MERIT COMMISSION
MINUTES
MEETING
September 10, 2009
OPENING
The September 10, 2009, meeting of the Jeffersonville Police Department Merit was held
the City Council Chambers, Room 101, City Hall, Jeffersonville.
THE PLEDGE
The President led the Merit Commission and attendees in the Pledge of Allegiance.
CALL TO ORDER and ROLL CALL
The President formally called the meeting to order, and requested the Secretary call the
Roll. Those present were members Conrad Moorer, Thomas Bodine, Monty Snelling, Stuart
Robertson and Judith De Simone. Also present: Assistant Police Chief Mike Pavey and FOP
President Joe Hubbard.
APPROVAL OF AGENDA
President Moorer asked if there were any additions or corrections to the Agenda. There
were none and the Agenda was approved on a Motion made by Commissioner Snelling and
seconded by Commissioner Robertson.
NEW BUSINESS
President Moorer informed the Commission that the meeting has been legally advertised and
posted. Commissioner De Simone entered the Affidavit of Publication into the record.
The Commissioners discussed the Proposed Rules and Procedures. FOP President Joe Hubbard
informed the Commission the FOP and Administration have reviewed the Rules and Procedures
and agree to the proposed changes. After review and discussion of the Rules and Procedures, the
following changes were recommended to the Commission for approval and adoption.
Rule and Procedure # 1: Applicant Qualifications
I. Application:
The Commission discussed the Application process. Assistant Chief Pavey informed the
Commission that all personnel matters and records are no longer located in the Chief's office and
are now located in the Department for Human Resources. Assistant Chief Pavey recommended
the Application for Employment be obtained and returned to the Department of Human
Resources.
II. Qualifications:
The Commission discussed the Qualification process. Assistant Chief Mike Pavey
recommended the phrase "and an Indiana resident" be deleted. The Commission
recommended the phrase "and an Indiana resident" be deleted. Assistant Chief Pavey
advised the applicant is given 90 days after appointment to become a resident.
III. Educational Requirements
The Commission discussed the Educational Requirements. Assistant Chief Mike Pavey
recommended to the Commission that provision be allowed to include home-school
education accreditation.
Rule and Procedure #2: Selection of Applicants
II. Background Investigations:
The Commission discussed Background Investigations. The initial background check is
to be an NCIC background check. President Moorer informed the Commission a more
thorough background check is conducted later in the application process.
Assistant Chief Pavey requested a review of the order of the application process.
President Moorer informed the Commission a review of the order of the process would
be conducted at the conclusion of the review of the Rules and Procedures.
VII. Special Composite Score Adjustments
The Commission discussed Special Composite Score Adjustments. FOP President Joe
Hubbard recommended the Commission add points if the applicant has a Bachelor and/or
Masters Degree. Commissioner Snelling recommended using the Composite Score X
1.020 to equal the Adjusted Composite Score.

VIII. Applicant Eligibility List
The Commission discussed the Applicant Eligibility list. Both Assistant Chief Mike
Pavey and FOP President Joe Hubbard questioned requiring an Applicant to take a
physical exam before they take the Agility Test. They said that in the interest of time,
they recommended the Applicant sign a Waiver of Liability prior to taking the physical
fitness test.
The Commission reviewed the Order for Application. It was determined the order shall be as
follows:
1. Review of Applicants
2. Background Investigations -Initial NCIC investigation
3. General Aptitude test
4. Testing Assistance for Applicants
5. Personal Interviews
Rule & Procedure #3: Prohibited Political Activity
Commissioner Robertson informed the Commission that it is important the Applicant process
not be politicized. Assistant Chief Pavey advised the Commission that political activity is
addressed in the JCP Standard Operating Procedures.
Rule and Procedure #6: Promotion within the Police Department
II. Promotion Examinations
The Commission discussed Promotion Examinations. It was recommended that the
language "or with time bridged from equivalent Department be deleted. FOP President
Joe Hubbard informed the Commission to add the language "five (5) years with the
department and two (2) years in current rank.
Probationary Promotion
The Commission discussed Probationary Promotion. The Commission will submit 3
names to the Chief. The Commission will rank the names.
On motion of Commissioner De Simone, and second by Commissioner Robertson, the
Commission voted unanimously to make the "Notice to All Persons Affected by or Interested in
the Adoption and Content of Rules and Procedures of The Jeffersonville Police Department
Merit Commission, and Notice of Public Hearing on Their Consent and Adoption"apart of the
official record and meeting minutes.
OTHER ACTION /COMMENTS /PUBLIC COMMENTS
President Moorer inquired whether the Commissioners had further comments or items to
address, and with no such suggestions, he called for public comments. No public comments
were made.
ADJOURNMENT
There being no further business, a motion for adjournment was made by Commissioner
Bodine, seconded by Commissioner Snelling, and the Motion was approved unanimously. The
meeting was adjourned at 7:42 p.m. The next "regular" meeting is scheduled for September 14,
2009, at 5:00 p.m.
