HomeMy WebLinkAbout12-06-1996COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE~ INDIANA DECEMBER 6, 1996 The Common Council of the City of Jeffersonville met in special session in the Mayor's Conference Room in the City-County Building, Jeffersonvllle, Indiana, at 12:00 noon on the 6th day of December 1996. The meeting was called to order by Mayor Thomas R. Galligan, with Deputy Clerk Barbara Hollis at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councllperson Ron Ellis gave the invocation. He then asked all those present to Join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Donna M. Frantz, Peggy Knight Wilder, Barbara Wilson, Andrew Williams III, and Vicky Conlln. Absent: None. Ordinance No. 96-OR-99, An Ordinance Fixing Basic Salaries Of Elected Officials Of The City Of Jeffersonville, Indiana For The Year 1997 was introducted. Councilperson Perkins made the motion to pass Ordinance No. 96-OR-99 on the first and second reading, seconded by Counclt President Williams. As some of the Council did not receive a packet, Councilperson Perkins explained the Ordinance represents a three and one half percent increase for the Judge, no raise for the City Council, no raise for the Clerk Treasurer, and between a five to eight percent increase vote on this until she payment away from the for the Mayor. Councllperson Wilson cannot find out the legalities of taking the sewer Clerk Treasurer. Following all discussion, Ordinance No. 96-OR-99 passed on the first and second readings with the following roll call vote: Ayes: Councllpersons Conlin, Perkins, Ellis, and Williams. Nays: Councllpersons Frantz, Wilson, and Wilder. Attorney Sedwick explained Ordinance No. 96-OR-1~0~ An Ordinance Amending Certain Portions Of Section 1 Of Ordinance No. 96-OR-53 (Department of Finance and Department of Mayor). This will allow an employee to be paid from the Clerk and Treasurer's Office for the first three months of 1997 and from the Mayor's Office for the last nine months of 1997. There followed discussion regarding the situation in the Clerk Treasurer's Office, the need for a personnel employee, and the transition. Deputy Suzy Bass told the Council she thought the idea of the consulting firm was to determine whether the Clerk Treasurer's Office can operate with three employees. The representative of the consulting firm indicated they could not, but did make other recommendations. Deputy Bass is concerned many of these changes either cannot be made at all, or those that can be made PAGE 3 DECEMBER 6, 1996 could be done in ninety days. There is concern by all to have funds in place for the employee in question. Councilperson Ellis feels ninety days would be a fair transition period and it would be wise to evaluate at the end of the ninety days. At the conclusion of all discussion, Councllperson Perkins made the motion to suspend the rules for Ordinance No. 96-OR-100, seconded by Councilperson Ellis, failing on a vote of 6-1 with Councilperson Conlin voting in opposition. Council President Williams then made the motion to pass Ordinance No. 96-OR-100 on the first and second readings, seconded by Councilperson Ellis, passing on a vote of 6-1, with Councllperson Conlin voting in opposition. Deputy Mayor McCauley asked the Council to keep in mind transition funds may be needed. Attorney Sedwick Amending Certain (Animal Shelter). reintroduced Ordinance No. 96-OR-95, An Portions Of Section 1 Of Ordinance No. Councllperson Wilder feels money should know what the concerns are unless they expressed to him. Councllperson Frantz asked if there will be a new director. Mayor Galligan explained after the shelter is built there will be a new Ordinance 95-OR-25 not be spent until it is in place. Mayor Galligan explained this is a labor intensive operation. Councilperson Perkins noted the animal shelter will still spend less than was appropriated. Councllperson Wilson feels there is a need to sit down with the Shelter Manager. She does not feel the Council knows what is going on. Mayor Galllgan thought it was very clear the City was trying to buy property and build when the non-reverting fund was set up. Councilperson Frantz asked if the Human Society and the committee will have a say. Mayor Galligan has no problem with recommendations, but has a tough time with personality clashes and character assassanlnations. Councllperson Wilder said this is not based on character assassination but on what she has been told. Councllperson Perkins made the motion to pass Ordinance No. 96-OR-95 Councilperson Ellis, following roll call Ayes: Councilpersons Conlin, Perkins, Ellis, and Williams. Nays: Councllpersons Frantz, Wilder, and Wilson. Attorney Sedwick reintroduced Ordinance No. 96-OR-96, An Ordinance Transferring Funds Within Same Department (Animal Shelter). Councilperson Ellis made the motion to pass Ordinance No. 96-OR-96 on the first and second reading, seconded by Councilperson Conlin passing on the first and second reading on the following roll call vote: Ayes: Councilpersons Conlin, Perkins, Ellis, and Williams. Nays= councilpersons Frantz, Wilder, and Wilson. Deputy Mayor McCauley received a call indicating the Sodrell property can be purchased by the City for $50,000. There have been two appraisals on the property, one was for $80,000 and the other was for S90,000. They are willing to sell at the reduced amount for tax advantages, therefore the timing of the sale is imperative. It is the intent to use the funds from the this property. Mayor Gattigan sees and the street department on this Sprint Spectrum lease to purchase the animal shelter, the K-9 unit, property in the future. Ordinance No. conclusion of all discussion, Ordinance No. 96-OR-98~ An Ordinance Designating Funds For The Jeffersonvllte-Clark County Animal Shelter Building And Capital Improvement Non-Reverting Fund was introduced. Councllperson Perkins made the motion to suspend the rules for 96-0R-98~ seconded by Councilperson Conlin, passing Councilperson Perkins then made the motion to pass 96-0R-98 on all three readings, passing unanimously. Councllperson Frantz feels the Council needs to made a decision regarding the funding of the Clark County Health Care Clinic. There is a need to involve all other entities in the County. She would like to see funding put in the next budget. One of Councltperson Perkins' pet turned down by the County, subsidize funding programs peves is that when requests for funds get the City is asked and the City taxpayers for all of the County. He feels this should be on the county tax rate. Councilperson Ellis would like to see a one cent rate on each taxing unit for this as they serve the working poor. Councilperson Conlin feels there is a need to support this and there is also a need to look into the homeless situation. Council President Williams will draft a letter to other municipalities. Resolution No. 96-R-49, A Resolution To Advertise For An Additional Appropriation was introduced. made the motion to pass Resolution No. Councilperson Conlin, passing unanimously. Councitperson Perkins Resolution Honoring Mr. and Mrs. Councilperson Perkins 96-R-49, seconded by introduced Resolution No. 96-R-50, A Mason on the occassion of their 50th PAGE 6 DECEMBER 6, 1996 wedding anniversary. He The Port. Councilperson Perkins made No. 96-R-50, seconded by Council unanimously. Councilperson Ellis said he, also requests they receive the Commodore Of the motion to pass Resolution President Williams, passing as well as others, are going to San Antonio this weekend for the National League of Cities conference. He previously attended a conference in Washington D.C. which he found very enlightening. He is hoping this trip will do the same. Councltperson Frantz, speaking in regard to the Elected Officials Salary Ordinance, explained her no vote was not that she did not agree with the increase in the Mayor's salary but does agree with Councilperson Wilder that the Clerk and Treasurer's salary be increased by three and one half percent. She does agree to eliminate the Clerk and Treasurer's pay from the Sewer Department. Councllperson Conlin explained a letter from Parkview Psychiatric Unit regarding a charge for hauling leaves. This has been a comedy of errors. She would like the Council to read over the information and she will bring this up at the next meeting. As he will not be attending the next meeting, Council President Williams would like to made some comments regarding Phil McCauley. Council President Williams feels the Revolving Loan Fund is being used effectively and he appreciates the work Phil has done. Mayor Galligan agrees this has been a "big shot in the arm", and Phil has done an excellent Job.
