Monday, April 21, 2008 - 6:30 P.M.
Council Conference Room 3~d Floor
Council President Ed Zastawny called the meeting to order at 6:30 P.M., and on call of
the roll those members present were: Councilpexsons Ed Zastawny, Ron Grooms,
Barbara Wilson, Connie Sellers, Mike Smith, and Nathan Samuel and Keith Fetz. Alsc
present was Cbief Deputy Clerk Treasurer Suzy Bass
The motion was made by Councilperson Grooms to add items #9, City Council
Donations and Special Projects and #10, Secretary for the Parks Authority second by
Councilperson Fetz and passed 6-0.
Travel Ordinance
Councilperson Sellers said that her proposed travel ordinance and the one proposed by
Councilperson Smith axe similar except hers stipulates that if an Elected Official is beat
in the General Election, he/she can't travel and Councilperson Smith's states that an
Elected Official can not travel if beaten in the Primary Election. Councilperson
Zastawny would like to see the ordinance condensed to three pages. After much
discussion, the motion was made by Councilperson Fetz to table the ordinance, second by
Councilperson Samuel, passing on a vote of 6-0. Attorney Larry Wilder said that he will
redo the ordinance condensed to three pages.
Donation Requested
Councilperson Grooms said that he received a request from the Red Cross to sponsor
their Gala in a joint venture with the Mayor. Last year the Council donated $1,000.00
and the Mayor donated $500.00. Councilperson Grooms said that the Mayor has
informed him that his budget is almost depleted. Since the Council has agreed to cut all
donations in half, he would like the Council to donate $500.00. The motion was made by
Councilperson Grooms to donate $500.00 to the Red Cross, second by Councilperson
Sellers, passing on a vote of 5-1, with Councilperson Smith voting no. Several
Councilpersons discussed their concerns with donating money from the City to any
venue.
Councilperson Grooms informed the Council there will be a presentation at the Council
meeting on the Ohio River Greenway. There is money in the Edit Budget for this and he
feels the City is getting away pretty cheap with their request.
Parks Authority Secretary
Discussion was held on whether the Council wants to hire a secretary to take the Park
Authority Board minutes. They will discuss it with the Park Authority Boazd at the next
meeting.
There being no further business to come before the Boazd, the motion was made by
Councilperson Samuel to adjourn at 7:20 p.m, second by Councilperson Fetz passing on
