by the Board Of Public Works and Safety and a public hearing
was held at the previous Council meeting. There being no public
comment Councilperson Potter made the motion to suspend the rules for
Ordinance No. 9A~OR-B6, seconded by Councilperson Williams.
Councilperson Wilder explained she will be abstaining from the vote on
this Ordinance as her husband sharesoffice space ~ith Attorney Matra.
The motion to suspend passed on a vote of 6-0-1, with Councilperson
Wilder abstaining. Councilperson Potter than made the motion to pass

Following all discussion, Councilperson Potter made the motion to pass
Resolution No. 94-R-~5, seconded by Counci!person Williams, passing
on a vote of 6-0-1, with Council President Stemler abstaining due to
his business.

Negotiations have been made with the John Kenyon Eye Center for
discounts for R.K. Surgery. Council President Stemler inquired if
the 10~ increase in the 1995 budget for hospitalization would be
adequate. Mr. Cooper feels this is more than adequate and it is hoped
the City will be able to build the reserve in five years rather than
seven years.
Clerk and Treasurer Spencer presented a copy of the Notice
To Taxpayers Of Budget Estimates And Tax Rates, stating the rate will
be advertised at $5.359. Clerk and Treasurer Spencer believes the
final approved rate will remain the same or lower than the present
rate for the City only. Councilperson Potter agrees, stating the
average cut is $.11. Councilperson Potter noted the good job that was
done on the budgets by the Council, Council President Stemler, and
Clerk and Treasurer Spencer. Councilperson Potter then made the
motion to advertise the tax rate for 1995 at $5.359, seconded by
Councilperson Wolpert and carried unanimously.

on where the road should go. Mayor Parker has been attending meetings

like to make sure it will benefit the community at no tax increase.
The big problem will be funding. He will send his finding to the
Council in advance and would hope to present his findings at the
August 29~ 1994 meeting. Councilperson Wilson would like to see at
least Council President Stemler attend the meetings the Mayor is
having on the Road. Council President Stemler believes communication
is the key and he feels he and/or the Transportation Secretary should
attend the meetings the Mayor is having. Council President Stemler is
for the road and thinks it is a once in a lifetime opportunity to
address the needs of generations to come.

CouncilperSon Frantz asked if there is any movement on the
Hidden Lakes Subdivision annexation. Attorney Gillenwater recommends
the Council hold a workshop on this as if the Inner City Road project
moves forward there wilt be a need for additional annexation and this
could all be done at once. Councilperson Frantz is concerned with the
agreement not to remonstrate once the property is sold. Attorney
Gillenwater explained the agreement will pass on with the deed.
Councilperson Williams will be mailing information and
recommendations for a fire truck in the amount of $550~000. Financing
information will be included in the information.
Councilperson Wolpert asked what the use of getting excited
about the Inner City Road is if it cannot be financed, council
President Stemler feels there is a need to decide and then resolve to
find the funding.
Council President Stemler expressed the symphony of the
Council to Councilperson Williams on the passing away of his Mother.
Council President Stemler thanked the Council for the
pleasant experience of the budget sessions.
There being no further business to come before the Council,
Councilperson Potter moved to adjourn at 5:~5 o~clock P.M. seconded by
Councilperson Wolpert and unanimously carried.
