HomeMy WebLinkAbout03-20-2001 Gateway Redevelopment (TIF)Minutes of public hearing for Gateway Redevelopment Project TIF March 20, 2001 The Public Hearing was convened at 4:00 p.m. Ms. Kathy Haller began with an explanation of the statutory requirements for a public hearing to receive comments and concerns regarding the establishment of a tax increment finance district. She explained that the first step was to delineate an area, and that the area had to qualify as a blighted area. Ten people attended the hearing. There were some questions regarding whether or not the City plans on acquiring properties, principally, residential. It was explained that the City does intend to acquire some properties, but those proposed acquisitions only involve the Tenth & Spring Street intersection and the Quadrangle. It was further explained that a larger area was delineated to connect the two areas (Gateway entrance and Quadrangle) and to enable the City to formulate a comprehensive plan for redevelopment of the neighborhoods between the two areas. One attendee questioned whether or not taxes would be raised and it was explained that it was possible that taxes could increase, however, it has been the experience through several other TIF projects that the increased taxes resulting from the development in the TIF districts actually brought down the tax rate. Ms. Haller went on to state that the objective is to realize similar success with the proposed TIF project. Most of the attendees were residents of Locust Street, and they were interested in having their properties acquired. A letter of support from the Jeffersonville Township Public Library was read into the minutes (copy attached). Court Avenue Jeffersonville, IN 47130 Dear Mr. Duggins: Congratulations on the work your department has done to get the Gateway Redevelopment Project underway. Any improvements along the 10~' Street corridor will greatly enhance the image of the City of Jeffersonville, while possibly creating a spark for economic growth in conjunction with the Quartermaster Depot property. Thank you for providing the Jeffersonville Township Public Library with legal notice of the public hearing which will be held on the 20"' day of March in the Office of the Mayor of Jeffersonville. I have informed my library board of this meeting and the intent of the Jeffersonville Department of Redevelopment to seek a tax increment financing district designation for the Gateway Redevelopment Project located in and near the area of the intersection of Spring and Tenth, and including the area known as the Army Quartermaster Depot. We realize that the City must establish tax increment financing districts in order to fund the high costs of infrastructure improvements. While these districts may affect the tax assessments in the near future, the long term outlook will mean a better Jeffersonville, which is the ultimate goal. ~.Ve are supportive of the Gateway Redevelopment Project and efforts necessary to fund and to complete the project.
