HomeMy WebLinkAbout2009-R-09Resolution 2009-R- A RESOLUTION REPLACING RESOLUTION 2008-R-39 REQUIRING THE CITY OF JEFFERSONVILLE, INDIANA TO UNDERTAKE STEPS TO OPERATE EXECUTIVE AND LEGISLATIVE GOVERNMENT IN A "EARTH FRIENDLY, RESPONSIBLE" MANNER AND FASHION. WHEREAS, one of the many functions of the legislative branch of City government is to adopt resolutions and ordinances which set forth guidelines, edicts and mandates for the citizens of Jeffersonville, Indiana which are designed to provide safety and welfare for those citizens. WHEREAS, the process of government debate, and all facets of government function requires that ordinances and resolutions be proposed, reviewed, amended and debated by the body politic; along with numerous amounts of other documentation. WHEREAS, effective government requires a free flow of information and compromise which can and does result in amendments and changes to ordinances and resolutions; WHEREAS, this process generates a substantial amount of paper inasmuch as copies are provided to council members, the clerk treasurer, the city's attorney, the media and the general public; WHEREAS, the production of paper requires the destruction of trees and the manufacturing creates pollution and sub-products that are harmful to the environment. WHEREAS, the members of the Jeffersonville City Council have access to computers and each member has a City of Jeffersonville sponsored e-mail address. Moreover, the clerk-treasurer's office has the ability to scan documents in to a PDF file and / or other files which can be transferred electronically which precludes the need for paper; WHEREAS, for the safety and welfare of the citizens of Jeffersonville, Indiana, the United States, and the world, if the City Council of Jeffersonville forgo the use of paper as it relates to those items customarily provided in what is commonly known as the City Council Packet, Parks Authority Claims and Meeting Minutes and any other communications that can be transferred electronically. THEREFORE, BE IT RESOLVED THAT: A. The Jeffersonville City Council will reduce the amount of paper it uses, by accessing and promoting the use of electronic files, where possible, and work towards the goal of being a mostly "Paperless" legislative body; B. Any and all documents presented to the City Council shall be scanned and e- mailed to and / or placed upon disk, or other device and provided to each member of the Council; C. That any entity, person or persons that request to be placed on the agenda of the City Council shall submit their information, presentation and / or other associated material in one of the following means to the Jeffersonville City clerk Treasurer: • E-Mail • Disk or other electronic device Any entity or persons that lack the ability to provide this information in said format shall submit one (1) copy only to the office of the Clerk Treasurer and the clerk Treasurer shall then scan said material and e-mail to City Council members. The Clerk Treasurer will instruct those entities or persons handouts will not be permitted at the City Council meetings during their presentation. Those presenting will be required to utilize the audio visual equipment provided by the City of Jeffersonville. D. The City Council supports the Mayor in his requiring that any and all departments of city government to purchase recycled and / or re-manufactured paper products. That any letterhead, business cards, stationary, envelopes, etc. purchased by the city be of a recycled or re-manufactured paper product. E. F. The Clerk Treasurer will forgo the practice of printing copies of the City Council meeting agenda's for general public handouts and continue to display all meeting agenda's and items via the monitors in the City Council Chambers. G. The Clerk Treasurer will provide e-mail or electronic version only of these documents for the members of the media. Severability Clause: Should any section, paragraph, sentence, clause or phrase of this resolution or its application to any person or circumstance, be declared unconstitutional or otherwise invalid for any reason, or should any portion of this resolution be preempted by state or federal law or regulation, such decision or preemption shall not affect the validity of the remaining portions of this resolution or it's application to other persons or circumstances. This resolution shall be in full force and effect from and after its passage and approval. Voted Against: Passed this `~ ~~ day of ~ ~ ~ , 2009.
