City Hall Council Conference Room
The Common Council of the City of Jeffersonville met in Special Session on Monday,
June 15, 2009. Council President Connie Sellers called the meeting to order, and on call
of the roll those members present were: Councilpersons Mike Smith, Ed Zastawny,
Keith Fetz, Connie Sellers, and Nathan Samuel. Councilperson Grooms arrived at 5:45
p.m. Councilperson Barbara Wilson was absent. Also present was Chief Deputy Clerk
Treasurer Suzy Bass.
Anne Cottingim, Associate Executive Director for IACT, a~peared before the Council to
discuss the difference in structure between 2na and 3r class cities. Some of the
differences she spoke of included: 2na class Cities had a population of 35,000 up to
599,999. There are 19 2na class cities and one 1St class city. 2na class cities: have an
elected City Clerk; a Controller who is appointed by the Mayor; the competitive bidding
threshold for Public Works contracts are $75,000.00 from $50,000.00 for 3ra class cities;
there are nine (9) Council members; and the Council President would reside at Council
Meetings. There is no difference in funding for 2na or 3ra class cities as it is dependent on
population. However, there is a separate sales tax (CRED) that may be adopted by a 2na
class city. Ms. Cottingim said that the 1St step to becoming 2na class, after reaching the
population threshold, would be an ordinance passed by the Council. She was not sure
when this needed to be completed but will check and get back with Council President
Sellers. Ms. Cottingim then gave out some information about `Entitlement Cities' with
numbers for Council members to call for further information.
The Council thanked Ms. Cottingim for the helpful presentation.
