Monday, December 31, 2007 -10:00 A.M.

Council Vice President Ed Zastawny called the meeting to order at 10:10 A.M., and on
call of the roll those members present were: Councilpersons Nathan Samuel, Ron
Grooms, Ed Zastawny, Connie Sellers, and John Perkins. Council President Fetz arrived
at 10:20 A.M. Also present were Clerk Treasurer Peggy Wilder and Chief Deputy Clerk
Treasurer Suzy Bass.
The motion was made by Councilperson Perkins to approve the agenda with the
following items: Salary Ordinance Amendment, two veto overrides, and an amendment
to the Employee Benefits Ordinance seconded by Councilperson Grooms passing on a 5-
0vote.
Veto Override
The motion was made by Councilperson Sellers to override the veto by Mayor Waiz of
Resolution 2007-R-43, (a Resolution creating the City of Jeffersonville Insurance
Committee). The motion was seconded by Councilperson Perkins passing on a vote of 5-
0.
The motion was made by Councilperson Perkins to override the veto by Mayor Waiz of
Ordinance 2007-OR-87, (an Ordinance establishing a non reverting fund for annexation
cost). The motion was seconded by Councilperson Sellers passing on a vote of 5-0.
Salary Ordinance Amendment
Chief Deputy Bass asked the Council to amend Salary Ordinance 2007-OR-87A to
correct the salary concerning the Building Commission Code Enforcement Officer from
Planning & Zoning. The budget was changed to move a Part Time Officer from Planning
to Building Commission but was not amended in the previous Salary Ordinance
amendment. The motion was made by Councilperson Perkins to suspend the rules in
anticipation of passing 2007-OR-90, seconded by Councilperson Sellers, passing on a
vote of 5-0. The motion was made by Councilperson Perkins to pass 2007-OR-90, an
Ordinance Fixing Basic Salaries of Appointed Officers and Employees of the City of
Jeffersonville for the year of 2008, on all three readings, seconded by Councilperson
Sellers, passing on a vote of 5-0.
Council President Fetz arrived at this time.

Employee Benefits
Mayor Elect Tom Galligan asked the Council to amend 2007-OR-69, Employee Benefits.
He would like new employees to be eligible for insurance benefits the 1St day of
employment instead of waiting through their ninety day (90) day probationary period.
Councilperson Grooms said that he was not in favor of the change because he feels
"' »' R • * everyone is entitled to Cobra when they leave their previous employment. But other
• Council persons feel that might deter qualified applicants from applying for positions
with the City because Cobra is very costly. Councilperson Perkins asked Councilperson
Grooms to vote to suspend the rules so the Council can vote on the Ordinance. The
motion was made by Councilperson Perkins to suspend the rules in anticipation of
passing 2007-OR-91, seconded by Councilperson Sellers passing on a vote of 6-0. The
motion was made by Councilperson Perkins to pass 2007-OR-91 (an Ordinance of
Employee Benefits), seconded by Councilperson Sellers and passing on a vote of 5-1,
with Councilperson Grooms voting no.
There being no further business to come before the Council, the meeting adjourned at
10:30 A.M.
