HomeMy WebLinkAbout01-12-2009Jeffersonville Parks Authority Meeting Minutes Monday, January 12, 2009 The Jeffersonville Parks Authority met in regular session in the Mayor's Conference Room in City Hall, Jeffersonville, Indiana, on Monday, January 12, 2009 at 7:00 P.M. Parks Authority President Ron Grooms called the meeting to order at 7:00 P.M. Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Nathan Samuel, and Ron Grooms are present. Also present are: Parks Superintendent Bob Manor, Assistant Superintendent Ricky Romans and Deputy Clerk Treasurer Barbara Hollis. All stood for the pledge of allegiance to the flag. Following review of the agenda, Councilperson Samuel made the motion to remove agenda item 7B, adding 7C -Trophy Case, 7D -Building Costs, 7E - Exceptional Business/Citizenship award, second by Councilperson Smith, passing on a vote of 7-0. The minutes of December 8, 2008 meeting were presented for approval. Councilperson Samuel made the motion to approve the minutes as presented, second by Councilperson Zastawny, passing on a vote of 7-0. The claim lists were presented for consideration. Councilperson Smith made the motion to approve the claim list dated December3l, 2009 and the claim list dated January 8, 2009, second by Councilperson Fetz, passing on a vote of 7-0. Authority President Grooms would like to adopt a Park Memorial Policy by March 15, 2009. He requests all recommendations be brought to the next meeting. Councilperson Samuel has been contacted by Carl Kramer regarding a trophy he has that needs to have a place to be displayed. All agreed there is a need to pursue a location for trophies. Assistant Superintendent Romans continues to research a location for aMulti-Use Baseball Complex. Councilperson Samuel said there is confusion regarding financing. He would like to make sure all are on the same page. Assistant Romans noted there are a lot of people with differing ideas. Councilperson Samuel will act as a liaison. Councilperson Samuel said a possible site is the old Slone dealership building on 10tH Street. Executive Assistant Dana Young is trying to promote an exceptional citizen/business award. Councilperson Samuel noted the need for parameters. Assistant Young would like ideas communicated. President Grooms applauds what Assistant Young is doing, noting the need for criteria and the need to promote this to the community. Superintendent Manor reported the leagues are going well. Repairs are being made. He is looking at developing new leagues. President Grooms asked if there are any new projects that need to be funded. Superintendent Manor would like to make Highland Park a senior citizens park. He is working on repairs to the fence by Riverstage. Riverstage pilings will be done in May. Superintendent Manor does not fell any additional funds will be necessary. Councilperson Samuel requests a report of how many people participate in leagues. Superintendent Manor will do. Councilperson Zastawny asked about the start of Riverstage programs. Vickie Conlin said concerts are scheduled January 12, 2009 Page 2 to start May 22, Sweet Charity is scheduled and Patty Simmons for 4th of July. Movies are being talked about. Superintendent Manor noted the Louisville Orchestra is interested. Neon signs for Riverstage were discussed. Vickie Conlin said Bev Knight is planning a St. Patrick's Day run and parade. Superintendent Manor is looking into doing the lawn and landscape service in house. President Grooms noted the receipt of minutes from the Commission Advisory Board. Damage repairs were done in house. The insurance money will be used to make other repairs. Councilperson Grooms noted it was good to see Vicki Conlin here. President Grooms asked Hona McBride to send emails to all members of Boards. It is also good to see Assistant Superintendent Ricky Romans here. Councilperson Grooms said he hears good reports from committees. The input is good and meaningful. David Blankenbeker has resigned from the Facilities Board. Ralph Scales has agreed to serve. Superintendent Manor will remind Mayor Galligan of his appointment. Councilperson Fetz noted it might be necessary to consider an additional appointment to replace Fay Allen. Councilperson Samuel asked if there are any attendance issues. Superintendent Manor does not think so. Mayor Galligan does have a Program appointment to make. Jim Ritchie, President of the Youth Football League approached the Board with equipment issues. The League has 41 good helmets with 84 in need of reconditioning. There are 130 shoulder pads in good condition with 68 in bad conditions. Mr. Ritchie has an estimate of $3,622.71 for 70 new helmets. He recommends reconditioning at $17.00 per helmet. President Grooms said he appreciates Jim Ritchie being here and contributing to the program. Assistant Superintendent Romans said there is a small surplus. Some purchases have to be made. It may be necessary to run in the red until registration. President Grooms would like to review the budget. Jim Ritchie reviewed the goals and plans for the League. Superintendent Manor reported Port Fulton Parks is being worked on. Jeff Boat will be asked to help. Councilperson Zastawny left the meeting at this point. Councilperson Sellers nominated Councilperson Grooms to serve as the 2009 Parks Authority President, second by Councilperson Wilson, passing on a vote of 6-0. Councilperson Samuel nominated Councilperson Fetz for Vice President, second by Councilperson Sellers, passing on a vote of 6-0. Councilperson Sellers nominated Councilperson Zastawny for Secretary, second by Councilperson Fetz, passing on a vote of 6-0. President Grooms reported on the Perrin Park Land closing. The balance of approximately $200,000 is to be paid in five years. Vickie Conlin recommended making sure the land is taxed properly. Council Attorney Larry Wilder is taking care of it. There are no specific plans for the property. It will be maintained. In the memo of understanding it is noted the zoning cannot change for 10 years. Councilperson Smith asked about Christmas decoration. Superintendent Manor said repairs are being made.
