HomeMy WebLinkAbout02-09-2009Jeffersonville Parks Authority Meeting Minutes Monday, February 9, 2009 The Jeffersonville Parks Authority met in regular session in the Mayor's Conference Room in City Hall, Jeffersonville, Indiana, on Monday, February 9, 2009 at 7:00 P.M. Parks Authority President Ron Grooms called the meeting to order at 7:00 P.M. Councilpersons Mike Smith, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Nathan Samuel, and Ron Grooms are present. Also present are: Parks Superintendent Bob Manors, Assistant Parks Superintendent Ricky Romans, Mayor Tom Galligan, Planning and Zoning Director Jim Urban, Parks Advisory Board Member Vicki Conlin, and Deputy Clerk Treasurer Barbara Hollis. All stood for the pledge of allegiance to the flag. Following review of the agenda, Councilperson Samuel made the motion to add under new business, Request for use of Nachand Fieldhouse and discussion of Wheels and Heels Trail, second by Councilperson Wilson, passing on a vote of 7-0. The minutes of the January 12, 2009 meeting were presented for approval. Councilperson Samuel made the motion to approve the minutes as amended, second by Councilperson Sellers, passing on a vote of 7-0. The claim lists were presented for consideration. Councilperson Smith questioned the claim for printing of business cards for Dave Shahroude. Following discussion, Councilperson Samuel made the motion to approve the claim list dated February 3, 2009 in the amount of $3,776.53, and February 5, 2009 in the amount of $24,687.78, second by Councilperson Smith, passing on a vote of 7-0. Councilperson Grooms reviewed the December 31, 2008 Fund Report, noting funds that are in the negative. Superintendent Manor was asked to review his 2009 budgets and to meet with the Finance Committee. Deputy Hollis explained the funds that are waiting for final property tax distribution. The concern is for the Park Special Non Reverting Fund. A flier for a design contest for a memorial was discussed. A draft of A Resolution To Adopt A Park Memorial Program Policy was discussed. Board Member Conlin voiced concern for the types of trees that are to be allowed. One specific park for a Military Memorial was discussed. Sign maintenance is a concern. Wording should be limited. All are asked to think about this and comment. The subject of aMulti-Use/Baseball Complex is next on the agenda. Mayor Galligan said a group has presented an interest in an ice-skating complex. The Slone Building on lOt" Street was discussed. There is talk of 40 acres being available for between $640,000 to $680,000. Ice-skating can be made profitable. He is asking for time to make a recommendation. He would like to look at the complex as a source of revenue. Mayor Galligan has also spoken to someone about a bigger piece of property. Councilperson Smith asked if there was consideration of selling the Vissing Park property to buy another piece of property. Mayor Galligan said the name of the Park has to be considered. Superintendent Manor has been approached by John Vaughn representing Clark County Special Olympics with a request for access to Nachand Fieldhouse at no charge. There would be no City overhead. Following discussion, Councilperson Samuel made the motion to approve the use of Nachand Fieldhouse by Special Olympics at no charge from lOA.M. until 2 P.M. on February 15, 2009 at no charge, second by Councilperson Sellers, passing on a vote of 7-0. Planning & Zoning Director Jim Urban, Brent Roberts of Butler Fairman & Seufert, and Pete Andriot of Rundell Ernstberger Associates, reviewed the City of Jeffersonville Wheels and Heels Trail Master Plan, presenting and reviewing maps. Director Urban noted the need to accept the report, asking the Authority to review and comment. Director Urban praised the work done on this. The acquisition of the abandoned railroad property was discussed. Councilperson Grooms noted the groundwork has been done. Director Urban then gave an update on the Big Four Bridge project. Director Manor reported the department is busy cleaning up trees and debris from the recent storm. There are seven teams for the women's basketball league. Director Manor presented a report of the number playing in leagues. The Department is managing the leagues so there is no longer a need for a coordinator. Mayor Galligan gave the CAB report noting the Board has the minutes. He said the advisory boards are great. He is working on a complaint from one Board that the Police do not respond. There is one vacancy. Mayor Galligan said the Boards are working very well and have great ideas. He is pleased. Councilperson Grooms wants to see that the Advisory Boards are advised of the Parks Authority meetings and are invited to attend. There have been no personnel changes. There have been no Advisory Board changes. The status of Advisory Board member Fay Allen was discussed. Councilperson Grooms read from the commission minutes and the attendance record. Following discussion, Councilperson Zastawny made the motion to direct Councilperson Grooms, as President of the Advisory Board, to inform Fay Allen that she has been removed from the Parks Authority Program Advisory Committee due to lack of attendance, second by Councilperson Sellers, passing on a vote of 7-0. Councilperson Fetz then made the motion to appoint Glen Driskell to the Program Advisory Board, second by Councilperson Smith, passing on a vote of 7-0. Director Manor has been reading the Parks Master Plan, and does have copies available. Riverstage was reviewed. The question is who has the authority over Riverstage. Discussion followed of putting this under the Parks Department. Councilperson Smith noted Barge issues that will cost money. Director Manor advised of upcoming expenses. Options were discussed. Following discussion, Councilperson Fetz made the motion that the Parks Authority recommend to Mayor Galligan that the budget and the Events Coordinator be realigned from the Mayor's Department to the Parks Department, with a response requested by the March Board Meeting, second by Councilperson Smith, passing on a vote of 7-0 Director Manor reported he sent the diving boards off for reconditioning. One board is no longer good. One board can be reconditioned. Anew board will cost $3,388. Director Manor was directed to buy a new board. Director Manor said a used two-ton dump truck with a plow, chipper, and salt spreader is available for $36,500. Councilperson Fetz made the motion to allow the purchase of a two-ton dump truck with plow, chipper, and salt spreader, from line item 410 at a maximum price of $36,500, second by Councilperson Smith, passing on a vote of 7-0. It was noted Chad Armstrong has been passionately working on a war memorial for more than a year. Director Manor noted the need to spend another $3,000 on the Colston Shelter House. It has been proposed to use the property for a Convention Center. Director Manor was instructed to continue. Councilperson Zastawny praised the good work. Councilperson Sellers said, "keep up the good work". Councilperson Grooms noted it is a pleasure to have a Parks Authority Board that is running smoothly. He read from the annual report noting goals that had been met. Assistant Superintendent Romans was told he is doing a good job. Councilperson Grooms likes to see goals set and obtained.
