Meeting Minutes
Monday, March 9, 2009
The Jeffersonville Parks Authority met in regular session in the Mayor's
Conference Room in City Hall, Jeffersonville, Indian, on Monday, March 9, 2009 at 7:00
P.M. Parks Authority President Ron Grooms called the meeting to order at 7:05 P.M.
Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Barbara Wilson, Nathan Samuel,
and Ron Grooms are present. Also present are: Mayor Tom Galligan, Parks
Superintendent Bob Manor, Council Attorney Larry Wilder, Josh Hillman from Jacobi,
Toombs and Lanz, and Deputy Clerk Treasurer Barbara Hollis. All stood for the pledge
of allegiance to the flag.
The minutes of the February 9, 2008 meeting were presented for approval.
Councilperson Samuel made the motion to approve the minutes as presented, second by
Councilperson Wilson, passing on a vote of 6-0.
The claim lists were presented for consideration. The sewer and water charges for
the Aquatic Center were. discussed. At the conclusion of all discussion, Councilperson
Zastawny made the motion to approve the claim list dated February 26, 2009 in the
amount of $9,821.32 and the claim list dated March 5, 2009 in the amount of $11,084.89
with the posting corrections of the sewer and water claims for the Aquatic Center, second
by Councilperson Samuel, passing on a vote of 6-0.
Following review of the 2009 Budget Appropriations Superintendent Manor was
asked to get with Suzy Bass, Barb Hollis, and Hona to make appropriate transfers so the
Salary Ordinance matches the Budget.
Councilperson Grooms presented and reviewed Parks Authority Resolution No.
2009-R-1, A Resolution To Adopt A Park Memorial Program Policy. Councilperson
Samuel appreciates all the work put into this. Councilperson Grooms noted the
Greenway monuments and memorials must follow this procedure. Mayor Galligan noted
there is a military procedure. Following discussion, Councilperson Samuel made the
motion to pass Park Authority Resolution No. 2009-R-1, second by Councilperson
Wilson, passing on a vote of 6-0.
Mayor Galligan reported on aMulti-Use/Baseball complex meeting. One option
is the 34 to 40 acres for sale by St. Augustine Church. The asking price is $16,000 an
acre for a total of $640,000. Improvements, including a 200 x 200 building, are
estimated to cost $800,000. Discussion followed regarding the proximity to the Little
League Fields. Mayor Galligan said the soccer field area is too small. Access to the
property was discussed. The Park Research Committee is looking at two new parks for
the City. The web site extrainnings-indysouth.com was recommended.
Brent Mode, a member of Boy Scout Troop #1, explained his Eagle Scout project
for Espy Cemetery. (Written presentation attached) Councilperson Grooms
congratulated Scout Mode for taking on this project. Superintendent Manor will
coordinate the project through the Parks Department. Councilperson Grooms requested
Scout Mode let him know when he is ready for the marker. Councilperson Wilson said
there is a need for more young men like Scout Mode. Councilperson Grooms asked that
Scout Mode come back with a report when his project is complete. Councilperson

Samuel suggests Scout Mode come to a Council meeting. A review of a history of
contact with the Township Trustee was given. Mayor Galligan suggested contacting Bob
Rogge of Vectren.
Superintendent Manor reported the Department is getting ready for summer. The
new truck is great. Councilperson Samuel asked if the transfer of an employee, as
requested by the Park Authority, had taken place. Mayor Galligan reported the transfer
has taken place. Councilperson Wilson inquired about a watering truck.
Mayor Galligan noted there is initial and early genuine interest in an indoor
baseball facility. The CASI property is being looked at for housing. Mayor Galligan
announced the LST will return to Jeffersonville August 20 to 30, 2009. Preparations are
being made.
No personnel changes have been made.
Mayor Galligan said something has to be done with the Nachand Fieldhouse roof.
The insurance claim status was discussed.
Advisory Board Member Vicki Conlin reviewed upcoming events. A Shamrock
Run is planned. There is a movie schedule. Friday night concerts are being scheduled.
There are ongoing talks with the Louisville Orchestra for every Saturday night in July.
There is a "Smokin On The River" barbeque event scheduled in June. Member Conlin
said Even Coordinator Bev Knight is working very hard.
Jacobi Toombs. And Lanz representative Josh Hillman asked for questions
regarding the Master Plan. He will check with DNR for submittal. He will look into
grant funds. Mayor Galligan discussed the DNR and Corps permits for the pilings.
Councilperson Grooms noted the need for an energy analysis for the Fieldhouse.
Superintendent Manor said the windows need to be replaced.
Superintend Manors will check on ethics forms.
Councilperson Grooms reviewed the status of the Boys and Girls Club. He
questions the City Council commitment. Superintendent Manor will do the research.
Councilperson Grooms asks that Hona be reminded to email all the Advisory Boards
about the meeting.
Councilperson Zastawny asked Josh Hillman for a sidewalk update.
There followed a discussion about the Bales property.
Councilperson Grooms noted the Board of Public Works heard a request for a
monument for Old Taylor High School.
Councilperson Zastawny made the motion to adjourn at 8:40 P.M., second by
Councilperson Smith, passing on a vote of 7-0.
