HomeMy WebLinkAbout09-14-2009Jeffersonville Parks Authority Meeting Minutes Monday, September 14, 2009 The Jeffersonville Parks Authority met in regular session in the Mayor's Conference Room in City Hall, Jeffersonville, Indiana, on Monday, September 14, 2009 at 6:00 P.M. Parks Authority President Ron Grooms called the meeting to order. Councilpersons Mike Smith, Connie Sellers, Barbara Wilson, Nathan Samuel, and Ron Grooms are present. Also present are: Mayor Tom Galligan, Parks Superintendent Bob Manor, Council Attorney Greg Clark, Events Coordinator Bev Knight, Parks Assistant Superintendent Ricky Romans, and Deputy Clerk Treasurer Barbara Hollis. All stood for the pledge of allegiance to the flag. The claim lists were presented for consideration. Councilperson Samuel made the motion to approve the claim lists dated August 12, 2009 and the claim list dated August 27, 2009, second by Councilperson Wilson, passing on a vote of 5-0. Following discussion, Councilperson Smith made the motion to approve the claim list dated September 9, 2009 with the tabling of the claim to Structural Services, second by Councilperson Samuel, passing on a vote of 5-0. The Cumulative Capital Development claims were discussed with Coordinator Knight explaining several. Riverstage revenue flow was discussed. Superintendent Manor has received quotes for Nachand Fieldhouse window replacements from Wolf Glass in the amount of $22,352.00 and Paneling Center for $208,768.92. Mayor Galligan said a feasibility study is being done for amulti-use baseball complex. Board Member Throckmorton voiced concern for Board absenteeism. He announced there will be a flag dedication at Jeffersonville High School at 9:00 A.M. on September 24, 2009. Attendance at this event is urged. Republic Bank is funding this. Board Member Throckmorton said that Riverbreeze was a wonderful event. Spring Street looks wonderful. A thank you goes to Superintendent Manor. Superintendent Manor said Youth Football has started. Riverstage had a successful year. Summer Softball made $5,000 by doing it in-house. Coordinator Knight said the Riverstage season is finished. She hopes to have the 2010 schedule complete by the end of October. Smokin will be held again next year. Councilperson Fetz arrived at 7:30 P.M. Coordinator Knight said the Louisville Orchestra would be back next year. Riverbreeze on Riverstage was very nice and well received. It is hoped to have more movies next year. Councilperson Grooms noted the need for a budget for next year. Mayor Galligan said the Monarchs played on Riverstage and were impressed with the venue. He commends the Council for investing in the sound system. Coordinator Knight said all bands that played on Riverstage were impressed with the sound system and the lights. Councilperson Samuel questions the "no coolers" rule. Coordinator Knight noted the need for an Ordinance for Riverstage to allow no coolers, no outside food, and no pets. Councilperson Samuel is concerned for the cost to families. Coordinator Knight noted the programs are free. Page 2 September 14, 2009 Assistant Romans presented and reviewed a report titled Jeffersonville Parks and Recreation Sports and Athletics Recent Activities Leagues, and Events (attached). He still has plans for a whiffel-ball league. Emergency Management Director Mindy Christian presented the report on the Nachand Fieldhouse roof that was done by Structural Services. Councilperson Smith, upon reviewing the report, said it is a good report. He would have liked to have seen the report sooner. Councilperson Smith made the motion to approve the claim to Structural Services, Inc. that was tabled earlier, second by Councilperson Samuel, passing on a vote of 6-0. Mayor Galligan would like to recognize the people that founded the original Youth Football League. Following all discussion, Councilperson Smith made the motion to recognize the founders of the Jeffersonville Youth Football Leagues with a plaque to be placed at Shirley Hall Park, second by Councilperson Samuel, passing on a vote of 6- 0. Halloween Downtown was next discussed. Councilperson Grooms voiced concern for the cost and the non-resident participation. Councilperson Fetz feels the investment is good for the community. Councilperson Zastawny arrived at 6:50 P.M. Councilperson Wilson feels Halloween Downtown should continue. Councilperson Samuel suggested asking Main Street for help. Councilperson Wilson suggested not providing candy to the merchants. Councilperson Sellers noted the need to have the merchants participate. Allowing one way was discussed. At the conclusion of all discussion, Councilperson Sellers made the motion to go ahead with Halloween Downtown paid from the Gaming Fund with a cap of $5,000 for candy, second by Councilperson Wilson, passing on a vote of 7-0. Councilperson Wilson said there is a need for a flag stand at the Ken Ellis Center. Superintendent Manor noted the stands are in the closet.
