Meeting Minutes
Wednesday, October 1~ 2009
The Jeffersonville Parks Authority met in regular session in the Mayor's
Conference Room in City Hall, Jeffersonville, Indiana, on Wednesday, October 1~, 2009
at 7:00 P.M. Parks Authority President Ron Grooms called the meeting to order at 7:05
P.M. Councilpersons Mike Smith, Ed Zastawny, Barbara Wilson, Nathan Samuel, and
Ron Grooms are present. Also present are: Parks Superintendent Bob Manor, Council
Attorney Greg Clark, Events Coordinator Bev Knight, Board Member Sandy Knott,
Board Member Ted Throckmorton and Deputy Clerk Treasurer Barbara Hollis. All stood
for the pledge of allegiance to the flag led my Councilperson Smith.
Councilperson Samuel made the motion to approve the agenda as presented,
second by Councilperson Wilson, passing on a vote of 5-0.
The minutes of August 10, 2009 and September 14, 2009 meetings were
presented for approval. Councilperson Samuel made the motion to approve the minutes
of the August 10, 2009 meeting as presented, second by Councilperson Zastawny,
passing on a vote of 5-0. Councilperson Samuel then made the motion to approve the
minutes of the September 14, 2009 meeting with the addition of the notation on page 2 to
note that the motion regarding Halloween candy should have been to recommend to the
Council, second by Councilperson Smith, passing on a vote of 5-0
The claim lists were presented for consideration. Councilperson Samuel made the
motion to approve the claim list dated October 1, 2009, second by Councilperson
Zastawny, passing on a vote of 5-0. Councilperson Samuel then made the motion to
approve the claim list dated October 8, 2009, second by Councilperson Wilson, passing
on a vote of 5-0.
Councilperson Grooms asked Superintendent Manor for comments regarding the
2009 budget appropriations. Superintendent Manor stated no action is necessary at this
time.
Councilperson Grooms next asked Superintendent Manor to comment on the John
Wilmot Eagle Scout Project. Superintendent Manor replied no contact has been made.
No report is available for the Multi-Use Sports/Baseball Complex. Dana Young
has asked for an appropriation number to pay for the feasibility study.
Councilperson Grooms inquired about . the Nachand Fieldhouse roof.
Superintendent Manor confirmed the roof is leaking. Repair work is scheduled for
Friday. Discussion followed with regard to a "no coolers" rule and a "no pets" rule.
Coordinator Knight recommends an Ordinance as she has concerns regarding alcohol.
Superintendent Manor has turned over funding of the Nachand Fieldhouse window
replacement to Director Urban. Superintendent Manor is in the process of getting prices
for a plaque for Shirley Hall Park. He also noted the Youth Football League needs more
parking.
Superintendent Manor reported leagues are going well. Riverstage is ready to be
moved. Superintendent Manor reviewed current activities.

Coordinator Knight reported Riverstage has been winterized and the equipment
has been stored. She is working on Halloween Downtown. There will be a Halloween
band performance. Thought is being given to having a beer garden and concert for
"Thunder". This would be a way to generate revenue. The Riverstage season will begin
the first weekend in June and run thru two weekends in August. Some fall activities are
being looked at. A car show has been discussed. Plans include doing "Smokin" again.
Councilperson Samuel feels part of the Riverstage atmosphere is to bring food and drink.
Councilperson Smith does agree there should be no pets. He does like coolers.
Coordinator Knight noted the need to talk with the Police about being more helpful
regarding alcohol. Coordinator Knight will work with Council Attorney Clark.
Coordinator Knight would like to look into vendors in front of homes. Attorney Clark
noted a whole new vendor Ordinance is being worked on. Councilperson Samuel has
heard comments regarding the cost of plays. Coordinator Knight said the plays do get the
community involved. They will be cut back. Councilperson Samuel questioned the
sponsorships. Coordinator Knight noted the same person would not be used next year.
The attendance of the various boards was discussed. It was suggested the
number on the boards be cut down. Councilperson Grooms requested a summary of
attendance. A report will be made at the next meeting.
Board Member Ted Throckmorten feels communication is poor between the
boards. Councilperson Samuel suggests having reports occasionally at Council meetings.
Councilperson Grooms suggests having reports at Council meetings from various parks.
Member Throckmorten does see advancement. He feels the system is working.
Following discussion, Councilperson Samuel made the motion to include on the City
Council Agendas an item for the Parks Authority Board to report activities at its regular
scheduled meetings, to be determined by Superintendent Manor and the Council
President, second by Councilperson Smith, passing on a vote of 5-0. Councilperson
Grooms appreciates input from Member Throckmorten.
Board Member Sandy Knott gave a power point presentation regarding park
vandalism, apologizing if anyone is offended by the graffiti. Member Knott has spent
about 25 hours in the last two weeks visiting parks and reviewing surveillance films.
Seven parks were visited. Pictures were presented and explained. Damages and repair
costs were explained. Police have been called. By the time Police arrive the offenders
have left. Nothing can be done until identifications have been made. Almost every day a
gang of 15 to 20 youths come to Bob Hedge Park. Some have been banned from the
Park. There is misunderstanding regarding allowing banned individuals to return. Good
people are being run off. Councilperson Smith suggests a meeting with the Police Chief,
Attorney, and Mayor Galligan. Member Knott feels sometime when Police arrive they
feel bothered. Councilperson Grooms asked Superintendent Manor to set up a meeting
with Mayor Galligan, Police Chief Deeringer, Attorney Clark, Member Knott, and
Councilperson Grooms, and any other Councilperson or Board Member that would like
to attend. Member Throckmorton asked about money for hiring security as the Library
has done.

Superintendent Manor informed the Authority Ricky Romans and Sara Nord are
working on an Afternoon Homework Club. Councilperson Grooms noted a National
League Of Cities website that has after school programs and activities. Councilperson
Grooms has ordered the manual. Attorney Clark suggested a link be made with Dave
Compton, Chairman of Indiana University Recreation and Park Studies. Councilperson
Grooms has not found funding, but joint ventures.
Councilperson Grooms thanked both Sandy Knott and Ted Throckmorten for their
input. It was requested that Member Knott make a presentation at the next Council
Meeting. Councilperson Samuel expressed appreciation for Member Knott bringing this
to the attention of the Authority.
