HomeMy WebLinkAbout07-13-2009Jeffersonville Parks Authority Meeting Minutes Monday, July 13, 2009 The Jeffersonville Parks Authority met in regular session in the Mayor's Conference Room in City Hall, Jeffersonville, Indiana, on Monday, July 13, 2009 at 7:00 P.M. Parks Authority President Ron Grooms called the meeting to order at 7:05 P.M. Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Nathan Samuel, and Ron Grooms are present. Also present are: Mayor Tom Galligan and Parks Superintendent Bob Manor. All stood for the pledge of allegiance to the flag. Following discussion, Councilperson Fetz made the motion to approve the agenda as presented, second by Councilperson Wilson, passing on a vote of 7-0. The claim lists were presented for .consideration. Councilperson Fetz made the;..- motion to approve the claim lists dated June, 2009 and July 2, 2009, previously preapproved, second by Councilperson Zastawny, passing on a vote of 7-0. Councilperson Wilson would like to see a breakdown of the income and expenses associated with summer programs and events. Councilperson Wilson made the motion to approve the claim list dated July 9, 2009, second by Councilperson Zastawny, passing on a vote of 6-0-1. Councilperson Samuel abstained. Superintendent Manor reported the Fieldhouse roof is finished. The Shirley Hall Park building is being painted. The painting of the backside of Riverstage was discussed. Councilperson Smith would like to get it painted prior to the LST arriving. Advisory Board Member Ted Throckmorten voiced concern for the windows on the west side of the Fieldhouse. Superintendent Manor was asked to get some bids on replacing the windows. They will most likely have to be done in stages. A group will be going to Cooperstown to visit a facility. Councilperson Fetz has talked with Superintendent Manor regarding using part- time laborer funds to hire afull-time laborer. This request will come to the Council at the next meeting. Superintendent Manor asked for approval of a claim for the swim meet to be held this next Saturday. Councilperson Smith made the motion to approve the claim as presented, second by Councilperson Samuel, passing on a vote of 7-0 Superintendent Manor explained the problem of having only one credit card with a limit of $5,000. This is not high enough during summer programs. An additional credit card is requested. It was suggested the department have a credit card for the 204, 215, and 217 funds. The credit card Ordinance will be amended. Mr. John Woehrle explained his program of donating $10,000 a year on a three- year program for the ballpark. The intention is half is to be used for improvements and the other half for maintenance of the park. Mayor Galligan praised John and Shirley Woehrle for their donations to the community. All expressed their appreciation to Mr. and Mrs. Woehrle. Brent Mode of Boy Scout Troop 1 gave a report to the Board of his project to clean the Vissing Park Cemetery. Scout Mode presented and reviewed pictures of the cemetery before, during, and after the clean up. Each step was explained. Scout Mode was asked to present this at a Council meeting. July 13, 2009 Page 2 It has come to the attention of Councilperson Grooms there is not a policy for the rental of the Park at Preservation Station. The building is controlled and rented by Jeff/Clark Preservation. Councilperson Fetz made the motion to revise the rental policy to include Preservation Park at the same rental rate as others, second by Councilperson Sellers, passing on a vote of 7-0. Parks Advisory Board Chair Ted Throckmorton and Co-chair Sandy Knott hope that Councilpersons are reading the Advisory Board minutes. Ms. Knott noted the need for landscaping the triangle at 8`h and Nachand. It has been discussed a sign noting Jeff GRC Little League championships be placed here. The sign is expected to cost $600, with plantings to cost about $1,350. The request is for funding. Councilperson Wilson suggested Peggy Duffy of City Pride be contacted. Another concern is for the purchase of portable defibrillators for many of the facilities. Ms. Knott has received a quote. It was suggested that Yellow Ambulance be contacted for purchase at their price. Councilperson Smith will contact Yellow Ambulance for a donation. Superintendent Manor was asked to coordinate this with Councilperson Smith and Ms. Knott. Ms. Knott has contacted the F.O.P. and intends to contact the Firefighters Union for donations to this project. Councilperson Grooms related a decision of a homeowner's organization to place one at their pool and the organizations voted against. Liability concerns were voiced. Ms. Knott noted the need for a historical marker at Preservation Square where the City Building used to be. Also there is a need for a sign at the Thomas Jefferson statue in Warder Park. Mayor Galligan said this was designed for a fountain. Mayor Galligan will get designs. Mr. Ted Throckmorton expressed concerns for advertising signs placed in the right-of--ways. Councilperson Zastawny agrees. Councilperson Sellers noted signs are picked up continually. Mr. Throckmorton also expressed concern for the unkempt islands near the strip mall at 14`h and Spring Street. He is also concerned about the weeds in the bricks on Spring Street. He also visited the Aquatic Center, which is a beautiful facility, and is concerned for the big advertising signs. He feels these detract from the beauty of the facility. Mayor Galligan explained the City Partnership Program for major contributors. This is the only way to keep funding up for several projects. Mr. Throckmorton is asking that the City be more attune to what we have and keep them up. Councilperson Grooms does think it is ugly but does understand the need. He appreciates what the Advisory Boards do. Councilperson Grooms said the City is always looking for money to do projects. Councilperson Fetz said the Board of Directors of the Howard Steamboat Museum might be interested in a partnership to develop the land in the back of the Museum with grant money for a storage building. He requests the Council attend the next meeting. Ms. Knott will attend the meeting. Councilperson Samuel questions if there has been thought to a Gospel Group at the Riverstage. Mayor Galligan said there has been one. July 13, 2009 Page 3 Councilperson Smith assured Mr. Throckmorten that he does read the minutes and feels other Councilpersons do also. Councilperson Smith requests flags for the inside of the Ken Ellis Center. Councilperson Wilson said there is a flag there. Councilperson Smith said the weeds on Spring Street are bad. He has talked with Street Commissioner Hosea who said they were sprayed. Councilperson Smith is going to spray the weeds himself. Mayor Galligan said the City waters the flowers downtown and he would hope the business owners could take care of them. Councilperson Wilson thanked Superintendent Manor for the new flag in Warder Park. She suggests the placement of the advertisement signs at the Aquatic Center be changed to the front of the building. Councilperson Fetz relayed a message of appreciation from the Steamboat Museum Board for all that the Parks Department does to help. Councilperson Fetz asked about using the portable restroom at Riverstage. Mayor Galligan will look into getting the equipment necessary to service them over the weekend. The activity at Riverstage has been phenomenal. The attendance keeps growing -applause to the Parks Department. Mayor Galligan does get a lot of compliments. Councilperson Fetz noted the need to get a plan for maintaining the Riverstage during the off-season. There is a need to paint the backside. Councilperson Zastawny has been passing out the Riverstage schedule in his neighborhood, suggesting others do the same. He does read the Advisory Board minutes and assumes the concerns are being taken care of. Councilperson Zastawny attended the triathlon for kids and reported it is awesome and growing each year. There was a small problem with the timing. He feels all local VFW's in the area be notified of the LST. Councilperson Zastawny received a call regarding an Eagle Scout project at Kyle Vissing Park. Superintendent Manor said there is an ongoing Eagle Scout project at that Park. Councilperson Grooms talked to John Wilmot, father of the Eagle Scout that is doing the Kyle Vissing Park project, explaining his talented activities. Mayor Galligan will talk with Kevin Vissing. The Scout will be asked to attend a meeting. Councilperson Grooms feels the restroom trailer should be at Riverstage. He hears a lot of comments about the need for the sale of bottled water at Riverstage. Another complaint Councilperson Grooms has is that mid-afternoon on Saturday during Smokin all trashcans were full. We are in the entertainment business and should not close at 5:00 on Friday. Mayor Galligan noted the need to get a packer in the area. He will take care of the situation. Ted Throckmorten said one of the finest, maintained and underused parks is Oglesby Park. Councilperson Fetz has been looking into basketball goals at that Park, and Mayor Galligan has agreed. Deputy Hollis explained a situation that arose last week regarding the charging of admission for a planned trip. The credit card was at the limit. A check was written for $1,345 to Holiday World. Councilperson Sellers made the motion to approve the claim as explained, second by Councilperson Wilson, passing on a vote of 7-0.
