As you may be aware, our firm updated the current plan for the years 2002-2006. JTL will provide the following services: 1. Review the current Master Plan and update existing facility descriptions. 2. Meet with Parks Board and Park and Recreation representatives and discuss ideas. 3. Host Public Information Meeting and request public input. 4. Update Needs Analysis and Standards. 5. Prioritize Five- Year action plan. 6. Prepare Report. Our firm can complete the work required by July 31,2006. We propose to be compensated on a time and materials basis, in accordance with our current hourly billing rates (attached), with a Not-to-Exceed budget of five thousand dollars ($5,000). Our firm surveyed and designed the original park in 1990. JTL proposes to determine what improvements should be implemented by using a two-step process as follows: I. Preliminary Study & Design Phase r\ ',,- j Under this portion of the work, our firm will do the following: 1. Field-assess the existing condition of the park. 2. Investigate the need to expand the facility. 3. Evaluate alternatives for replacement of the existing docks. We understand that the existing wooden docks are very maintenance-intensive and are not preferred. 4. Consult with Board, boaters, U.S. Army Corps of Engineers and other interested parties to evaluate improvements to the continuing problem with floating debris and siltation. 5. Evaluate the need and feasibility of providing restroom facilities, vending machines. 6. Host a public meeting to obtain user input. 7. Prepare and present Engineering Report, including construction cost opinions and recommendations for the Board. Our firm proposes to provide these services on a time and material basis, in accordance with our current hourly billing rates, (attached), with a not-to-exceed budget of five thousand dollars ($5,000).
