City Hall Planning & Zoning Conference Room
The Common Council of the City of Jeffersonville met in Special Session on Wednesday,
September 2, 2009. Council President Connie Sellers called the meeting to order, and on
call of the roll those members present were: Councilpersons Mike Smith, Ed Zastawny,
Connie Sellers, Barbara Wilson, Ron Grooms, and Nathan Samuel. Absent was Keith
Fetz. Also present was Deputy Clerk Treasurer Barbara Hollis.
Annexation Implementation
Planning and Zoning Director Jim Urban noted the need to discuss services and employee
needs for 2010, due to annexation. Councilperson Samuel asked if Police and Fire
protection is planned to start in the Oak Park Annexation area January of 2010. Director
Urban noted it is anticipated the Sheriff's Department would stop patrolling and respond
to emergencies after January 1, 2010. Councilperson Grooms thought the purpose of this
meeting was to discuss Police station funding. Director Urban said it was his intention to
provide that information to the Finance Committee on Friday. Councilperson Grooms
noted there seems to be a misunderstanding as the Police Merit Board is in attendance.
Council President Sellers requests she be contacted for an agenda for special meetings.
Councilperson Samuel questioned the start date for new Police and Fire. Director Urban
believes the plan is for 13 additional Police and 6 additional Fire. Councilperson Smith
believes there are only 3 Fire left to hire. Director Urban believes Mayor Galligan wants
to hire 6. Other requests for additional employees are: a technician for Vehicle
Maintenance, one new code enforcement officer and move one part-time to full-time in
the Building Commission Department, move the IT intern to full time, and 4 drivers and
2 laborers in Sanitation for the last quarter of 2010. Councilperson Samuel noted the
need to be careful what is being told to the residents in .the newly annexed area. Director
Urban suggested putting in for 10 Police so as to be able to go down to 6. Councilperson
Zastawny reviewed a system used by code enforcement in West Lafayette. Service calls
are tracked. He would like to see the system here.
Deputy Hollis presented a claim to Structural Services, Inc. in the amount of $1,950.00
for an engineering report for Nachand Fieldhouse. Following discussion it was decided
to place the claim on the next list. Councilperson Smith would like to see the report.
Councilperson Zastawny noted the West Lafayette code enforcement is under the Police
Department. Council President Sellers reviewed a recent incident where it was good to
have a Police officer.
Councilperson Samuel made the motion to adjo 6:45 P.M.
