COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
December 3, 2007
The Common Council of the City'of Jeffersonville, Indiana met in regular session
in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 7:30 P.M.
on Monday December 3, 2007.
Mayor Rob Waiz, with Deputy Clerk Treasurer Barbara Hollis at the desk, called
the meeting to order. Also present was City Attorney Les Merkley. Mayor Waiz
welcomed all in attendance, asking all those present to stand as Councilperson Perkins
gave the invocation. Mayor Waiz then asked all those present to join him in the pledge of
allegiance to the flag.
The roll was called and those present were; Councilpersons John Perkins, Ed
Zastawny, Connie Sellers, Barbara Wilson, and Ron Grooms.
Absent: Councilpersons Fetz and Samuel.
Following discussion, Councilperson Grooms made the motion to approve the
agenda with the removal of agenda item#20, moving #23 to #11, move #11 to #23, and
move #21 to #1 lA, second by Councilperson Perkins, passing on a vote of 5-0.
Deputy Clerk Treasurer Hollis presented the claim list for consideration by the
', Council, explaining one additional claim. Councilperson Perkins made the motion to
approve the claims and the additional as presented, second by Councilperson Zastawny,
passing on a vote of 5-0.
PUBLIC COMMENT;
Ms. Debra Jackson appeared before the Council concerned that with the dire
problems in the area the Police window i closed. She. is concerned for the wide usage of
illegal drugs. She feels there is a need for Police Officers to work closer with the hospital
and factories. Mayor Waiz will see she gets help tonight.
COUNCIL COMMENT:
There were no Council comments.
DEPARTMENT HEAD REPORTS:
There were no Department Head reports.

AGENDA ITEMS:
Mr. Jim Williamson, Attorney representing New Hope, explained the need for
passage of Ordinance No. 2007-OR-76, An Ordinance Authorizing (I) The Issuance,
Execution And Delivery Of The City Of Jeffersonville, Indiana Economic Development
Revenue Note, Series 2007 (New Hope Services, Inc. Project) And The Loan Of The
Proceeds Thereof To New Hope Services, Inc., An Indiana Non-Profit Corporation, To
Economic Development Facility Located Within The City Of Jeffersonville, Indiana; (II)
The Execution And Delivery Of The Tax Compliance Agreement; And (III) The Taking
Of Other Actions In Respect Thereto. Attorney Williams explained the City has no
responsibility. Councilperson Perkins made the motion to suspend the rules for
Ordinance No. 2007-OR-76, second by Councilperson Sellers, passing on a vote of 5-0.
Councilperson Perkins then made the motion to pass Ordinance No. 2007-OR-76 on all
three readings, second by Councilperson Wilson, passing on a vote of 5-0.
Mr. Joe Mullen, Branham Tabernacle, explained the need for passage of
Ordinance No. 2007-OR-77, An Ordinance Changing The Zoning Map At 810 Penn
Street. Councilperson Perkins made the motion to pass Ordinance No. 2007-OR-77,
second by Councilperson Zastawny. Mayor Waiz asked for public comment. No public
comment was voiced. The motion to pass Ordinance No. 2007-OR-77 passed on a vote
of 5-0.
Councilperson Zastawny made the motion to table Ordinance No. 2007-OR-64,
An Ordinance Of Interlocal Cooperation For Sanity Sewer Services, second by
Councilperson Sellers, passing on a vote of 5-0.
Planning and Zoning Director Chester Hicks requested passage of Ordinance No.
2007-OR-68, An Ordinance Adopting The Comprehensive Plan. Councilperson Sellers
made the motion to .pass Ordinance No. 2007-OR-68 on the third reading, second by
Councilperson Sellers, passing on a vote of 5-0. Mayor Waiz thanked Director Hicks for
the good work.
Councilperson Perkins made the motion to pass Ordinance No. 2007-OR-71,
NPDES Municipal Separate Storm Sewer System Permit Requirements Ordinance, on the
third reading, second by Councilperson Sellers, passing on a vote of 5-0.

Mayor Waiz explained a letter regarding the approval of a state historical marker
for "Hannah Toliver". Following discussion, Councilperson Perkins made the motion
for funding in the amount of $1,450.00 from the Council Special Project line for the
marker, second by Councilperson Zastawny, passing on a vote of 5-0.
Councilperson Perkins made the .'motion to suspend the rules for Ordinance No.
2007-OR-78, An Ordinance Of Additional Appropriation (Share Of Gaming Revenue -
Settlement Agreement), second by Councilperson Sellers, passing on a vote of 5-0.
Councilperson Perkins then made the motion to pass Ordinance no. 2007-OR-78 on _all
three readings, second by Councilperson Sellers. Mayor Waiz asked for public comment.
No public comment was voiced. The motion to pass Ordinance No. 2007-OR-78 carried
on a vote of 5-0.
Councilperson Grooms explained the need for passage of Ordinance No. 2007-
. OR-79, An Ordinance Transferring Funds Within Same Department (General Fund -
Board of Public Works). Councilperson Grooms made the motion to pass Ordinance No.
2007-OR-79 on the first reading, second. by Councilperson Perkins, passing on a vote of
5-0.
Councilperson Grooms explained the need for passage of Ordinance No. 2007-
OR-80, An Ordinance Transferring Funds Within Same Department (General Fund -
Common Council). Councilperson Grooms made the .motion. to pass Ordinance No.
2007-OR-80 on the first reading, second by Councilperson Zastawny, passing on a vote
of 5-0.
Councilperson Grooms explained the need for passage of Ordinance No. 2007-
OR-81, An Ordinance Transferring Surplus Funds From The Cumulative Capital
Improvement Fund To The General Fund. Councilperson Grooms made the motion to
pass Ordinance No. 2007-OR-81 on the.,. first reading, second by Councilperson Perkins,
passing on a vote of 5-0.
Councilperson Zastawny presented Ordinance No. 2007-OR-82, An Ordinance
Amending Ordinance 2007-OR-48, An Ordinance Fixing Basic Salaries Of Appointed.
Officers And Employees Of The City Of Jeffersonville, Indiana For The Year 2008,.
Mayor-elect Tom Galligan explained the request for the change for the Planning and
Zoning Director. Councilperson Zastawny made the motion to pass Ordinance No. 2007-

OR-82 on the first reading with the elimination of Director of Downtown Revitalization
in the Mayor's Office and in the Department of Redevelopment, second by
Councilperson Sellers. Councilperson Grooms made the motion to amend the title of
Youth Commission Director to Events Coordinator, second by Councilperson Wilson,
passing on a vote of 5-0. Councilperson Grooms questioned the need for a
Communications Director. Mayor-elect Galligan explained the Director would represent
all in the City. If the Mayor and Council disagree the Director will present both sides.
The motion to pass Ordinance No. 2007-OR-82 on the first reading passed on a vote of 5-
0.
Councilperson Grooms made the motion to pass Ordinance No. 2007-OR-75, An
Ordinance Of Additional Appropriation (EDIT Fund -Sidewalks) on the second reading,
second by Councilperson Zastawny, passing on a vote of 5-0.
CLERK TREASURER COMMENTS:
There were no Clerk Treasurer Comments.
COMMITTEE REPORTS, COUNCIL AND MAYOR COMMENTS:
Councilperson Grooms thanked .Police Officer .Grimes for his attendance. He
thanked the Council for allowing he and Councilperson Samuel to work on the finances..
Councilperson Wilson reported on Light Up Jeffersonville saying this type of
function is good for the City.
Councilperson Zastawny reminds all to be thinking about the .appointments for
next year.
Mayor Waiz expressed appreciation to all. for ming toni ht.
As there was no further business to com before the cil, the meeting was
adjourned 8:20 P.M.
