OLD BUSINESS
WALL STREET ALLEY
In a previous meeting the Board approved gates being installed in the alley between 721 and
725 Wall Street in order for boats to be worked on. Since then several surrounding property
and business owners have voiced opposition to the alley being closed off. They said they
were not notified of this and that it was not properly advertised in the newspaper. Doug
Carden who owns the Springs Salon and Spa appeared before the Board to oppose this as
well. He stated that the customers of the Springs Salon use the alley to access parking in the
rear of the salon. Property owner Bruce Herdt, Councilperson Smith, and the Police
Department have concerns about this also. After discussion, Councilperson Wilson made the
motion to reverse the approval of the closure of the alley, seconded by Engineer Miller and
carried unanimously.
NEW BUSINESS
Bev Knight thanked the Fire Department for their quick response to the garage fire at her
residence this past weekend.

• FRANKLIN COMMONS BANNERS
Chief of Staff Young on behalf of Councilman Grooms and Councilman Smith presented a
letter of request to the Board for the Franklin Commons Neighborhood asking the BP W to
pay the necessary fees to Duke Energy to allow the Neighborhood Association to
permanently attach banners to eleven light poles owned by Duke Energy in downtown
Jeffersonville. The proposed fees as provided by Duke Energy are $18.21 per pole per year
for ten years in advance making the required contribution $2,003.10. There is an electric
fund in the Board of Public Works to cover this cost. Duke Energy requires that a "Pole
Attachment Agreement" be entered into by the City or neighborhood association. Attorney
Darren Wilder said in looking at the agreement that he sees potential hidden costs and
recommends looking over it further and negotiating the terms of the contract. Engineer
Miller made the motion to table this for further Legal purposes, seconded by Councilperson
Wilson and carried unanimously.
SWEEPER BID
Attorney Darren Wilder told the Board be recommends that they move to reject both sweeper
bids. One bid was for a new sweeper but didn't meet [he advertised specifications and the
other bid was for a used mode] that didn't meet the specifications either. Councilperson
Wilson made the motion to reject both bids and to re-bid for the sweeper, seconded by
• Engineer Miller and carried unanimously.
CATCH BASIN/CHARLESTOWN PIKE SIDEWALK
Josh Hillman with Jacobi, Toombs, and Lanz said during construction of the sidewalk they
noticed a curb cut that was not allowing proper drainage with the new sidewalk. He is
proposing a new catch basin be installed at a total cost of $2,525.00. Engineer Miller made
the motion to approve the installation of a new catch basin in the amount of $2,525.00,
seconded by Councilperson Wilson and carried unanimously.
EIGHTH STREET SIDEWALK
Josh Hillman with Jacobi, Toombs, and Lanz proposed a construction engineering support
service just in case the city needs them to go out and check grades or if the contractor needs
issues handled. It is an hourly services agreement. Engineer Miller made the motion to
approve the hourly services agreement, seconded by Councilperson Wilson and carried
unanimously.
CITATION-2717 COOPER'S LANE
Building Commissioner Segraves sent by certified mail a citation for an unsafe building at
2717 Coopers Lane, Sellexsburg Indiana. Building Commissioner Segraves requested a 30
day extension to allow the owner to be able to appear before the Boazd of Public Works. The
owner has had recent surgery and is physically unable to appear at this time. Engineer Miller
made the motion to approve extending this fox 30 days, seconded by Councilperson Wilson
and carsied unanimously.
CITATION-944 E. CHESTNUT STREET
Building Commissioner Segraves sent by certified mail a citation for an unsafe dwelling to
property owner Joel Sunquist. Mr. Sunquist appeared before the Board and said he plans to
have Duke Energy re-install a meter and turn the electric back on as soon as possible and put
the property up for sale the first of May. He said the tenants aze in the process of getting their
belongings out. Building Commissioner Segraves said after the electric is tamed back on the
city will need to do an inspection before the dwelling can be occupied again. Afrer
discussion, Councilperson Wilson made the motion to allow one week for Mr. Sunquist [o
bring a receipt to the Building Commission from Duke showing that the necessary fees were
paid and to obtain a permit from the Building Commission and have the electric hooked back
up, seconded by Engineer Miller and carried unanimously. Mr. Sunquist will then need to
report back to the Board.
CELL PHONES
Clerk Patty Smith said she has e-mailed all deparhnents in regard to changes in the cell phone
procedures.
GOLF SCRAMBLE
Clerk Patry Smith said there will be a Golf Scramble on May 5, 2008 in memory of her
daughter with proceeds going to the Bob Hedge Park and the J.B. Ogle Animal Shelter.
FALLS CITY MUSTANG CLUB
Planning and Zoning Director Urban said the Falls Ciry Mustang Club requests that all city
government vehicles be parked on the east side or back of parking lot in the Quartermaster on
the 3`d Friday of each month from April 18, 2008 through October.

PHONE CALLS
Councilperson Wilson said she received two phone calls about snakes in the neighborhood
behind Grant Plaza.
Councilperson Wilson received a phone call from the Doherty's at 2007 8th Street in regard to
an electric pole at the corner of 8~h Sheet and Holly Drive that is loose and could fall at any
time.
Councilperson Wilson received a call from Kazen Elder complaining about Mulbersy Street
being blocked on the day of Thunder Events Coordinator Knight said she tried to call Ms.
Elder but didn't reach hex. Planning and Zoning Director Urban voiced some concern about
the Mulberry Street events on Thunder. He said it was a little different than what he had
expected.
Councilperson Wilson asked the status of the street light on Rose Avenue. Engineer Miller
said he will talk to Dan Braun about it.
There being no further discussion to come before the Board, Engineer Miller made the
motion to adjourn the meeting at 10:45 a.m., seconded by Councilperson Wilson and carried
unanimously.
