HomeMy WebLinkAbout08-20-2009JEFFERSONVILLE POLICE DEPARTMENT MERIT COMMISSION MINUTES MEETING August 20, 2009 OPENING The August, 2009, meeting of the Jeffersonville Police Department Merit Commission was held on August 20, 2009, in the City Council Chambers, Room 101, City Hall, Jeffersonville. A meeting previously scheduled for August 13`h had been rescheduled for lack of proper public notice. THE PLEDGE The President led the Merit Commission and attendees in the Pledge of Allegiance. CALL TO ORDER and ROLL CALL The President formally called the meeting to order, and requested the Secretary call the Roll. Those present were members Conrad Moorer, Thomas Bodine, Monty Snelling, Stuart Robertson and Judith De Simone. APPROVAL OF AGENDA President Moorer asked if there were any additions or corrections to the Agenda ,and by Motion made by Stuart Robertson, seconded by Judith De Simone, the Agenda was approved, with modification simply that discussion of the proposed rules be taken up as the last item. APPROVAL OF MINUTES: Minutes of the July 9, 2009 meeting, had been previously provided to members. By motion made by Judith De Simone, and seconded by Monty Snelling, the minutes were unanimously approved. OLD BUSINESS Monty Snelling moved that Sharon King be approved as the designated clerical assistant to the Merit Commission. Stuart Robertson seconded the motion, and the appointment was unanimously approved. NEW BUSINESS 1. President Moorer reported that he had submitted a tentative budget of $32,200.00 to the Jeffersonville City Council in order to meet their deadline requirements. This sum was slightly more that discussed at the July 9, 2009 meeting in view of other financial The Stuart Robertson moved that these specific line items be approved for confirmation of formal submission of the budget for the Merit Commission: For attorney, $10,000.00; for the Commissioners, $6,000.00; for Supplies, $5,000.00; for Education and Travel, $6,000.00; for Miscellaneous, $4,000.00; and for Secretarial / Clerical assistance, $1,200.00. The total budget requested is $32,200.00. Monty Snelling seconded the motion and the proposed budget was unanimously approved and confirmed. 2. President Moorer reported that the Merit Commission had been provided with a Grievance filed by members of the Fraternal Order of Police, requesting review of a decision of the Jeffersonville Police Department Administration upholding two recent corporal promotions. Stuart Robertson moved to table that issue until formal approval of the Rules and Procedures of the Merit Commission. Thomas Bodine seconded that motion, and the grievance issue was tabled by unanimous approval. 3. The Commissioners discussed in detail the Proposed Rules and Procedures incorporated in the draft "Rules" provided by Attorney Braun. Several modifications and additions were suggested. Stuart Robertson recommended approval of the draft attached to these minutes, and Thomas Bodine seconded the motion. The Merit Commission unanimously approved this draft, which will be presented to the Jeffersonville Police Department, the Fraternal Order of Police and to the public, before a public hearing for comments and suggestions, after at least a ten day notice. The regularly scheduled meeting of September 10, 2009, at 6:00 p.m. will be the date for public comments on the proposed Rules and Procedures. The "regular" September meeting will be held on September 14, 2009 at 5:30 p.m. OTHER ACTION /COMMENTS /PUBLIC COMMENTS President Moorer inquired whether the Commissioners had further comments or items to address, and with no such suggestions, he called for public comments. None were forthcoming. ADJOURNMENT There being no further business, a motion for adjournment was made by Monty Snelling, seconded by Thomas Bodine, and the Motion was approved unanimously. The meeting was adjourned. The next "regular" meeting is scheduled for September 14, 2009, at 5:30 p.m. The meeting date of September 10, 2009, at 6:00 p.m. has been designated the date and time for the "public" meeting, where public comments may be made on the proposed Rules and Procedures of the Jeffersonville Police Department Merit Commission.
