Meeting Minutes
Monday, August 10, 2009
The Jeffersonville Parks Authority met in regular session in the Mayor's
Conference Room in City Hall, Jeffersonville, Indiana, on Monday, August 10, 2009 at
7:00 P.M. Parks Authority President Ron Grooms called the meeting to order at 7:00
P.M. Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara
Wilson, Nathan Samuel, and Ron Grooms are present. Also present are: Parks
Superintendent Bob Manor, Board Member Ted Throckmorton, and Deputy Clerk
Treasurer Barbara Hollis. All stood for the pledge of allegiance to the flag led my
Councilperson Smith. Councilperson Grooms welcomed David and John Wilmot, noting
the accomplishments of John Wilmot.
Councilperson Zastawny made the motion to approve the agenda with the
addition of a defibrillator demonstration by Councilperson Smith, second by
Councilperson Sellers, passing on a vote of 7-0.
The minutes were presented for approval. Councilperson Wilson made the
motion to approve the minutes of June 8, 2009 as presented, second by Councilperson
Samuel, passing on a vote of 7-0. Councilperson Zastawny then made the motion to
approve the minutes of July 13, 2009 as presented, second by Councilperson Wilson,
passing on a vote of 7-0.
The claim lists were presented for consideration. Following discussion,
Councilperson Samuel made the motion to approve the claim lists dated July 30, 2009
and August 6, 2009, second by Councilperson Zastawny, passing on a vote of 7-0.
Upon review of the 2009 Parks appropriations, Councilperson Grooms asked
Superintendent Manor if there was enough part-time money appropriated.
Superintendent Manor replied there was.
Superintendent Manor said the facilities are in good shape. He reported those that
went to Cooperstown were impressed.
Board Member Throckmorton said that Bob Potter wanted to compliment
Superintendent Manor on the new roof at Nachand Fieldhouse. Board Member
Throckmorton wants to compliment Councilperson Smith for the weed spraying he has
done. The island at 14th and Spring Street has been taken care of. Eastern Blvd. Island
needs some attention. The sidewalks in front of the Waiz property on Court Avenue are
an eyesore. Board Member Throckmorton asks if the plaque in Warder Park has been
taken care o£ The landscaping at the 8th and Nachand Park is on the Beautification list.
Following the voicing of other concerns, Board Member Throckmorton said everything is
progressing. Councilperson Grooms said the Advisory Board Members are always
invited to comment. Some concerns voiced are not under the authority of the Parks
Authority. Councilperson Sellers suggested some of these concerns should be taken to
the Board of Public Works and Safety. Councilperson Grooms does appreciate Board
Member Throckmorton's comments.
Superintendent Manor reported the concrete is ready to be poured at Shirley Hall
Park. The All Sports Camp went well with 58 participants. More than 300 kids have
registered for football. Estimates for window replacement at Nachand Fieldhouse were

discussed. Councilperson Smith questioned the need to be able to open the windows. A
committee to review the replacement of windows was appointed. Members are
Councilperson Smith, Superintendent Manor, Bob Potter and Ted Throckmorton.
Councilperson Fetz made the motion to refer the project to the Facilities Advisory Board,
second by Councilperson Sellers, passing on a vote of 7-0. Councilperson Samuel voiced
concern for meeting attendance.
No Commission Advisory Board report was given.
A temporary permit is being worked on for the LST. All is going well at
Riverstage. The flag at the overlook was discussed. The LST is scheduled for August
21-30, 2009. Riverstage productions have had good crowds.
Mr. John Wilmot reported he has discussed with Kevin Vissing the placement of a
25ft. flagpole, a boulder garden and bench for Kyle Vissing Park as an Eagle Scout
project. He plans to request donations. Light options are being looked into.
Councilperson Grooms noted Kevin Vissing does not run the Park, Mr. Manor does. He
sincerely appreciates all that Mr. Wilmot is planning to do. He does like the plan.
Following all discussion, Councilperson Sellers made the motion to support the John
Wilmot project for a flagpole, landscaping and improvements to Kyle Vissing Park,
second by Councilperson Zastawny, passing on a vote of 7-0. Reports were requested.
Mr. Wilmot reported on his trip to Grammy Camp in Los Angeles, CA.
A short review of the Ohio River Greenway Commission's policy for memorials
was given. The City of Jeffersonville legislative body must approve any memorial.
Councilperson Smith, referring to a presentation made by Board Member Sandy
Knott at a previous meeting, gave a demonstration on the same model deliberator that is
used by Yellow Ambulance. Mike Ross from Yellow Ambulance will get prices. He
feels the Good Samaritan Act would protect against lawsuits. Councilperson Smith
intends to go the Police and Fire Departments for donations. Councilperson Grooms
requests Councilperson Smith coordinate this effort with Superintendent Manor and the
Facilities Committee.
Deputy Clerk Treasurer Hollis explained the need for the amendment to the Petty
Cash Ordinance. The Budget notice and required meetings dates were presented.
Councilperson Grooms noted he is to get the budgets this week. Councilperson Sellers
noted all Council want to be involved. The Finance Committee will review the budgets
first. Available money for Park capital purchases was discussed.
Councilperson Wilson discussed a Community Service Appreciation Award for
Scout Brent Mode. All are fine with some form of recognition.
Councilperson Samuel has a City Flag his son is to hang in his room at college.
He asks all Council to sign.
Councilperson Grooms hopes Board Member Throckmorton is not offended. He
hopes he keeps coming to the meetings.
